Guidroz Councilman Mike Getz Councilmembers absent: Councilmember-at-Large Gethrel Williams-Wright Also present: Chris Boone, Director of Planning and Community Development, Adina Ward, Planner II Anna Varela, Historic District Code Enforcement Officer Fran Malvo, Recording Secretary APPROVAL OF MINUTES Commissioner LaBiche made a motion to approve the minutes of the Regular Meeting held on October 10, 2016. Commissioner Jordan seconded the motion. Motion to approve carried 8:0. Historic Landmark Commission October 10, 2016 REGULAR MEETING 1) CA-2668: Request for a Certificate of Appropriateness to build a new six unit apartment building. Location: 2260 Harrison Avenue Applicant: Tom Cockerill Ms. Ward presented the staff report. Tom Cockerill has requested a certificate of appropriateness to allow the construction of a new apartment building. The property is located at 2260 Harrison Avenue. In September, the Historic Landmark Commission tabled this project to allow Mr. Cockerill time to redesign the look of the project to better fit into the neighborhood. Brick has been added to the first floor exterior for the elevation facing the street. A porch with columns and shutters has also been added. Additional windows for the rear and left elevations were discussed in the September meeting. If required, the architecturally appropriate placement and number of windows should be considered. The new structure will consist of six (6) units. Four (4) units will have two (2) bedrooms, and two (2) units will have one (1) bedroom. The construction methods employed would dictate that the house be constructed on a slab foundation, wood framing, horizontal lap cement fiber siding and 30 year architectural roofing shingles. Windows will have white vinyl frames and will be of a four over four appearance. The roof will have a 6/12 pitch and a front gable. Mr. Cockerill has chosen a black 30 year, architectural shingle for the roof. The paint is to be SW2827 Colonial Revival with SW2829 Classic White trim and SW2802 Rookwood Red & SW6258 Tricon Black accents. This color scheme was chosen from the approved pallet. Planning staff recommends approval of the request, subject to the following conditions: 1. Storm shutters must be architecturally appropriate. 2. Front and rear setbacks must be a minimum of 25 feet. 2. A building permit must be obtained and approved. All zoning and building code requirements must be met. Slides of the subject property were shown. The applicant, Tom Cockerill addressed the Commissioners. Discussion followed between the Commissioners and Mr. Cockerill regarding the revised plans of the home. Chairman Blazek stated the revised plans were not compatible with the homes in the neighborhood. Commissioners expressed concerns of opposition with Mr. Cockerill’s request to build a multi-family housing in the Historic District. Commissioner LaBiche sketched a drawing of what the plans should resemble and suggested he use the craftsman style for the design of the home. 2 Historic Landmark Commission October 10, 2016 Chairman Blazek made a motion to approve the request for a Certificate of Appropriateness to construct a new six unit apartment building as requested in File CA- 2668, subject to the following conditions: 1. A revised exterior layout of the entire building including the left elevation that will face the street and an arts and crafts style home compatible with the Historic District to be submitted to Commissioner LaBiche and the Commissioners for approval of the final style of the exterior. 2. Storm shutters must be architecturally appropriate and on all windows of the home. 3. Doors must be appropriate to the arts and crafts style that is selected. 4. Front and rear setbacks must be a minimum of 25 feet. 5. A building permit must be obtained and approved. All zoning and building code requirements must be met. Commissioner LaBiche seconded the motion. Motion to approve carried 9:0. The plans must be submitted and approved to Ms. Ward before October 21, 2016. 2) CA-2687: Request for a Certificate of Appropriateness to replace flat wood siding with Hardie plank siding with an approximate 6” reveal. Replace 10 pane casement windows, with 6 over 6 double hung windows and add a breezeway with a metal roof visible from the street. Location: 2550 Evalon Street Applicant: Michael Bradfield Ms. Ward presented the staff report. Michael Bradfield is in the process of making some improvements and repairs to his home at 2550 Evalon Street. The house appears to be stucco, but in reality the siding is flat boards placed side by side. The wood has begun to rot and Mr. Bradfield has replaced some of these flat boards with 6" reveal Hardie Board lap type siding. Several casement windows, each having 10 panes, have been replaced with 6 over 6 double hung windows. In addition, the applicant has installed a covered breezeway to the rear of the property that is visible from the street. The breezeway was constructed with a sloped metal roof. Mr. Bradfield states he intends to paint all exposed wood and the new siding to match the original house color. The house is not listed in SPARE but the unattached gazebo in the backyard is. Staff recommended denial of the siding and windows. Slides of the subject property were shown. Discussion followed between Ms. Ward and the Commissioners regarding the siding, color of the exterior and the breezeway. The applicant, Michael Bradfield addressed the 3 Historic Landmark Commission October 10, 2016 Commissioners. Discussion followed between the Commissioners and Mr. Bradfield regarding rotting wood, Hardie plank siding, paint colors, windows, roofing and making the home energy efficient. Chairman Blazek made a motion to approve a request for a Certificate of Appropriateness as requested in File CA-2687 with the following conditions: 1. Replace all flat wood front elevation siding with 6” Hardie plank lap siding. 2. Replace all 10 pane casement windows with double hung windows, must be 8 over 8 instead of 6 over 6. 3. Paint the added breezeway with the metal roof to match the home. Commissioner LaBiche stated the windows must meet windstorm requirements. Commissioner Sigee seconded the motion. Motion to approve carried 8:1 (Linsley). 3) CA-2689: Request for a Certificate of Appropriateness to construct an eight (8) foot wooden privacy fence in the front yard. Location: 2093 McFaddin Avenue Applicant: Broussard’s Mortuary Ms. Ward presented the staff report. Blue Broussard would like to construct an eight (8) foot wood privacy fence in the front yard area of the house located at 2093 McFaddin Avenue. The applicant states the fence is needed for privacy and safety. Mr. Broussard plans to move into the residence with his family. In the attached letter, he describes his need for the fence. Planning staff recommends approval of the request. Slides were shown of the subject property. Discussion followed between Ms. Ward and the Commissioners regarding the fence. The applicant, Blue Broussard addressed the Commissioners. Mr. Broussard stated that he would like the fence for safety reasons. Mr. Broussard presented photographs to the board with examples of what the fence would resemble. A brief discussion followed. Commissioner LaBiche made a motion to approve a request for a Certificate of Appropriateness to construct an eight (8) foot wooden privacy fence in the front yard as requested in File CA-2689 with the following conditions: 1. The 80% open rule and; 2. The fence is constructed with metal fencing and wood 3. The fence will extend from the front of the house to property line across the front to the opposite corner property line and back to the front of the house. 4 Historic Landmark Commission October 10, 2016 Commissioner Jordan seconded the motion. Motion to approve carried 9:0. 4) Historic District Code Enforcement Report Mrs. Varela presented the Historic District Code Enforcement report for the month of September.
