A Meeting of the Historic Landmark Commission was held on December 12, 2016 and called to
order at 3:31 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Linsley made a motion to approve the minutes of the Regular Meeting held on
October 10, 2016 and November 14, 2016. The corrected October 10, 2016 minutes reflected the
correct spelling of Commissioner Don LaBiche’s name. It should be Dohn and not Don LaBiche.
Commissioner Jordan seconded the motion. Motion to approve carried 7:0.

REGULAR MEETING
1) CA-2714: Request for a Certificate of Appropriateness to approve a new exterior
staircase to the second floor.
Applicant: Michael Keener
Location: 2205 North Street
Mrs. Josey presented the staff report.
Michael Keener has improved the attic space of his home at 2205 North Street. Due to
the lack of space inside the house, he has created an exterior staircase to provide access to
the new living space. This new staircase is visible from North Street and 6th Street, and
therefore requires approval by the Historic Landmark Commission.
The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house
was built c. 1925. The house is listed as a fine example of upper middle class housing
built after the second Spindletop boom.
Planning staff recommends approval of the request with the following condition:
1. All exposed wood be painted to match the trim of the house.
Slides of the subject property were shown.
Mrs. Varela addressed the Commissioners. She had pictures of the property on her laptop
and stated that the applicant told her that he was unaware of having to obtain a permit to
complete work on the inside of the property.
Chairman Blazek asked Mrs. Varela about the guidelines concerning duplexes. The
applicant, Michael Keener addressed the Commissioners. Mr. Keener stated that the
home is his personal residence and he would like to make it larger and improve the
value of the home. No further questions, no further discussion. Commissioner Linsley
made a motion to approve a request for a Certificate of Appropriateness to approve a new
exterior staircase to the second floor as requested in CA-2714 with the following
conditions:
1. Paint all exposed wood to match the trim of the home.
2. Obtain all necessary permits for the interior and exterior of the home.
Commissioner Jordan seconded the motion. Motion to approve carried 7:1. (New).
2) CA-2717: Request for a Certificate of Appropriateness to approve a parking space in
the front yard.
Applicant: Antonio Hernandez
Location: 2556 Angelina Street

Antonio Hernandez applied to repair a concrete walkway from his driveway to his front
door at 2556 Angelina Street. Upon inspection, Mrs. Varela found that the proposed
sidewalk had been widened and was being used as a parking space. Mr. Hernandez was
informed that he could not use the sidewalk for parking without approval from the
Historic Landmark Commission. The sidewalk is located in front of the house and
creates a parking space in the front yard.
The house is not listed in the SPARE Beaumont Survey.
Planning staff recommends denial of the request.
Mrs. Josey presented the staff report.
Slides were shown of the subject property.
Discussion followed between Mrs. Josey and the Commissioners. The applicant Mrs.
Hernandez and her interpreter, Yolanda Tamayo addressed the Commissioners. Mrs.
Tomayo stated that the Hernandez’s wanted to use their property to park their vehicles
instead of the shed. The shed is not enough room to park all of the vehicles. The son,
Antonio Hernandez addressed the Commissioners. Discussion followed. Chairman
Blazek stated that there is an ordinance prohibiting individuals living in Old Town from
parking on the grass. Further discussion followed. Mrs. Tamayo stated Mrs.
Hernandez decided that she didn’t want to move forward with the request until she
discussed the issue with her husband regarding the driveway. Chairman Blazek made a
motion to table the request for a Certificate of Appropriateness to approve a
parking space in the front yard as requested in CA-2717 until January’s meeting.
Commissioner Fernandez seconded the motion. Motion to approve carried 8:0.
3) CA-2719: Request for a Certificate of Appropriateness to add shutters to the front
windows of the house.
Applicant: Stephen Brown
Location: 2346 Broadway
El's remodeling on behalf of Stephen Brown is repairing and remodeling the house at
2346 Broadway. The applicant would like to add shutters to the front windows of the
house. Prairie style homes were occasionally built with ornamental shutters to the
upstairs windows, see page 444 of A Field Guide to American houses, image #6. Other
repairs being performed will include removing the solid wall/rail between the front
columns and replacing it with railing to match the existing railing along the west side of
the porch.
The house is not listed in the SPARE Beaumont Survey.
Staff recommends approval of the request for the upper windows only.
Mrs. Josey presented the staff report.

The applicant, Elenterio Alijeran addressed the Commissioners. Discussion followed
between El and the Commissioners. He stated that he wanted to paint the front door and
the shutters on the home red. Commissioner Jordan made a motion to approve a request
for a Certificate of Appropriateness to add shutters to the front windows of the house as
requested in CA-2719 with the following condition:
1. Shutters can be put on the upper windows only.
Commissioner Fernandez seconded the motion. Motion to approve carried 8:0.
OTHER BUSINESS
Historic District Code Enforcement Report. Anna presented the Code Enforcement
Report. Discussion followed.
THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:58
P.M.
