HomeMy WebLinkAbout7-8-19HLCminutes * M I N U T E S * HISTORIC LANDMARK COMMISSION July 8, 2019 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on July 8, 2019 and called to order at 4:00 p.m. with the following members present: Chairman Paula Blazek Vice-Chairman Dohn LaBiche Commissioner Thomas Sigee Commissioner Marie Broussard Commissioner Lynda Kay Makin Commissioner Theresa Goodness Commissioner Dennis Kiel Commission Members absent : Commissioner Marty Craig Commissioner Jefferson Fisher Commissioner Janelle Templeton Councilmembers present: None Also present: Adina Josey, Senior Planner Demi Laney, Planner I Fran Malvo, Recording Secretary Elayna Luckey, Historic Code Enforcement Officer APPROVAL OF MINUTES Commissioner Goodness made a motion to approve the minutes of the Regular Meeting held on May 13, 2019. Vice-Chairman LaBiche seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-3060: Request for a Certificate of Appropriateness to replace a front door. Applicant: Saaed Daniali Location: 2574 McFaddin Avenue Miss Laney presented the staff report. Saeed Daniali would like permission to replace the front door to his property located at 2574 McFaddin Avenue. Mr. Daniali provided a picture of the door he intends to use, pending approval. The submitted door choice does not appear to be appropriate for a Ranch Style house in accordance to photo demonstrated in A Field Guide to American Houses (Virginia & Lee McAlester, 1984). The door choice appears to Historic Landmark Commission July 8, 2019 appropriate for a Neo-French house as demonstrated in A Field Guide to American Houses (Virginia & Lee McAlester, 1984) page 490. The case was submitted to be presented to the Historic Landmark Commission in June. Due to no quorum, there was no meeting for the month of June. The request was resubmitted to the Commission for the month of July. Recent inspections revealed Mr. Daniali has already installed the requested door. Staff recommended denial of the door. The house is not listed in the SPARE survey. Slides of the subject property were shown. The applicant was not present. A brief discussion followed regarding the revisions that were not approved by the Commission for the front porch. The front door was not approved by the Commission either. Vice-Chairman LaBiche made a motion to deny the request to replace the front door as requested for File CA-3060. Commissioner Sigee seconded the motion. Motion to deny carried 7:0. 2) CA-3066: Request for a Certificate of Appropriateness to paint a house. Applicant: Raul Barajas Location: 2240 Rusk Street Miss Laney presented the staff report. Raul Barajas, property owner, is asking permission to paint the exterior of the structure at 2240 Rusk. Samples of the paint were available at the meeting. Mr. Barajas has already purchased the paint. Staff recommended approval of Mr. Barajas’ paint choice, body and trim, as submitted. The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built in 1930. The house is an example of middle class housing built in Beaumont in the 1920’s and 1930’s. Slides were shown of the subject property. The applicant was present. No questions or discussion. Commissioner Sigee made a motion to approve the request for a Certificate of Appropriateness to paint a house a requested for File CA-3066. Commissioner Makin seconded the motion. Motion to approve carried 7:0. 3) CA-3071: Request for a Certificate of Appropriateness to remove bay windows and replace with two windows. Applicant: Kawana Dixon Location: 2280 Hazel Street Miss Laney presented the staff report. Kawana Dixon requests permission to remove the bay window from her home located at 2280 Hazel Street. The left side of the house currently has six (6) windows, four (4) which are located in the bay window. She wishes to salvage two (2) of the four (4) windows, which will be used in the new exterior wall. With permission of 2 Historic Landmark Commission July 8, 2019 removal, the left side of the house will have four (4) windows remaining and become a flat wall from the front of the house all the way to the rear of the house. The home is categorized as a National Folk house. The bay window does not appear to be appropriate for a National Folk house in accordance to photos demonstrated in A Field Guide to American Houses (McAlester et al., page 90). The bay window is more appropriate for a Victorian style home. Staff recommended approval of the bay window removal conditional to installation of siding to match existing exterior walls of house. The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built in 1925. The house is typical of middle class housing built to accommodate the growing population in Beaumont in the 1920’s. Slides were shown of the subject property. The applicant was not present. No questions or discussion. Vice-Chairman LaBiche made a motion to approve the request for a Certificate of Appropriateness to remove bay windows, replace with two windows and the siding painted to match the existing exterior walls of the house. Commissioner Makin seconded the motion. Motion to approve carried 7:0. 4) Mrs. Luckey presented the Historic District Code Enforcement Report. OTHER BUSINESS None. THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:14 P.M. 3
