STAFF REPORT
Boyd Meier, Building Official, requests a certificate of demolition for the garage apartment
located at 2215 Hazel Avenue. According to the inspection report, this structure was originally
tagged on March 6, 2018. It states there is deterioration of the roof and floor joists. The
structure has missing siding, rotted windows and rotted rafters. There is visible water damage
and severe termite damage. The owner has signed the consent form for demolition of the garage
apartment. The Building Codes Staff is recommending a raze order.
Planning staff recommends approval of this request.
The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c.1925.
The house is typical of middle class housing built to accommodate the rising population in Beaumont
in the 1920's.

SUBJECT: 2215 Hazel — Rear Garage Apartment Only
COMMENT:
The rear garage apartment located at 2215 Hazel was found to have a historical designation was
inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to
unsafe structures.
Latrice Traylor is identified as the property owner and has been properly notified. The owner
has signed a demolition request form requesting the City of demolish the structure.
Attached are photos of the structure and a staff report for the Historic Landmark Commission
review. We would like to request a Certificate of Appropriateness to demolish this structure.

I, Latrice Traylor, do hereby give the City of Beaumont, Jefferson County, Texas, my consent
as owner of the property and structure identified below to demolish and remove said structure.
In consideration for the demolition I agree as follows:
I will be responsible for raking and cleaning up of small debris left by the demolition.
2. In order for debris to be removed, 1 understand I will be required to place
the materials at the curb line in accordance with City ordinances. I
understand that the demolition may result in ruts in the property and the
potential of damage to real and personal property remaining on the
property.
3. 1 hereby indemnify the City, its employees, officers and agent against
any and all claims for injuries or damages arising from demolition on my
property, expressly including injuries to persons or damages to real or
personal property arising from negligence by the City, its employees,
officers or agents.
4. If this structure is an outbuilding such as rear garage apartment,
shed or garage, etc., it is the responsibility of the property owner to
disconnect electricity, water and gas utilities from this structure!!
* Any personal property should be removed immediately because the
spoils from the demolition will be discarded according to city policies and
procedures.

MAJOR CODE VIOLATIONS: Inspection was made on March 6, 2018. The owner signed
a demo consent. The floor joists are deteriorated and termite eaten. The roof is
deteriorated and needs to be replaced. There are broken windows and the rafters are
rotted. There is siding missing that will need to be replaced. There is water damage and
severe termite damage. Based on the extensive repairs needed in this structure, staff is
recommending a raze order for this structure.

One story frame structure. Gable front roof with overhanging eaves, exposed rafters, and bracket supports. Louvered
vent in gable end. One pair four -over -one sash below and one four -over -one sash. one pair four -over -one sash and
one fifteen -pane door under gable front portico supported by two truncated square tapered columns on square brick
bases and brick enclosed bannister. Two story garage with overhanging eaves and exposed rafters. Two four -over -
