HomeMy WebLinkAbout9-10-18 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION September 10, 2018 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on September 10, 2018 and called to order at 3:32 p.m. with the following members present: Vice-Chairman Dohn LaBiche Commissioner Marie Broussard Commissioner Janelle Templeton Commissioner Thomas Sigee Commissioner Marty Craig Commissioner Gretchen Hargroder Commissioner Lynda Kay Makin Commission Members absent : Chairman Paula Blazek Commissioner Judy Linsley Commissioner Jessie Davis Commissioner Carol Fernandez Commissioner Jefferson Fisher Councilmembers present: Councilmember Virginia Jordan Councilmember Bill Sam Councilmember Mike Getz Also present: Adina Josey, Senior Planner Demi Laney, Planner I Fran Malvo, Recording Secretary Elayna McLaughlin, Historic Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on August 13, 2018. Commissioner Makin seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-2953: Request for a Certificate of Appropriateness for a circular drive and vehicle parking in the front yard. Applicant: James Eller, Jr. Location: 2332 Evalon Street Historic Landmark Commission September 10, 2018 Mrs. Josey presented the staff report. James Eller would like to add a circular drive/parking area in the front yard of his house located at 2332 Evalon Avenue. Mr. Eller is currently parking a number of cars in the street at this location, in addition to a number of vehicles filling his current driveway. The circular drive would be used to park those vehicles, currently located in the street, in the front yard. Staff recommended denial of the request as the spirit of the ordinance discourages parking in front yards. The house is in the 1991 SPARE Beaumont Survey. SPARE states that the house was built c.1940. The house was listed as an example of middle class housing built since the 1930's. A precursor to the modern ranch. The applicant was not present. Discussion followed regarding the driveway and vehicles on the sidewalk. Commissioner Sigee made a motion to deny the request for a Certificate of Appropriateness for a circular drive/vehicle parking in the front yard as requested for File CA-2953. Commissioner Hargroder seconded the motion. Motion to deny carried 7:0. 2) CA-2955: Request for a Certificate of Appropriateness to replace first story siding with 8” reveal clapboard. Applicant: The Phelan Group Construction, L.L.C. Location: 2190 Harrison Avenue Mrs. Josey presented the staff report. The Phelan Group Construction, on behalf of David and Heather Moore, is requesting to replace all of the first story lap siding with 8" reveal clapboard for the house located at 2190 Harrison Avenue. Work began without the benefit of a CA (Certificate of Appropriateness). Problem areas were being patch worked in with the original siding. When the applicant received notification of the noncompliant work, however, representatives immediately applied for a CA to replace all of the first floor siding for consistency. Staff recommended approval of the request with the condition that the shake shingles remain on the second story and front column/pilasters. The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c.1900. The house was listed as a fine example of upper class housing built at the turn-of-the- century in Beaumont. Slides of the subject property were shown. The applicant was present. David Moore, 2190 Harrison, addressed the Commission. Mr. Moore stated the he purchased the home right before Hurricane Harvey hit and expressed to the Commission his desire to live in the Historic District. He also said that he intends to cover the gaping holes on the side of the house and had recently installed a 50 year roof. Vice-Chairman LaBiche stated to Mr. Moore that he changed the reveal of the siding by replacing it with a wider siding and changed the look of a 1900’s home. Mrs. Moore addressed the Commission. She stated that they had to replace the siding because it was rotten and deteriorated. She also said that they no longer 2 Historic Landmark Commission September 10, 2018 make the narrow siding treated and would rather use treated siding. Vice-Chairman LaBiche suggested they could use cement siding. Discussion followed. Mr. Moore stated they received an SBA Loan to complete the home and that he may have to request an extension if the request is not approved. Aslyn Phelan, representing the Phelan Construction Group, addressed the Commission. Ms. Phelan discussed paint colors and Mrs. Josey stated that she would need to visit the Planning Department for assistance. Commissioner Sigee suggested to the Commission that the Moore’s should be able to use the siding that they are currently using so they could save money. Vice-Chairman LaBiche stated they needed to use the narrow siding instead of the wider siding in order to preserve the original look. Mrs. Josey suggested to the Commission that they have the authority to change the recommendation at any time. Discussion followed regarding the siding. Commissioner Sigee made a motion to deny the request to replace the first story siding with 8” reveal clapboard as requested for File CA-2955. Commissioner Craig seconded the motion. Motion to deny carried 6:1 (Makin). 3) CA-2960: Request for a Certificate of Appropriateness to replace siding on lower 3 feet of house with wider 6” clapboard. Applicant: Old Town Investors Location: 2270 McFaddin Avenue Mrs. Josey presented the staff report. David Bradley would like to replace the skirting on a structure located at 2270 McFaddin Avenue. Work began without the benefit of a CA (Certificate of Appropriateness). Original, narrow, lap siding was being replaced with 6" lap siding. As the narrow lap siding remains on the body of the structure, this change distracts and is not consistent with the craftsman style. Examples of houses with siding on the body and skirt of the structure can be found in A Field Guide to American Houses (Virginia & Lee McAlester, 1984) pgs.456(1,3), 460(6) & 462(11). Staff recommended denial of the request. The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built pre-1920. The house was listed as typical of multiple family housing built in Beaumont after the turn-of-the-century. Slides were shown of the subject property. The applicant was present. Mr. David Bradley, 2165 North addressed the Commission. Mr. Bradley stated that he did not purchase a CA but would like to replace all siding or build a hedge to hide the siding. Brief discussion followed. Commissioner Hargroder made a motion to deny the request to replace siding on lower 3” of house with wider 6” clapboard as requested for File CA-2960. Commissioner Sigee seconded the motion. Motion to deny carried 7:0. 4) CA-2962: Request for a Certificate of Appropriateness to install a storage building. Applicant: Jose & Lidia Torres Location: 2190 Pecos Street Mrs. Josey presented the staff report. Jose' and Linda Torres would like to install a storage building at the rear of their property located at 2190 Pecos Street. A two (2) car garage was 3 Historic Landmark Commission September 10, 2018 demolished, and the Torres's would like to replace it with a small barn for storage purposes. The requested barn will not match the house. The roof will be metal and the vertical siding would be painted a mustard color. Staff is not opposed to a storage building constructed to match the house or the garage that was demolished, but a barn is not suitable for this location. The property is a corner lot and the barn would be fully visible from 6th Street. Staff recommended denial of the request. The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1928 was of the Spanish Colonial Revival style. The house is listed as an example of middle class housing built in the 1920's and 1930's in Beaumont. Slides were shown of the subject property. The applicant was present. Ernesto Torres, 6645 Jody Lane, spoke on behalf of the applicant, Mrs. Lidia Torres. Mrs. Josey translated on behalf of Mr. Torres. Vice-Chairman LaBiche asked Mr. Torres if he was aware that the building did not match the home. He also stated that if he found a suitable building that if he found a suitable building, Mrs. Josey would be able to approve it and that the shingles and siding for the building would need to be painted to match the house. He told Mr. Torres that everything need to match. Commissioner Templeton made a motion to deny the request to install a storage building as requested for File CA-2962. Commissioner Sigee seconded the motion. Motion to deny carried 7:0. 5) Historic District Code Enforcement Report Elayna McLaughlin presented the Historic District Code Enforcement report. OTHER BUSINESS Discussion regarding the house on Liberty Street that caught fire and was torn down the same night. THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:31 P.M. 4
