HISTORIC LANDMARK COMMISSION
April 13, 2015

A Regular Meeting of the Historic Landmark Commission was held on April 13, 2015 and called
to order at 4:01 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner New made a motion to approve the minutes of the Regular Meeting held
March 9, 2015. Commissioner Broussard approved the motion. Commissioner Sigee
seconded the motion. Motion to approve carried 7:0.
REGULAR MEETING
1) CA-2485: Request for a Certificate of Appropriateness to paint a structure SW0070 Pink
Shadow and trim SW0003 Cabbage Rose.
Location: 1890 Hazel Avenue
Applicant: Leanne Johnson
Ms. Ward presented the staff report. Leanne Johnson applied for a Certificate of
Appropriateness to paint her property located at 1890 Hazel. The color her renter has
chosen, Pink Shadow SW0070, is found in Sherwin-Williams Historical collection of
interior colors. The trim would be a deeper shade called Cabbage Rose SW0003 from the
same pallet.
The property is listed in 1990 SPARE Beaumont Survey. SPARE states that the house
was built c. 1932. The house is listed as typical of middle class housing built in
Beaumont in the 1920’s and 1930’s in Beaumont. Staff recommends approval with the
following condition:
1. The brick columns should not be painted.
Slides of the subject property were shown.
Discussion followed. Applicant stated that she will not paint the bricks.
Commissioner Sigee made a motion to approve a Certificate of Appropriateness to paint
a structure SW0070 Pink Shadow and trim SW0003 Cabbage Rose at 1890 Hazel
Avenue as requested in CA-2485 under the condition that the applicant does not paint the
brick. Commissioner Broussard seconded the motion. Motion to approve carried 7:0.
2) CA-2486: Request for a Certificate of Appropriateness to allow a parking space in the
front yard.
Location: 2403 Liberty
Applicant: Clint Linscomb
Ms. Ward presented the staff report. Clint Linscomb, has applied for a Certificate of
Appropriateness to allow a parking space in the front yard located at 2403 Liberty. Mr.
Linscomb is asking to widen the driveway in front of his home at 2403 Liberty. He states
that maneuvering in and out of the existing narrow drive with multiple vehicles on a busy
street, is difficult. He feels the additional parking space would relieve parking issues.
Staff recommended denial of the request.
The property is not listed in SPARE Beaumont Survey.
Slides of the subject property were shown. Discussion followed.
Commissioner LaBiche made a motion to deny the request for a Certificate of
Appropriateness to allow a parking space in the front yard located at 2403 Liberty as
requested in CA-2486. Commissioner Sigee seconded the motion. Motion to deny
carried 7:0.

4) Historic District Code Enforcement Report
Ms. Varela distributed the report. Commissioner LaBiche asked for an in-depth listing of
the violation codes for the homes in the historic district. Ms. Varela provided the listing.
OTHER BUSINESS
1) Nomination to the National Register of Historic Places
Location: Otho Plummer Administration Building, 1026 Mirabeau Street
Lamar University has submitted a nomination of the Otho Plummer Administration
Building to the National Register of Historic Places. As a participant in the Texas
Certified Local Government Program (CLG), the Beaumont Historic Landmark
Commission is required to notify the Texas Historical Commission (THC) National
Register programs office; the property owner; and the applicant as to their opinion in
regard to the nomination no later than May 15, 2015.
Staff recommended approval.
Richard Gachot, Associate Professor in the Art department and Representative Kate
Downing, Assistant to President Evans for Special Projects spoke representing Lamar
University. The Otho Plummer Administration Building was the first round educational
building constructed in the United States. The building still has its original fixtures and
design. Discussion followed. Commissioner LaBiche made a motion to support the
Nomination of the Otho Plummer Administration Building to the National Register of
Historic Places. Commissioner Sigee seconded the motion. Motion to approve carried
7:0.
