FILE: Preliminary Plat — Diamond D Ranch Phase 6 STAFF REPORT Fittz & Shipman, Inc. has requested Preliminary Plat approval of Doguet's Diamond D Ranch, Phase 6. The project is located south of U.S. Highway 90 on the east side of Diamond D Drive in the Planning Area of the City of Beaumont's E.T.J. The 12.699 acre development is a nineteen (19) lot, single family, residential subdivision. All lots will have frontage on the proposed Norma Jane Lane which has a sixty (60) ft. R.O.W. and twenty (28) ft. wide paved, curb and gutter street. Water will be provided by Meeker Water Supply Corporation and sewer will be individual septic systems. Since the subdivision lies within the Planning Area of the E.T.J., Jefferson County construction specifications shall apply. The project will include curb and gutter streets, therefore note number eight (8), referring to culverts, should be removed. The Planning staff recommends approval with the following condition: 1. No. 18099 Submitted for your review and comment are two (2) prints and a .PDF file of the Preliminary Plat and Drainage Calculations for the proposed 12.699 acre Subdivision titled Doguet's Diamond D Ranch Subdivision — Phase 6. This proposed subdivision is within the 5 -mile Extraterritorial Jurisdiction (ETJ) of the City of Beaumont, greater than 2 miles from the City Limits, and is generally located east of Diamond D Drive and south of Michelle Lane.(approx. 3.5 miles from the Beaumont City Limits). This Preliminary Plat is also being submitted to Jefferson County and the Meeker Municipal Water District for review and approval. Phase 6 will consist of 19 residential lots which will be approximately 'h acre in size. Phase 6 will consist of the extension of Norma Jane Lane eastward approximately 995 feet from the intersection at Diamond D Drive which has been previously constructed. Street Right -of -Way for Norma Jane Lane will be 60 foot wide. Pavement for the residential street will be a 28 feet wide concrete street constructed to City of Beaumont Subdivision Standards with curb and gutter type construction and underground storm drainage. A 15 foot utility and drainage easement on will be provided on each side of the all road ROW's. Front building set back line will be 40 feet. Sidewalks will be constructed on each side of the roadway as each residence is constructed. The Master Plan for the entire 640+ acre development shows this proposed street immediately south of Michelle Lane Drainage will be provided by underground storm lines along the residential streets. The western portion of the subdivision will connect the an existing 36" storm line which crosses Diamond D Drive and connects to the existing earthen drainage channel on the west side of the pavement and flows south to the existing Jefferson County Drainage District No. 6 (DD6) drainage channel. The eastern portion of the subdivision will drain to the existing DD6 drainage channel at the south boundary of the subdivision. This DD6 channel flows west connecting to the recently widened Green Pond Gully Outfall Channel. The entire subdivision is located outside of the FEMA 100 year flood zone. All lots within this phase of this subdivision are located outside of FEMA 100 year flood zones. Minimum required floor slab elevation based on historical flooding will be set at elevation 29.50 and is noted on the Preliminary Plat. Domestic Water will be provided by extension of a 6 inch diameter water lines from Diamond D Drive eastward to the cul-de-sac where it will connect to Diamond D Phase 2 to the north and extend southward for future development to the south. Fire Hydrants & flush valves will also be installed. Addressing and proposed street name have previously been submitted to the Southeast Texas Regional Planning 911 office and have been approved. Variances Requested: 1.
