A Regular Meeting of the Historic Landmark Commission was held on March 9, 2020 and called
to order at 3:34 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig moved to approve the minutes of the Regular Meeting held on
February 10, 2020. Commissioner Makin seconded the motion. The motion to approve carried
8:0.
REGULAR MEETING
1) CA -3167: Request for a Certificate of Demolition to demolish a house.
Applicant: City of Beaumont
Location: 2360 Evalon Avenue
Ms. Laney presented the staff report. Boyd Meier, Building Official, requests a certificate of
demolition for the house located at 2360 Evalon Avenue. According to the inspection report,
this structure was originally tagged on October 10, 2018 and re -inspected on January 2, 2020. It

states there are ample amounts of deteriorated and missing siding along the exterior of the house.
The roof currently has a large hole in it, which will require a roof replacement. The window sills
have rotted and will need restoration. Based on the extensive repairs needed for this structure,
the Building Codes Staff is recommending a raze order.
The house is in the 1991 SPARE Beaumont Survey. SPARE states that the house was built
c.1942. The house is a common housing style built during the World War II era.
Planning staff recommended approval of the demolition.
Slides were shown of the subject property. Seventeen (17) notices were mailed to property
owners within 200 feet of the subject property. Two (2) responses were received in favor and no
responses were received in opposition. Code Enforcement Officer Luckey reviewed the history
of code violations for the property.
Discussion between the commission and staff clarified that the improvement value of the
property listed in the staff report is the value at its current state. Further discussion was held
about the City's responsibility for the cost of demolition and any recourse for the property
owner.
Commissioner Craig moved to approve the request for a Certificate of Demolition to demolish a
house. Commissioner Makin seconded the motion. The motion to approve carried 8:0.
2) CA -3168: Request for a Certificate of Demolition to demolish a garage.
Applicant: City of Beaumont
Location: 2205 Hazel Avenue
Ms. Laney presented the staff report. Boyd Meier, Building Official, requests a certificate of
demolition for the garage located at 2205 Hazel Avenue. According to the inspection report, this
structure was originally tagged on March 7, 2018 and re -inspected on December 26, 2019. It
states the entire structure is collapsing, which means the roof and rafters must be replaced. There
are ample amounts of rotten and missing siding along the exterior of the garage. There is trash,
debris and overgrowth all throughout the interior of the structure. Additionally, the electrical
system will need to be brought into compliance with the 2014 National Electric Code. Based on
the extensive repairs needed for this structure, the Building Codes Staff is recommending a raze
order.
The house is in the 1991 SPARE Beaumont Survey. SPARE states that the house was built
c.1940. The house is a fine example of a smaller frame Italian Renaissance structure built for the
middle class after the second Spindletop boom.
Planning staff recommended approval of the demolition.
Slides were shown of the property. Nineteen (19) notices were mailed to property owners within
200 feet of the subject property. One response was received in favor and no responses were
received in opposition.

Discussion was held between the commission, staff and Councilmember Neild about the fact that
the actual house is occupied and up to code and why it is still the City's responsibility to pay for
the demolition of the garage. Staff clarified that a lien can only be placed against the property
for commercial structures.
Commissioner Craig moved to approve the request for a Certificate of Demolition to demolish a
garage. Commissioner Sigee seconded the motion. The motion to approve carried 7:1 (Bell).
3) CA -3169: Request for a Certificate of Demolition to demolish a garage apartment.
Applicant: City of Beaumont
Location: 2341 Hazel Avenue
Ms. Laney presented the staff report. Boyd Meier, Building Official, requests a certificate of
demolition for the garage apartment located at 2341 Hazel Avenue. According to the inspection
report, this structure was originally tagged on June 15, 2015 and re -inspected on January 2, 2020.
It states there are ample amounts of rotten wood throughout the structure. There are several
broken windows and the ceiling has collapsed. Additionally, the electrical system needs to be
brought into compliance with the 2014 National Electric Code and the plumbing system must
comply with the 2015 International Plumbing Code. Based on the extensive repairs needed for
this structure, the Building Codes Staff is recommending a raze order.
The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built
c.1930. The house is an example of a multi -family dwelling built after the second Spindletop
boom.
Planning staff recommended approval of the demolition.
Slides were shown of the property. Nineteen (19) notices were mailed to property owners within
200 feet of the subject property. No responses were received in favor or in opposition.
Discussion was held between the commission and staff about the history of this structure and
why it has taken so long to get to the demolition stage. Staff clarified that this was due to the
large volume of red tagged houses, staffing changes and budgetary issues. The commission and
staff again discussed the demolition being the City's responsibility even though the house itself
is occupied. Staff clarified that a lien cannot be placed against the property whether the property
is occupied by a home owner or a renter, as long as it is residential. The commission expressed
the need for a workshop on the demolition process and any possible methods of fund recovery
for the City.
Commissioner Craig moved to approve the request for a Certificate of Demolition to demolish a
garage apartment. Commissioner Makin seconded the motion. The motion to approve carried
7:1 (Bell).
4) Historic District Code Enforcement Report

Officer Luckey presented the Historic District Code Enforcement Report including information
about current violations and inspections, as well as updates on code enforcement duties and
procedures.
OTHER BUSINESS
Further discussion was held about the need for a workshop on the demolition process and the
City's responsibility for the cost of demolition.

