WHEREAS, on April 30, 2019, City Council approved Resolution No. 19-089
authorizing the City Manager to apply for and receive funding in an amount up to
$90,000.00 from the Unites States Department of Justice through the Office of the
Governor, Public Safety Office, Criminal Justice Division for fiscal year 2019; and,
WHEREAS, of the grant total of $90,000.00, an amount up to $28,000.00 was
allocated for training costs; and,
WHEREAS, the Police Department is requesting approval for the City Manager
to execute a Closed Contract Agreement, substantially in the form attached hereto as
Exhibit 'A," with Southern Police Institute, of Louisville, Kentucky, in an amount up to
$28,000.00 for Intelligence Led Policing training;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the statements and findings set out in the preamble to this resolution are hereby,
in all things, approved and adopted; and,
THAT the City Manager be and he is hereby authorized to execute a Closed
Contract Agreement, substantially in the form attached hereto as Exhibit "A," with
Southern Police Institute, of Louisville, Kentucky, in an amount up to $28,000.00 for
Intelligence Led Policing training.
The meeting at which this resolution was approved was in all things conducted in
strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter
551.

Closed Contract Agreement
Between the Southern Police Institute and the
Beaumont Police Department
The Southern Police Institute (SPI) will deliver the 5-day (40-hour) Intelligence Led Policing course
in cooperation with the Beaumont Police Department, (BPD), Beaumont, TX beginning at 8:00 A. M.
and ending at 5:00 P.M. at the Beaumont Police Department, 255 College Street, Beaumont, TX
77701 on April 27-May 1, 2020.
BPD will .guarantee payment of a total course enrollment of 25 participants for ($19,875.00 (nineteen
thousand eight hundred seventy-five dollars) if paid by cash or check, or $20,500.00 if paid by credit
card).
The Hosting agency may earn one free seat for. Coordinating the a erwork in this SPI training
course by agreeing to. provide a Course Coordinator RSit�ial lac -e il' @M"T inat'
SPI agrees to provide an invoice to BPD at the conclusion of the course. If payment is being made at the
discounted rate in the form of a check, BPD agrees to make the check payable to the University of
Louisville. This check shall be mailed to the Southern Police Institute, Attn: Mary Evans, University of
Louisville, Louisville, KY 40292, at the completion of the course. If payment is to be made in the form
of a credit card, instructions for processing_ payment will be provided to BPD by SPI at the conclusion of
the course.
SPI will:
a. provide qualified instructional personnel;
b. provide individual training materials (padfolio, notebook, etc.), instructors and course
evaluation forms;
c. pay costs associated with air travel and the on -site stay of the instructors;
d, provide certificates
EXHIBIT "A"
BPD will:
a. appoint a course liaison person as a point of contact to provide assistance to SPI's instructors,
b. provide a suitable classroom for up to 50 participants equipped with a whiteboard, flip charts,
- markers, LCD projector, projection screen (8'x10' min.), 24 inch (or larger) hook ups, and
personal computer with speakers (that will accommodate PowerPoint presentations);
BPD agrees to select each participant from the agency for the training session and register them
individually online for the training course at the SPI website Iink: ]iLtp:Hlouisville.edu/spi/register.
The SPI will award each successful participant attending a Certificate from the Southern Police Institute,
Department of Criminal Justice, College of Arts and Sciences, University of Louisville. This certificate
will be sent via email, in PDF format, to each participant at the conclusion of the course.
