HISTORIC LANDMARK COMMISSION

A Regular Meeting of the Historic Landmark Commission was held on April 9, 2018 and called
to order at 3:34 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on
January 8, 2018. Commissioner Sigee seconded the motion. Motion to approve carried 7:0.
REGULAR MEETING
1) CA-2875: Request for a Certificate of Appropriateness to enclose a front porch and replace
windows.
Applicant: Yessenia Alvarado
Location: 2305 Laurel Street
Mrs. Josey presented the staff report. Yessenia Alvarado is the owner of the property located at
2305 Laurel Street. The structure was built as a commercial office space. Ms. Alvarado would

like to convert the structure for residential use. The existing recessed porch is not functional, and
takes away from much needed space in the proposed living room area. She proposes to move
the exterior wall even with the edge of the foundation. The new wall would be brick to match
the current exterior of the structure. The commercial style windows to either side of the existing
front porch would be replaced with residential style windows. A new residential door would be
installed for access. Three additional windows would be added to the rear of the structure to
meet residential codes. Currently there are no windows on the sides or rear of the structure. In
addition, a stoop and steps will be added to the rear door. Drawings depicting the current front
elevation and proposed elevations are attached. The structure is not listed in the SPARE
Beaumont Survey.
Staff recommended approval of the request. Slides of the subject property were shown. The
applicant’s mother, Adrianna Rivera, 2525 North Street addressed the Commission. Ms. Rivera
stated that she obtained a building permit to complete the project. She also stated that she would
replace the front door. Commissioner Craig made a motion to approve a Certificate of
Appropriateness to enclose the front porch and replace windows as requested for CA-
2875.Commissioner Fernandez seconded the motion. Motion to approve carried 7:0.
2) CA-2876: Request for a Certificate of Appropriateness for a green roof.
Applicant: Judith Rich
Location: 2390 Broadway
Mrs. Josey presented the staff report. Judith Rich would like to replace the existing composition
roof of her rental property at 2390 Broadway Street with dark green architectural shingles. She
plans to paint the house green with darker green trim and cream accents, with a terra cotta door.
The green roof would complement the proposed color scheme.
The house is not listed in SPARE.
Slides of the subject property were shown. Mrs. Josey also passed around color samples. No
questions or discussion. Commissioner Sigee made a motion to approve a request for a
Certificate of Appropriateness for a green roof as requested for CA-2876. Commissioner Craig
seconded the motion. Motion to approve carried 7:0.
3) CA-2878: Request for a Demolition Certificate for a house and garage apartment.
Applicant: Tony Finical
Location: 2226 North Street
Mrs. Josey presented the staff report. Tony Finical has requested a demolition certificate for his
property located at 2226 North Street.
In June of 2017, the City of Beaumont Building Official, Boyd Meier, tagged the structure as
substandard, but due to the property being occupied, was pursuing the property owner for a work
program to repair the structure. In October of 2017, Mr. Finical notified Mr. Meier that he
intended to demolish the structure.

The City of Beaumont's Demolition Program takes time, in many cases over two years, for
processing. Due to time constraints, Mr. Finical has made application to demolish the structure.
Mr. Meier stated in a letter issued to Mr. Finical in June of 2017, which the structure has
extensive foundation deterioration. In addition, there is extensive damage to exterior walls,
windows, overhangs and roof. Reports were also received of pest infestations. All damaged
electrical and plumbing will also need to be replaced.
Due to observed deteriorated status of the structure, and Mr. Finical's report of the property's
condition, staff recommends a raze order for the house and all accessory structures.
The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built
c.1925. The house was listed as an example of large middle class housing built in the 1920's and
1930’s.
Mrs. Josey stated that the applicant requested the structure to be demolished. Slides of the
subject property were shown. The property manager, Carol Nelson, 8155 Gladys Avenue
addressed the Commission. Ms. Nelson stated that Mr. Finical would like to build a multi-family
apartment complex on the existing property. Mrs. Ward stated that whatever structure existed
before it was demolished, can be replaced with a structure with the same number of units. A brief
discussion followed. No questions or comments. Commissioner Craig made a motion to approve
a request for a Certificate of Demolition to demolish a house and garage apartment as requested
for CA-2878. Commissioner Linsley seconded the motion. Motion to approve carried 7:0.
4) CA-2881: Request for a Demolition Certificate for a substandard structure.
Applicant: City of Beaumont-Demolition
Location: 2340 Pecos Street
Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a Certificate
of Demolition for the residential structure located at 2340 Pecos Street.
Mr. Meier states that the structure was originally tagged on January 2, 2017. The re-inspection
report from March 13, 2018 states that there is extensive rot and deterioration throughout the
structure. The roof shows extensive deterioration, windows are damaged; there is extensive
termite damage and water damage due to a leaking roof. All damaged electrical and plumbing
will also need to be replaced. Staff recommends a raze order.
The property is not listed in SPARE.
Slides of the subject property were shown. A brief discussion followed. Boyd Meier, the
Building Official was present. No questions for Mr. Meier. Anna Varela, Historic District Code
Enforcement Officer addressed the Commission. Mrs. Varela stated that the structure has various
code violations and the new owner of the property agreed to give the City permission to
demolish the structure. Commissioner Craig made a motion to approve a request for a Certificate
of Demolition to demolish a substandard structure. Commissioner Linsley seconded the motion.
Motion to approve carried 7:0.

