HISTORIC LANDMARK COMMISSION
March 14, 2016

A Special Meeting of the Historic Landmark Commission was held on March 14, 2016 and
called to order at 3:31 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular Meeting held
on February 8, 2016. Commissioner Sigee seconded the motion. Motion to approve
carried 6:0.
REGULAR MEETING
1) CA-2608: Request for a Certificate of Appropriateness to replace all of the mostly one
light over one windows in a house with new six light over six windows, and to add a
window to the front façade.
Location: 2080 Pecos
Applicant: Rocio Blas
Ms. Ward presented the staff report. Rocio Blas would like to change all of the windows
in the house located at 2080 Pecos Street. The existing windows in the house are one
light over one light wooden windows. Ms. Blas would like to replace those windows with
vinyl clad, white windows in the same size as the existing windows. She would, however,
like to install six light over six light windows. In addition, Ms. Blas would like to add a
window to the left front façade, creating a double window.
The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house
was built c. 1925. The house is listed as an example of middle class housing built in
Beaumont in the 1920’s and 1930’s and of the craftsman style.
Staff recommended approval of the request.
Slides of the subject property were shown.
The applicant, Rocio Blas was present. Ms. Blas addressed the Commissioners.
Commissioner Craig asked Ms. Blas if the windows were still the same when it was taken
from SPARE. Ms. Blas stated that the previous owner changed some of the windows
and they are somewhat shorter and lopsided and she wants all of the windows to be the
same. She stated that the electric bill is more than usual. Ms. Blas showed a picture with
the exact windows on a home on South Street. Ms. Blas said that the windows will have
to be inspected and have to have more panels on them so that they can sustain hurricanes.
Discussion followed. Commissioner LaBiche asked if she had intentions on painting the
home. Ms. Blas responded yes and that she intends to maybe paint it white.
Commissioner LaBiche showed a picture of some windows and suggested to Ms. Blas
that the Board agreed to have them look like.
Commissioner Craig made a motion to approve the request for a Certificate of
Appropriateness to replace all of the mostly one light over one windows in a house with
new six light over six windows and to add a window to the front façade as requested in
File CA-2608. Commissioner LaBiche seconded the motion. Motion to approve carried
6:0.
2) Historic District Code Enforcement Report
Mrs. Varela addressed the Commissioners and presented the Code Enforcement report.
Discussion followed.
OTHER BUSINESS
Chairman Blazek expressed concerns about Mr. Wade Davis appealing the Board’s
decision at the February 8, 2016 meeting. Chairman Blazek stated that she would try to attend
the City Council meeting to speak on behalf of the Historic Landmark Commission.
