FILE: Preliminary Plat — Fairfield, Phase VI STAFF REPORT Arceneaux Wilson & Cole has requested preliminary plat approval of Fairfield, Phase VI. The development is located at the east end of Claybourn Drive from Major Drive. The 5.9545 acre development is a twenty-two (22) residential lot subdivision in an R -S (Residential Single -Family Dwelling) District. The proposed Lily Lane will have a 50 ft. right-of-way and a 27 ft. pavement width. All lots will access Major Drive via the existing Claybourn Drive. Water and sewer will be provided by extension of City utilities. This item was sent to all interested parties. Exhibits are attached. The Planning staff recommends approval of the request. Phase VI represents the final development phase of Fairfield, consisting of 22 lots proposed for new single family residences. As with all previous phases of this development, sidewalks will be constructed on both sides of all streets as construction of each home is completed per existing subdivision requirements and the recorded restrictions with handicap ramps and landings already in place, constructed as a part of Phase III in 2012. The lots in Phase VI will utilize curb side kiosk units close to the intersection of Claybourn Drive and Lily Lane for USPS mail delivery. Upon final inspection of these improvements by City forces, the developer will request that future maintenance of these improvements be accepted by Public Works and the City Council. Primary and secondary electrical service will be underground with four (4) cobra - head street lamps to be placed at the locations shown on the preliminary plat. Telephone, gas, and cable TV services will also be installed to serve this development. The water system for this project will consist of extending the existing 10" water main at the Claybourn Drive intersection south and east to cross -connect with a proposed 10" water main in the adjoining Westchase Village subdivision. A 6" and 2" water line will be extended to serve the lots at the end of Lily Lane. 1" water service lines will be constructed to serve each lot. The existing 8" sanitary sewer line at the Claybourn Drive intersection will be extended south and east on Lily Lane to serve the remaining lots in this development. 4" single and dual service lines will be constructed off of the proposed 8" sanitary sewer line to serve each lot. The Claybourn Drive trunk system of underground storm sewer was submitted and approved by the City as a part of the construction on Phase III in September of 2012. The existing 24" storm sewer at the intersection of Claybourn Drive and Lily Lane be extended to pick up a portion of the drainage for Phase VI while a second storm system will be constructed on the south side of Lily Lane outfalling via a 24" storm sewer to DD6 ditch no. 123-D, complete with concrete riprap lining per DD6 permit requirements. A Storm Water Pollution Prevention Plan (SWP3) will be prepared for Phase VI. Control measures will be implemented per State (TCEQ) and Federal (EPA) Regulations on this project in conjunction with the required City of Beaumont Grading Permit. Phase VI of Fairfield will embrace the same restrictive covenants imposed on the previous five (5) development phases as recorded under County Clerk's File No. 2004012426 of the Real Property Records of Jefferson County, Texas, making these lots a part of the established Fairfield Home Owner's Association. We trust that these development plans will meet with the Planning Commission's favorable approval at the upcoming meeting scheduled for Monday, July 16th 2019. We request that a copy of this submittal letter be attached with transmittals circulated to the various City departments, DD6, and, if applicable, the utility companies.
