A Regular Meeting of the Historic Landmark Commission was held on August 14, 2017 and
called to order at 3:36 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on
July 10, 2017. Commissioner Broussard seconded the motion. Motion to approve carried 10:0.
REGULAR MEETING
1) CA-2802: Request for a Certificate of Appropriateness to widen a drive way in front of the
house.
Applicant: Hector V. Lopez
Location: 2249 Evalon Street

Mrs. Josey presented the staff report. Hector V. Lopez would like to widen the driveway to
his house located at 2249 Evalon Street. Although there is not much room between the house
and the neighboring property, there is opportunity to widen the driveway slightly without
placing a portion of it in front of the existing house. Staff has recommended angling the
apron to allow easier access to the driveway.
The house is not listed in the SPARE Beaumont Survey.
Planning staff recommended denial of the portion of the driveway located in front of the
house.

2) CA-2807: Request for a Certificate of Appropriateness to allow a chain link fence.
Applicant: Roy L. Malveaux
Location: 2346 Broadway Street
Mrs. Josey presented the staff report. Roy L. Malveaux has renovated the property at 2346
Broadway Street. As part of the renovation, the existing woo privacy fence was replaced with
a chain link fence. A Certificate of Appropriateness was not completed before the fence was
replaced.
The house is not listed in the SPARE Beaumont Survey.
Staff recommended denial of the fence.

3) CA-2811: Request for a Certificate of Appropriateness to pave a parking lot in the rear yard.
Applicant: Manx Properties
Location: 2643 North Street
Mrs. Josey presented the staff report. Lauren Brooks & Gregg Conway are purchasing the
property located at 3643 North Street. An application for a Specific Use Permit was
approved by City Council on July 25, 2017. As part of their request, a waiver to the perimeter
landscaping and eight (8) foot privacy fence, was also approved, allowing a six (6) foot
fence.
The applicants plan to pave the rear yard with hot-mix asphalt to accommodate required off-
street parking for the approved CPA office. This parking will not be highly visible from the
street and will take vehicles off the street. Railing and a handicap ramp will be added to the
rear porch, which will not be visible from the street.
The house is in the 1991 SPARE Beaumont Survey. SPARE states that the house was

built c. 1925. The house was listed as a common house type built in the 1920’s.
Slides of the subject property were shown.
Staff recommended approval of the parking lot.
4) CA-2814: Request for a Certificate of Appropriateness to allow a metal carport.
Applicant: Alberto Arellano
Location: 2205 Angelina Street
Mrs. Josey presented the staff report. Alberto Arellano constructed a metal carport in his rear
yard. The property is a corner lot, and even though there is an existing privacy fence, a large
portion of the carport is visible from the street. The carport does have a gabled roof,
although metal. Staff would recommend approval of the carport if the metal roof was
replaced with a shingle roof, and the metal was painted to match the house.
The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built
c.1936. The house was listed as an example of middle class housing built in the 1920's and
1930's.
Staff recommended denial of the carport.
5) CA-2815: Request for a Demolition Certificate for a garage apartment.
Applicant: City of Beaumont-Demolition
Location: 2434 Angelina Street
Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a
certificate of demolition for the residential structure located at 2434 Angelina Street.
The inspection report states that the structure suffered a severe fire. Structural beams have
extensive damage making the structure unsafe. There are holes in the walls and ceilings
throughout the structure. Staff recommends a raze order.
The property is not listed in SPARE.

6) CA-2816: Request for a Demotion Certificate for a house.
Applicant: City of Beaumont-Demolition
Location: 2250 South Street
Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a
certificate of demolition for the residential
structure located at 2250 South Street.
Mr. Meier states that the structure was originally tagged on January 5, 2016. The inspection

report states that there is extensive termite damage, as there are multiple holes in the walls
and ceilings. There are holes in the roof and water damage to the interior due to the leaking
roof. Black mold is visible and the interior is unsanitary. All damaged electrical and
plumbing will also need to be replaced. Staff recommends a raze order.
The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built
c.1925. The house was listed as typical of middle class housing built in the 1920's.

