BACKGROUND Pricing was obtained through the State of Texas Department of Information (DIR). DIR provides cities and political subdivisions with the means to purchase information technology at volume prices contracted under the procurement statutes of the State of Texas. The Criminal Justice Information Services (CJIS) requires all network equipment to be within the vendor's supported hardware and software life span if any of the computers on that network equipment access criminal information. A recent audit extended this requirement to all computers running RMS (Records Management System). To meet this requirement there are six network routers and eleven switches that are at end of life and need to be replaced. Total project cost for the six routers will be $97,082.86 FUNDING SOURCE Capital Reserve Fund. RECOMMENDATION Approval of the resolution. RESOLUTION NO. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Council hereby approves the purchase of network router and switch equipment for use by the Police Department from CDW-G, of Chicago, Illinois, in the amount of $97,082.86 through the State of Texas Department of Information (DIR) contract. The City of Beaumont; Cause No. D-203;501. BACKGROUND The lawsuit styled Joseph Thomas Rye v. The City of Beaumont; Cause No. D-203,501 was presented and discussed in Executive Session held on October 15, 2019. The City Attorney is requesting authority to settle this suit in the amount of $75,000.00. FUNDING SOURCE General Liability Fund. RECOMMENDATION Approval of resolution. RESOLUTION NO. WHEREAS, the lawsuit styled Joseph Thomas Rye v. The City of Beaumont; Cause No. D-203,501, was discussed in Executive Session properly called and held Tuesday, October 15, 2019; and, WHEREAS, the City Attorney is requesting authority to settle the lawsuit; and, WHEREAS, the City Council has considered the merits of the request and is of the opinion that it is in the best interest of the City to settle the suit; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the statements and findings set out in the preamble to this resolution are hereby, in all things, approved and adopted; and, THAT the City Attorney be, and he is hereby, authorized to settle the matter of Joseph Thomas Rye in the lawsuit styled Joseph Thomas Rye v. The City of Beaumont; Cause No. D-203,501, for the sum of Seventy -Five Thousand and XX/100 Dollars ($75,000.00); and, BE IT FURTHER RESOLVED THAT the City Manager be and he is hereby authorized to execute all documents related to settlement of the lawsuit. BACKGROUND The water production high service pump control valves prevent backflow from the City water distribution system, therefore protecting the high service pumps that send treated water into the distribution system. The current control valve is nearing the end of its service life. The new replacement valve will eliminate any backflow and operate at a minimum loss of pressure. Municipal Valve & Equipment Company is the sole source provider of the valve. The total cost for the purchase will be $62,054. FUNDING SOURCE Water Utilities Fund. RECOMMENDATION Approval of the resolution. RESOLUTION NO. Block Grant Program (PSN). BACKGROUND The Beaumont Police Department is working with Southern Police Institute to deliver a 5 -day Intelligence Led Policing course for a cost not to exceed $28,000. The grant funding will cover a minimum of 25 participants for $19,875 with an additional per student cost for each additional person. Training would provide direction on the Intelligence Led Policing strategy and ensure all personnel understand proper methodology for information gathering as well as effective use of analysis and ensuing enforcement strategy. FUNDING SOURCE No local match is required. RECOMMENDATION Approval of the resolution. W RESOLUTION NO. M. and ending at 5:00 P.M. at the Beaumont Police Department, 255: College Street, Beaumont, TX 77701 on April 27 -May 1, 2020. BPD will guarantee payment of a total course enrollment of 25 participants for ($19,875.00 (nineteen thousand eight hundred seventy-five dollars) if paid by cash or check, or $20,500.00 if paid by credit card). The Hosting agency may earn one free seat for. Coordinating the pa erwork in this SPI training course by agreeing to. provide a Course Coordinator . The Beaumont City Charter Article III, Section 9 states that the City Council shall determine its own rules and order of business. There has been recent discussion and requests made for Council to consider the adoption of rules of decorum to ensure that Council meetings are conducted in an orderly and efficient manner. Section 2. In accordance with Article XVII, Section 2, of the Charter of the City of Beaumont, Chapter 24, Article 24.04 of the Code of Ordinances of Beaumont, Texas, it is hereby ordered that the owner or owners of the above described buildings demolish and remove said structures within ten (10) days of the effective date of this ordinance. If the property owner(s) fail(s) to comply within ten (10) days, Council orders that the property be demolished without further notification to the property owners or City Council action. Section3. That if any section, subsection, sentence, clause or phrase of this ordinance, or the application of same to a particular set of persons or circumstances should for any reason be held to be invalid, such invalidity shall not affect the remaining portions of this ordinance, and to such end the various portions and provisions of this ordinance are declared to be severable. Section 4. That any person who violates any provision of this ordinance shall, upon conviction, be punished as provided in Section 1.01.009 of the Code of Ordinances of Beaumont, Texas. MAJOR CODE VIOLATIONS: Reinspection was made on September 4, 2019. The floor joists are 'rotten and deteriorating. The walls and ceilings have holes in them. The roof has a lot of damage and needs to be replaced. The structure has water damage from the leaks in the roof. The electrical wiring and plumbing fixtures will all need to be replaced. There is termite damage throughout the structure. Based on the extensive repairs needed in this structure, staff is recommending a raze order for this structure.
