A Regular Meeting of the Historic Landmark Commission was held on June 11, 2018 and called
to order at 3:37 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on
May 14, 2018. Commissioner Hargroder seconded the motion. Motion to approve carried 8:0.
REGULAR MEETING
1) CA-2807: Request for a Certificate of Appropriateness to allow a chain link fence.
Applicant: Roy L. Malveaux
Location: 2346 Broadway Street

Mrs. Josey presented the staff report. In August of 2017, Roy L. Malveaux made application
to allow a chain link fence at 2346 Broadway. The property had been renovated before he
purchased it, and the previous owner constructed a chain link fence without the benefit of a
Certificate of Appropriateness. Due to the fact that Mr. Malveaux was the new owner who
bought into the situation, the Commission chose to give him a six (6) month extension to
bring the property into compliance.
Nine (9) months later, the violation has not been corrected. It is now up to the Commission
to either allow the chain link fence, or deny the request so that staff can pursue bringing the
property into compliance.
The house is not listed in the SPARE Beaumont Survey.
Staff recommended denial of the request.
The applicants, Mr. and Mrs. Roy L. Malveaux were present and addressed the Commission.
Slides of the subject property were shown. Mr. Malveaux stated that he tried contacting
numerous contractors to build and install a wooden fence but none of the contractors
wanted to take on the task because it was such a short portion of fence to build.
Discussion followed. Mrs. Malveaux stated that they were unaware of the
guidelines and Ordinance for the Historic District. Mrs. Josey stated to the Malveaux’s that
the commercial building behind their property is required to have an eight (8) foot wooden
fence. Mrs. Josey also stated that they should call the office the following day so that she can
make certain the ordinance is enforced. Discussion followed regarding the ordinance for the
Historic District.
Chairman Blazek made a motion to deny the request for a Certificate of Appropriateness to
allow a chain link fence. Commissioner Hargroder seconded the motion. Motion to deny the
request carried 9:0.
2) CA-2919: Request for a Certificate of Demolition for a house.
Applicant: City of Beaumont
Location: 2435 Long Avenue
Mr. Josey presented the staff report. Boyd Meier, Building Official, has applied for a
Certificate of Demolition for the residential structure located at 2435 Long Avenue.
Mr. Meier states that the structure was tagged on August 22, 2017. The re-inspection report
from mid-May, 2018 states that there is extensive rot and termite damage throughout the
structure. Windows are damaged or missing, there are vertical cracks in exterior walls and
the entire rear wall of the garage is missing. The garage remains unsecured. All damaged
electrical and plumbing will also need to be replaced. Staff recommended a raze order.
The property is not listed in SPARE.

Traci Montalbano, Demolition and Permit Chief, addressed the Commission. Mrs.
Montalbano stated that the structure was tagged a substandard structure in August, 2017. She
stated the Building Codes Department was in the process of filing charges against the
owners, however she was unaware the owners changed. The new owners did not comply
within the ninety (90) day time frame given so, Mrs. Montalbano deemed to have the
structure demolished. The public hearing opened. Ernest Huber, 2440 Long, spoke in favor
of the request. Elizabeth Phelan, 2445 Long, spoke in favor of the request. Melinda
McWhite, 2471 Long spoke in favor of the request. Katherine Phelan, 2460 Long, spoke in
favor of the request. She also stated that she was speaking on behalf of Becky Quinn, 2425
Long and Allison Yates (who was a former resident across the street from the structure). A
brief discussion followed. Commissioner Sigee made a motion to approve the request for a
Certificate of Demolition as requested for CA-2919. Commissioner Hargroder seconded the
motion. Motion to approve carried 9:0.
3) Historic District Code Enforcement Report
Mrs. Varela addressed the Commission. Mrs. Phelan stated that there are many people that
move to the area and are unaware of the guidelines and Ordinance in Old Town. Chairman
Blazek stated that it is supposed to be a requirement for the home sellers to provide that
information. Discussion followed regarding plans to notify and make aware to the new
residents that move to the Oaks Historic District of the guidelines and Ordinance.
