HomeMy WebLinkAbout12-10-18 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION December 10, 2018 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on December 10, 2018 and called to order at 3:47 p.m. with the following members present: Vice-Chairman Dohn LaBiche Commissioner Marie Broussard Commissioner Judy Linsley Commissioner Carol Fernandez Commissioner Thomas Sigee Commissioner Marty Craig Commissioner Jefferson Fisher Commissioner Lynda Kay Makin Commissioner Theresa Goodness Commission Members absent : Chairman Paula Blazek Commissioner Janelle Templeton Councilmembers present: Councilmember Virginia Jordan Also present: Adina Josey, Senior Planner Demi Laney, Planner I Fran Malvo, Recording Secretary Elayna Luckey, Historic Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on September 10, 2018. Commissioner Linsley seconded the motion. Motion to approve carried 9:0. REGULAR MEETING 1) CA-2970: Request for a Certificate of Appropriateness to allow a 6 foot tall cyclone fence with lattice and to add lattice to an existing cyclone fence. Applicant: T. W. Moak Location: 2290 North Street Mrs. Josey presented the staff report. T.W. Moak would like to add a cyclone fence with lattice this property located at 2290 North Street. In addition, Mr. Moak would like to keep lattice he recently added to an existing cyclone fence on the same property. The new fence Historic Landmark Commission December 10, 2018 would be six (6) feet tall. Mr. Moak states that a number of individuals cut through the property so the fence is needed. Staff recommended denial of portions of the fence adjacent to the street right-of-way. A wood privacy fence would accomplish the same goal. Replacing the existing cyclone fence with a wood privacy fence would provide the privacy Mr. Moak is attempting to establish. The property is in the 1990 SPARE Beaumont Survey. SPARE states that the apartments were built c. 1930. The property was listed as a fine example of middle class multi-family housing built in Beaumont after the second Spindletop boom. Slides of the subject property were shown. The applicant was present. T.W. Moak, 2290 North Street addressed the Commission. Mr. Moak stated that he previously applied for the fence in 2014. He hoped to be granted the request for the fence due to prior break-ins and as added security. Discussion followed. Mr. Moak stated that he does not object to a wooden fence but would rather a chain link fence. Commissioner Linsley questioned why it was not approved in 2014. Elayna Luckey provided a copy of the CA application dated 2014. Further discussion followed. Commissioner Makin asked Mr. Moak why he did not finish the fence on the property when he was granted the request. He stated due to the expansion project on th 7 Street, he was given notice from the City of Beaumont that his fence was in the city’s right of way. When he proceeded to move forward, his permit had already expired. Commissioner Linsley was unclear as to why the Commission granted the request several years ago and is now denying the request. Mrs. Josey asked to table the request until the end of the meeting so that Mrs. Luckey could obtain more information regarding the request. Mrs. Josey referred back to the minutes dated back to 2014 and per the minutes the request was approved. Commissioner Craig made a motion to approve the request for a Certificate of Appropriateness to allow a 6 foot tall cyclone fence with lattice and to add lattice to an existing cyclone fence as requested for CA-2970. Commissioner Fisher seconded the motion. Motion to approve carried 9:0. 2) CA-2973: Request for a Certificate of Appropriateness for a circular drive in the front yard. Applicant: Raul Barajas Location: 2240 Rusk Street Mrs. Josey presented the staff report. Raul Barajas would like to add a circular drive in the front yard of his house located at 2240 Rusk Street. Mr. Barajas owns two (2) lots, adjacent to each other. The house is located on the lot to the left and Mr. Barajas would like to install a circular drive in the front yard portion of the lot to the right. No part of the new circular drive would be located in front of the house. Staff recommends approval of the request as it will not create parking in front of the house. The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1930. The house is listed as an example of middle class housing built in the 1920's and 1930's. 2 Historic Landmark Commission December 10, 2018 Slides of the subject property were shown. The applicant was present. Raul Barajas, 2240 Rusk addressed the Commission. Brief discussion followed. Commissioner Sigee made a motion to approve the request for a Certificate of Appropriateness for a circular drive in the front yard as requested for CA-2973.Commissioner Makin seconded the motion. Motion to approve carried 9:0. 3) CA-2979: Request for a Certificate of Appropriateness to remove windows, replace a window with smaller windows and replace a front door that has side lights and a transom window. Applicant: Luis Rodriguez Location: 2127 Broadway Mrs. Josey presented the staff report. Luis Rodriguez would like permission to keep changes made to his house at 2127 Broadway Street. Work was completed without the benefit of a CA (Certificate of Appropriateness). The applicant has reduced the number and size of windows around the house. Mr. Rodriguez removed 4 windows, replacing them with one smaller window. Original windows were one over one pane and the replacement is a six over six pane window. Additionally, he wants to replace the front door and has provided four examples of doors, pending your approval. All of the submitted choices appear to be appropriate for a Queen Ann Victorian house as demonstrated in A Field Guide to American Houses (Virginia & Lee McAlester, 1984) pages 272-287. Please see attached for door choices. Staff recommends denial of the windows and approval of one of the doors. The house is in the 1989 SPARE Beaumont Survey. SPARE states that the house was c.1900. The house was listed as a good example of a local adaptation of the Queen Anne style and is representative of middle class homes in Beaumont around the turn of the century. Slides of the subject property were shown. Mrs. Josey also passed around photos to the Commission for them to view. Discussion followed between Mrs. Josey and the Commission. The applicant was present. Luis Rodriguez, 2127 Broadway Street addressed the Commission. Commissioner Makin asked Mr. Rodriguez could he use the same windows that he took out. Mr. Rodriguez stated that he would be willing to do whatever it takes and if he needs to he can. Mr. Rodriguez stated that he was not aware that he needed to obtain permits before he began working on the home. Discussion followed regarding which style door for Mr. Rodriguez to choose. Commissioner Makin made a motion to deny the request for a Certificate of Appropriateness to remove windows, replace a window with smaller windows but the motion was made to approve replacing the front door with side lights and a transom window. Chairman LaBiche stated to Mr. Rodriguez that he is to replace the current windows with previous 1/1 windows. The windows must also identically match the trim and shutters of the home. Motion to deny carried 5:4 (Sigee, Fernandez, Broussard & Fisher). 