SUBJECT: A request for a Certificate of Appropriateness to remove a tile roof to replace with
a shingle roof.

STAFF REPORT
Jesus Cardona requests permission to replace the roof located at 2262 Liberty Avenue with a
shingle roof. Mr. Cardona has removed the entire tile roof without the benefit of either a
Certificate of Appropriateness or necessary permits required by Building Codes. As a result
Inspector Luckey posted a stop work order on April 16, 2020. At the time of the stop work order
all of the eves, ridges and finials appeared to be present on the property per Inspector Luckey's
investigative pictures. Mr. Cardona was informed he would need to seek permission from the
Historic Landmark Commission to continue replacement of the roof with shingles at the time of
the stop work order.
With permission, Mr. Cardona will replace the roof with lifetime architectural shingles. The
shingles will be the color of Slate Gray and final outcome of the roof will not include any of the
original eves, ridges or finial pieces. Mr. Cardona states that all of the tiles, including the
decorative pieces, are gone.
Staff recommends denial of the request.
The house is in the 1991 SPARE Beaumont Survey. SPARE states that the house was built in
1925. The house is representative of the local combination two popular styles and is typical of
middle class homes built in Beaumont during the 1920s.

SUBJECT: A request for a Certificate of Appropriateness to replace front door, remove
dormers and replace roof with shingles.

STAFF REPORT
Gerardo Loza requests permission to replace the front door, remove dormers and replace the roof
with shingles to his home located at 2255 North Street. Mr. Loza plans to paint the front door
SW6942 Splashy. The proposed front door has an oval-shaped, patterned glass pane window in
the door. He has provided a picture of the door he proposes to install, pending your approval.
Additionally, Mr. Loza seeks permission to remove the two dormers located on the front of the
roof visible from the street right of way. That area will be replaced with a roof matching the
pitch of the existing roof line and covered with architectural shingles. The architectural shingles
will be black in color to match existing. Please see the elevation drawing located in your packets
as a frame of reference for the appearance of the final outcome.
This home is categorized as a Neocolonial style house. Mr. Loza's proposed door, which
includes a large oval-shaped glass pane, seems inappropriate for a Neocolonial style house
(McAlester et al., pg. 489). Dormers appear to be a prominent architectural feature for a
Neocolonial style home (McAlester et al., pg. 489). Therefore the removal of those dormers
would hinder the historic preservation of this structure.
Staff recommends denial of the request.
The house is not listed in the SPARE survey.

NEOCOLONIAL (ca. 19go-present)
This style grades into the preceding Colonial Revival style but differs in
showing less concern for precisely copying Colonial prototypes. For ex-
ample, widely overhanging eaves and metal windows, both absent on more
correct Colonial Revival houses, are commonly used. Likewise, little at-
tempt is made to closely mimic original Georgian or Adam detailing. In-
stead, very free interpretations of colonial door surrounds, colonnaded
entry porches, and dentiled cornices are used. House forms, too, are sel-
dom precisely colonial. Roof pitches may be either lower or steeper than
was typical in original examples. Facades, although usually symmetrical,
also lack the regularly spaced patterns of window placement seen in Geor-
gian and Adam houses. The style has been continuously popular but never
dominant. It was overshadowed by the Ranch and other modern styles
through the 195os and '6os and by other Neoeclectic styles during the 'dos
and early '8os.

STAFF REPORT
Jeff Allen, property owner, is asking permission to paint the exterior of the structure at 2230
Hazel Avenue. Mr. Allen initially filed a Certificate of Appropriateness for the paint color
SW7606 Blue Cruise which was approved by staff. However, Sherwin Williams shipped the
wrong paint to Mr. Allen and that paint color is SW7607 Santorini Blue instead of the Blue
Cruise he had originally ordered.
The owner proceeded to paint the house unaware of the incorrect paint color. As a result a stop
work order was posted by Inspector Luckey on April 27, 2020. Mr. Allen is now seeking
permission to keep his paint color because he does like the variation in color from his original
request.
Staff recommends denial of Mr. Allen's paint choice as submitted.
The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built in
1928. The house is a good example of middle class housing built in Beaumont after the second
Spindletop boom.

STAFF REPORT
Marvin Lindow, property owner, requests a Certificate of Demolition for the garage apartment
located at 2455 North Street. Inspector Luckey states the garage is noticeable from the street
right of way. The entire structure is collapsing and there are holes in the roof which would need
to be replaced. There are ample amounts of rotten siding along the exterior of the garage
apartment.
Mr. Lindow would like to demolish the garage apartment to reveal the concrete slab. The slab
that already exists underneath the structure would provide parking for the residents and this
would eliminate cars currently parked in front of the house.
Planning staff recommends approval of this request.

The house is an example of 1930's housing built in Beaumont.
