HomeMy WebLinkAbout6-13-16 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION June 13, 2016 City Hall, 801 Main Street, Beaumont, Texas A Special Meeting of the Historic Landmark Commission was held on June 13, 2016 and called to order at 3:36 p.m. with the following members present: Chairwoman Paula Blazek Commissioner Marty Craig Commissioner Don LaBiche Commissioner Thomas Sigee Commissioner Marie Broussard Commissioner Reagan Rothenberger Commissioner Virginia Jordan Commissioner Jessie Davis Commissioner Carol Fernandez Commission Members absent: Commissioner B. Eliot New Commissioner Jason Cansler Commissioner Judy Linsley Councilmembers present: Councilman Claude F. Guidroz Councilmembers absent: Councilmember-at-Large Gethrel Wright Councilman Mike Getz Also present: Adina Ward, Planner II; Raymond Rowzee, Planner I, Fran Malvo, Recording Secretary APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on March 14, 2016. Commissioner LaBiche seconded the motion. Motion to approve carried 9:0. REGULAR MEETING 1) CA-2635: Request for a Certificate of Appropriateness to allow a metal carport in the side yard. Location: 2639 Louisiana Applicant: Roy and Melody Weaver Historic Landmark Commission June 13, 2016 Ms. Ward presented the staff report. Roy and Melody Weaver hired a contractor to build a carport in front of their existing garage. The contractor failed to obtain permits for the project. The Weavers would like to keep the carport, and as such are asking for approval of the metal carport located in the side yard of their property. The Beaumont Zoning Ordinance states, for properties located in the Oaks Historic district, accessory structures, “…must be compatible with the scale, shape, roof form, materials, detailing, and color of the main building. Accessory buildings must have pitched roofs. Prefabricated metal accessory buildings are permitted if they are completely screened from view from any abutting street.” The house is not listed in SPARE Beaumont Survey. Staff recommended denial of the request. Staff felt that some sort of cladding of the structure could possibly make it more suitable. If the commission chooses to approve the structure, the following condition is recommended: 1. A building permit must be obtained and approved. All building setbacks and building code requirements must be met. Slides of the subject property were shown. The applicants, Roy and Melody Weaver were present. Ms. Ward added that the ordinance states that the structure must be 5 feet from the side property line. Discussion followed. Mrs. Weaver addressed the Commissioners. Mrs. Weaver passed around photographs of her carport and various carports in the neighborhood. She stated the poles on the carport could use some decorative fluting around the columns, on the top edge she suggested adding some lattice work and wisteria growing along with adding more landscape to make it look nicer. Discussion followed. Commissioner LaBiche stated that there is no roof line to the structure and that Building Codes does not allow you to build in the setback. Discussion followed. Commissioner Sigee made a motion to deny a request for a Certificate of Appropriateness to allow a metal carport in the side yard as requested for file CA-2635. Commissioner Jordan seconded the motion. Motion to deny carried 9:0. 2) Historic District Code Enforcement Report Mrs. Varela was on FMLA and there was no report. OTHER BUSINESS Chairwoman Blazek invited all the Commissioners to the general meeting for the Oaks Historic District at the McFaddin Ward Visitor’s Center at 7 p.m. The guest speaker will be someone from the Kirby Hill House in Kountze, Texas. Chairman LaBiche stated he would like the new Commissioners to review the reference book, American Home Architecture to become familiar with the different styles of architecture. 2 Historic Landmark Commission June 13, 2016 THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:11 P.M. 3