3 Historic Landmark Commission December 10, 2018 4) CA-2986: Request for a Certificate of Appropriateness to add a front porch and replace the front door. Applicant: Sara Burnside Location: 2515 Long Avenue Mrs. Josey presented the staff report. Sara Burnside would like to remove the existing door surround and build a front porch on her house at 2515 Long Avenue. The existing surround and proposed front porch are both common for a Colonial style home. The new porch will need to be built with the same attention to detail as the provided example. Trim and moldings should closely match the example, but of a scale that is appropriate for the house at 2515 Long Avenue. In addition, Ms. Burnside intends to replace the front door with a door similar to the door in the picture supplied as an example for the new porch. A separate photo has been supplied to demonstrate the proposed new front door. Staff recommended approval of the proposed porch and door with the following conditions: 1. Porch must be constructed with trim and moldings similar to the ones in the example provided. 2. Porch must be built with all elements matching the scale and proportion of the house at 2515 Long Avenue. Slides were shown of the subject property. The applicant was present. Discussion followed between Mrs. Josey and the Commission. Sara Burnside, 2515 Long Avenue addressed the Commission. Ms. Burnside stated that she does not have a porch and needs some type of covering for her front door. She also stated that the door, trim and columns would also match. Discussion followed. Commissioner Craig made a motion to approve the request for a Certificate of Appropriateness to add a front porch and replace the front door as requested for CA-2986 with the following conditions: 1. Porch must be constructed with trim and moldings similar to the ones in the example provided. 2. Porch must be built with all elements matching the scale and proportion of the house at 2515 Long Avenue. Commissioner Fisher seconded the motion. Motion to approve carried 9:0. 5) CA-2988: Request for a Certificate of Appropriateness to replace four windows with smaller windows and replace front and side doors. Applicant: Calixto Padron Hernandez Location: 2660 North Street 4 Historic Landmark Commission December 10, 2018 Mrs. Josey presented the staff report. Calixto Padron Hernandez would like replace 9 windows in his home located at 2660 North Street. The windows currently vary in size, 4 windows being strangely oversized for the structure. Staff strongly suspects that these very large arched windows were added during remodel sometime in the past. Mr. Hernandez would like to give the structure some consistency and replace all nine windows with the same size window. These new windows will match two (2) of the existing windows exactly, and are within inches of matching most of the windows. Additionally, Mr. Hernandez would like to replace the front door and has provided examples of doors, pending your approval. The structure is very eclectic and appears to originally have been a small cottage style home. Staff recommended approval of both the windows and of the door, pending selection by the Commission. The house is not listed in the SPARE survey. Slides of the subject property were shown. The applicant was not present. The applicant’s sister, Cynthia Hernandez, 2660 North addressed the Commission. She stated her dad sold the house to her brother and she in turned purchased it from her brother. She also stated that she would very much like to update the home. Mrs. Hernandez’s husband, David Josera addressed the Commission. Discussion followed. Commissioner Makin made a motion to approve the request for a Certificate of Appropriateness to replace four windows with smaller windows and replace the front and side doors as requested for CA-2988.Commissioner Linsley seconded the motion. Motion to approve carried 9:0. 6) CA-2989: Request for a Certificate of Appropriateness to move the front door. Applicant: Golden Triangle Guys Location: 2490 Harrison Mrs. Josey presented the staff report. Golden Triangle Guys would like to close in the existing front door for the house located at 2490 Harrison Avenue and replace the double window next to the existing front door with a new door. The existing front door does not face the street and is not visible if the house is viewed straight on. The new front door would be positioned near the center of the house and be very visible from the street. The new door will have sidelights on either side of the door. The previous door location would be completely closed in with siding and materials to match the surrounding wall. Staff recommended approval of the request. The house is not listed in the SPARE survey. Slides of the subject property were shown. Mrs. Josey passed around photos for the Commission to view. The applicant was present. Michael Valdez, 2990 Harrison addressed the Commission. He stated that he respected the deed restrictions and was happy to purchase property to invest in the neighborhood. Discussion followed. Commissioner Craig made a motion to approve the request for a Certificate of Appropriateness to the move the front door as requested for CA-2989. Commissioner Fisher seconded the motion. Motion to approve carried 9:0. 5 Historic Landmark Commission December 10, 2018 7) Historic District Code Enforcement Report Elayna Luckey presented the Historic District Code Enforcement report. OTHER BUSINESS Discussion was held regarding quorum guidelines. Mrs. Josey also addressed the Commission regarding regular attendance.
