A Regular Meeting of the Historic Landmark Commission was held on May 8, 2017 and called
to order at 3:33 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig made a motion to approve the minutes of the Special Meeting held on
April 24, 2017. Commissioner Jordan seconded the motion. Motion to approve carried 8:0.

REGULAR MEETING
1) CA-2754: Request for a Certificate of Appropriateness to paint an apartment building.
Applicant: Sottella IV, LLC

Location: 275 N. 7 Street
Mrs. Josey presented the staff report.
Nola Lusk, property manager for Sottela IV, LLC, is asking permission to paint the exterior

of the structure at 275 N. 7 Street, using Classical Yellow (SW2865). While Classical
Yellow is not an approved color for the body of a structure, Peace Yellow (SW 2857), a
similar, but less bright yellow, is an approved color. The work has already been done by a
contractor and a complaint with Municipal Court is pending as a Certificate of
Appropriateness was not applied for beforehand.
The house is not listed in the SPARE Beaumont Survey.
Planning staff recommended approval of the request.
Slides of the subject property were shown.
The owner of the apartment complex, Daisuk Mikuriya addressed the Commission.
Discussion followed. Mr. Mikuriya stated that he hired ABC Contractors in February, 2016
to paint the apartment building and the contractor failed to tell him that he needed
permission from the City regarding the color. The contractor also told him that the color
Classic Yellow from Sherwin Williams would be acceptable. The contractor failed to
apply for a Certificate of Appropriateness for the color. Mr. Mikuriya stated that the
salesperson from Sherwin Williams assured him that Classic Yellow would be acceptable to
use. Commissioner LaBiche said that the color was inappropriate and that a Certificate or
Appropriateness must be obtained. More discussion followed.
Commissioner Jordan made a motion to deny the request for a Certificate of
Appropriateness to paint an apartment building as requested for File CA-2754.
Commissioner Craig seconded the motion. Motion to deny carried 9:0. The Commission
requested that Mr. Mikuriya obtains a Certificate of Appropriateness from the City of
and choose a color from the approved color palette.
2) CA-2766: Request for a Certificate of Appropriateness to add five (5) exterior color
combinations to the officially adopted acceptable color palette.
Mrs. Josey presented the staff report.
Dohn Labiche presented "Five (5) Welcoming Exterior Color Combinations" from Sherwin
Williams Point Perks, to the Commission at the April meeting. In order to better serve the
public, and ease the load on the Commission, the Planning staff would like to add these

combinations to the officially adopted acceptable color palette. This palette would be kept at
the front counter for the public to choose from. The director would be given the option to
approve new combinations of the colors, as long as colors labeled as body are always used as
the body, trim colors are always used for trims and accents remain accents only.
Slides of the subject property were shown.
A brief discussion followed regarding the color palette. Commissioner Jordan made a motion
to approve a Certificate of Appropriateness to add five (5) exterior color combinations to the
officially adopted acceptable color palette as requested for CA-2766. Commissioner Sigee
seconded the motion. Motion to approve carried 9:0.
3) Historic District Code Enforcement Report
Mrs. Varela addressed the Commission and presented the Code Enforcement report.
Discussion followed.
