A Regular Meeting of the Historic Landmark Commission was held on February 10, 2020 and
called to order at 3:31 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Makin moved to approve the minutes of the Regular Meeting held on
December 9, 2019. Commissioner Templeton seconded the motion. The motion to approve
carried 7:0.
*Commissioner Sigee arrived to the meeting at 3:35 p.m.
REGULAR MEETING
1) CA-3160: Request for a Certificate of Appropriateness to paint a house
Applicant: Dave S. and Deborah R. Carpenter
Location: 2495 Ashley Avenue

Ms. Laney presented the staff report. File CA-3160 is a request to paint a house located at 2495
Ashley Avenue. Mrs. Luckey completed an inspection a month ago and noticed Mr. and Mrs.
Carpenter had painted their home without the benefit of a certificate of appropriateness,
however, no stop work order was posted because the body color of the home was an approved
color on the American Heritage color pallet. She instructed the home owners to come in and
apply for a certificate of appropriateness within four days’ time to go before the commission for
the chosen accent colors. The colors that are in need of approval are for the shutters and the front
door. Currently, the front door is a Caribbean coral and the shutters are gray in color. Samples of
the paint were available for review at the meeting.
Per the commission’s approval, the color for the body of the house will be SW2834 Birdseye
Maple. The color of the shutters will be SW7622 Gray and the front door will be SW2854
Caribbean Coral. The trimming is to be SW7563 Restful White. Mr. and Mrs. Carpenter have yet
to decide if they want their side door to be Caribbean Coral or Gray in color.
The accessory structure will be painted to match the same color scheme as the main structure.
This home is categorized as a Tudor style house. Examples of this style of home are located in A
Field Guide to American Houses (McAlester et al., pg. 368). The color scheme proposed seems
appropriate for a home within this era.
The house is in the 1991 SPARE Beaumont Survey. SPARE states that the house was built in
1942. The house is an example of a Tudor Revival style house built in the 1940’s.
Staff recommended approval of Dave and Deborah Carpenter’s paint choices as submitted.
Slides were shown of the subject property.
The applicant, Deborah Carpenter, 2495 Ashley Ave, was present and addressed the commission.
She apologized for not obtaining the certificate of appropriateness. She stated she has previously
done work through contractors who handled that. She stated that she chose an approved body
color on the American Heritage color pallet. She also stated that the accent colors were listed as
recommended accent colors on the color card. Mrs. Carpenter also mentioned some possible
future additions such as fencing and awnings. Brief discussion followed regarding the procedure
to apply for the approval of these future improvements.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to paint
a house. Commissioner Sigee seconded the motion. The motion to approve carried 8:0.
2) CA-3163: Request for a Certificate of Appropriateness to construct a two-car carport.
Applicant: Maria Velazquez
Location: 2500 Angelina Street

Ms. Laney presented the staff report. Maria Velazquez is seeking permission to construct a two-
car carport in the rear yard of her home located at 2500 Angelina Street. The carport is to be
open air on all four sides. The entrance of this structure will face Duperior Street.
The carport will be made of wood with the same size siding as the main house. It will have a
shingle roof with the same pitch as the existing house to match the house that exists on the lot.
Additionally, the garage will be painted to match the home. The measurements provided by Mrs.
Velazquez’s site plan obey our City’s ordinance requirements in regards to our building structure
setbacks.
This home is categorized as a Colonial Revival style house. Examples of this style of home are
located in A Field Guide to American Houses (McAlester et al., pg. 339-341).
Staff recommended approval of Mrs. Velazquez’s request to construct the two-bay carport given
that all appropriate permits are obtained through the Building Codes department.
Slides were shown of the property including a drawing of the proposed carport. Brief discussion
followed concerning the placement of the carport and the pitch of the roof. The applicant was not
present.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to
construct a two-car carport. Commissioner Bell seconded the motion. The motion to approve
carried 8:0.
3) Historic District Code Enforcement Report
Mrs. Luckey presented the Historic District Code Enforcement Report including information
about current violations and inspections and updates on previous cases before the
commission.