5) CA-2882: Request for a Demolition Certificate for a substandard structure.
Applicant: City of Beaumont-Demolition
Location: 50 Guffey Street
Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a certificate
of demolition for the residential structure located at 50 Guffey Street.
Mr. Meier states that the structure was originally tagged on June 21, 2017. The re-inspection
report from March 13, 2018 states that the structure is not secured. Multiple complaints have
been received due to vagrants. The roof, siding and doors show extensive deterioration and
termite damage. All damaged electrical and plumbing will also need to be replaced. Staff
recommends a raze order.
The property is not listed in SPARE.
Slides were shown of the subject property. No questions or discussion. Commissioner Craig
made a motion to approve a request for a Certificate of demolition to demolish a substandard
structure as requested for CA-2882. Commissioner Davis seconded the motion. Motion to
approve carried 7:0.
The applicant, Tamiko Judge, 2145 Pecos addressed the Commission after the motion had
already been made. Ms. Judge stated that she did repair work to the structure and explained why
she did not want the structure to be demolished. Discussion followed. Vice-Chairman LaBiche
asked when was the structure red-tagged. Mr. Meier stated June 21, 2017. Ms. Varela stated that
a tenant was living in the structure with no electricity or water before it was red-tagged.
Discussion followed. Vice-Chairman LaBiche stated to Ms. Judge to present her case to City
Council on Tuesday, May 1, 2018.
6) CA-2883: Request for a Demolition Certificate for a substandard structure.
Applicant: City of Beaumont
Location: 2288 Rusk Street
Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a certificate
of demolition for the residential structure located at 2288 Rusk Street.
Mr. Meier states that the structure was originally tagged on December 2, 2016. The re-
inspection report from March 13, 2018 states that the structure is not secured. Windows are
broken and exterior doors need to be replaced. Extensive termite damage has affected the
foundation beams. There are holes in the ceiling and walls and water damage to the interior of
the structure. All damaged electrical and plumbing will also need to be replaced. Staff
recommends a raze order.
The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built
c.1928. The house was listed as an example of smaller middle class housing built in the 1920's
and 1930's.

Slides were shown of the subject property. No questions or discussion. Commissioner Sigee
made a motion to approve a request for a Certificate of Demolition to demolish a substandard
structure as requested for CA-2883. Commissioner Hargroder seconded the motion. Motion to
approve carried 7:0.
7) CA-2884: Request for a Demolition Certificate for a substandard structure.
Applicant: City of Beaumont-Demolition
Location: 2646 Harrison Street
Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a certificate
of demolition for the residential structure located at 2646 Harrison Avenue.
Mr. Meier states that the structure was originally tagged on September 26, 2017. The re-
inspection report from March 13, 2018 states that the structure has suffered extensive damage
due to a cracked and lifting foundation. This damage has caused cracked walls and falling
ceilings. A structural engineer's report states that the foundation is beyond repair. All damaged
electrical and plumbing will also need to be replaced. Staff recommends a raze order.
The property is not listed in SPARE.
Slides of the subject property were shown. Mr. Boyd Meier stated that there was an engineer’s
report on file stating that the structure was beyond repair. No discussion or questions.
Commissioner Hargroder made a motion to approve a request for a Certificate of Demolition to
demolish a substandard structure as requested for CA-2884. Commissioner Sigee seconded the
motion. Motion to approve carried 7:0.
8) Historic District Code Enforcement Report
Mrs. Varela stated that she did not have a Code Enforcement report due to being out but if there
were any concerns to let her know. Discussion followed.
