SUBJECT: Consider a request for a Specific Use Permit to allow a beer and wine tasting room
in a GC -MD (General Commercial - Multiple Family Dwelling) District.

STAFF REPORT
Ms. Traci Tucker would like to open a beer and wine tasting room at 2590 Calder Avenue. This
bar will offer a low-key comfortable environment. Hours of operation will be 2 p.m. till 10 p.m.,
Wednesday/Thursday, 2 p.m. till midnight Fridays, noon till midnight Saturdays and noon till 6
p.m. Sundays. The bar will be closed Monday and Tuesday. All food served will be catered and
served with disposable plates/cutlery. All necessary parking and utilities are currently available.
Staff recommends approval of the request with the following condition:
1. Construction plans must meet all requirements by Water Utilities for water and sanitary sewer
services, including any requirements of the City's pre-treatment and/or F.O.G. program.
Please note that final occupancy approval is subject to review and acceptance of submitted plans
and field inspections to verify compliance with applicable codes.

Cotton Creek Winery LLC d/b/a The Tasting Room

The Tasting Room is to be a comfortable low-key Beer and Wine Tasting Bar that will serve 23 years
and older.
The hours of operation will be from approximately 2-10 pm Wednesday's and Thursdays. 2-12 pm
Fridays, 12-12 on Saturdays and 12-6 on Sundays. We will be closed on Mondays and Tuesdays. The only
business in the center is Rao's and they close at bpm so we hope not to impede on the business in way of
parking, traffic, and safety.
The Tasting Room does not anticipate our business and patrons to diminish the sales of any nearby
establishments but hope to draw more revenue to the area as well as encourage more growth by creating a
need, and will improve property value by providing business in our Old Town District.
All adequate utilities, access roads, drainage and other necessary supporting facilities are currently in
place and provided and we will not require any disruptions or changes to these.
The design of the space within Old Town Plaza provides for walkways, driveways and parking spaces
which are safe and convenient for all motorized and pedestrian traffic and The Tasting Room will not require
any changes to such.
We will not have a kitchen, we will be bringing in Cold plates (cheese and crackers from Cotton Creek
Winery and will be partnering with Rao's to provide some of their desserts.
The Tasting Room will not be causing any nuisances by way of offensive fumes, odors, dust, noise or
vibration. There will be minimal interior remodeling done prior to opening and there will be no kitchen, no
loud music.
The Tasting Room will not be adding any additional exterior lighting or signage other than the
provisional signage allowed per Old Town Plaza (i.e. signing to the existing pylon signage, with specifications
from Phelan Investments management in line with all other businesses within Old Town Plaza).
The Tasting Room will not be adding, removing or altering any landscaping whatsoever and will further
not make any changes to any area surrounding such. The Tasting Room would like to waive any requirements
due to landscaping and screening due to existing landscaping and screening.
The Tasting Room would also like to waive any off-street parking regulations or requirements as well as
buffer requirements because they are already existing.
Further, the locations for The Tasting Room in not within 300 feet of a church, public or private school
or public hospital, nor within 1000 feet of a daycare or childcare facility and will be upholding with the
Comprehensive Plan for Beaumont, Texas