7) CA-2817: Request for a Certificate of Demolition to demolish a house.
Applicant: City of Beaumont
Location: 1814 Park Street
Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a
certificate of demolition for the residential structure located at 1814 Park Street. This item
was tabled at the August 14, 2017 meeting to investigate alternative actions.
Mr. Meier states that the structure was originally tagged on July 28, 2016. The inspection
report states that the structure has extensive rot and deterioration throughout. There are
multiple holes in the ceilings, floors and walls. Due to the condition of the roof, the structure
has been exposed to the weather causing extensive water damage. All damaged electrical
and plumbing will also need to be repaired. In the current condition the structure is very
unsafe. Staff recommends a raze order.
The house is in the 1977 and 1990 SPARE Beaumont Surveys. SPARE states that the house was
built c.1901. The house is listed on the National Register and is a Recorded Texas Historic
Landmark.
Slides of the subject property were shown. Janet and Bill Murphy addressed the Commission.
There are three interested parties that would like to save the structure and leave it where it is
located. Bids were received to have the structure moved to the Historic District. Discussion
followed. Commissioner Craig made a motion to defer CA-2817 for thirty (30) days.
Commissioner Sigee seconded the motion. Motion to defer CA-2817 for thirty (30) days carried
10:0.
8) CA-2819: Request for a Certificate of Appropriateness for a new porch.
Applicant: Albert & Ranesha Leblanc
Location: 2238 Angelina Street
Mrs. Josey presented the staff report.
Tom Cockerill was approved for a Certificate of Appropriateness to allow the construction of
a new apartment building in October of last year. The property is located at 2260 Harrison
Avenue. Mr. Cockerill's Certificate of Appropriateness expired during the permitting process
and must be reconsidered for approval.

In September 2016, the Historic Landmark Commission tabled this project to allow Mr.
Cockerill time to redesign the look of the project to better fit into the neighborhood. Brick
was added to the first floor exterior for the elevation facing the street. A porch with columns
and shutters were also added. Additional windows for the rear and left elevations were added
in the October meeting.
The new structure will consist of six (6) units. Four (4) units will have two (2) bedrooms,
and two (2) units will have one (1) bedroom. The construction methods employed would
dictate that the house be constructed on a slab foundation, wood framing, horizontal lap
cement fiber siding and 30 year architectural roofing shingles. Windows will have white
vinyl frames, and will be of a four over four appearance. The roof will have a 6/12 pitch and
a front gable. Mr. Cockerill has chosen a black 30 year, architectural shingle for the roof.
The paint is to be SW2827 Colonial Revival with SW2829 Classic White trim and SW2802
Rookwood Red & SW6258 Tricon Black accents. This color scheme was chosen from the
approved pallet.
Planning staff recommended approval of the request, subject to the following conditions:
1. Storm shutters must be located on all windows and must be architecturally appropriate.
2. Front and rear setbacks must be a minimum of 25 feet.
3. All windows must be six (6) light over one (1) light.
4. A building permit must be obtained and approved. All zoning and building code
requirements must be met.
5. Appearance must match elevations approved on October 13, 2016 with exceptions to
conditions 1 & 3.

Chairman Blazek asked if Mr. Cockerill needed to have the CA approved before obtaining
The permits. Mrs. Josey stated yes. Mrs. Josey also stated that Mr. Cockerill is permitted to
have the apartment units in the neighborhood per Planning and Zoning guidelines.
Mr. Cockerill did not submit revised plans to the Commission. Mrs. Josey clarified that
the revised plans required all windows to be six light over one light and that all new
conditions had been added to the requirements. Commissioner New expressed concerns
regarding the parking and wanted to enforce that parking on the grass is prohibited. Mrs.
Josey also stated that as per City ordinance, parking and landscaping are required and there
are 1 ½ parking spaces per unit. No additional landscaping is required. Discussion followed.
Chairman Blazek asked if the geographical area was High Density or Medium Density. Mrs.
Josey replied Medium Density. Mr. Boone addressed the Commission to clarify the vested
rights Mr. Cockerill is entitled to regarding zoning issues. Mr. Boone stated that because Mr.
Cockerill started the process before the zoning was changed; he is entitled to vested rights.
Mr. Boone also suggested to the Commission that he can check with the Traffic Engineer if
there are any on street parking issues. No further discussion. Commissioner LaBiche made a
motion to approve a request for a Certificate of Appropriateness to construct a new six (6)
unit apartment building as requested for File CA-2795 with the following conditions:

9) Historic District Code Enforcement Report
Mrs. Varela addressed the Commission and presented the Code Enforcement report.
