WHEREAS, the City Council has been presented with a fiscal
year 1976 Comprehensive Manpower Plan as presented by the South East
Texas Regional Planning Commission; and,
WHEREAS, the City Council desires to approve said fiscal year
1976 Comprehensive Manpower Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the fiscal year 1976 Comprehensive Manpower Plan as prepared by
the South East Texas Regional Planning Commission .for South East Texas,
as attached hereto and made a part hereof, be, and the same is hereby
approved.

TITLE I
SOUTH EAST TEXAS COMPREHENSIVE MANPOWER PROGRAM
EXECUTIVE SUMMARY
The Title I.Comprehensive Employment and Training Act Program will be
operated under the auspices of the Consortium Agreement entered into between
the City of Beaumont and Jefferson, Hardin and Orange Counties. Again, in
Fiscal Year 1976, most of the training and supportive services will be
delivered under subcontract by the Texas Employment Commission, the Texas
Rehabilitation Commission, Goodwill Industries of South East Texas, and the
Economic Opportunity Commission of South East Texas.
The four main components in which funds will be spent include a Public
Service Employment Program (PSEP), set for funding at $378,672, including
$26,608 for Texas Employment Commission services, and $54,334 total admini-
strative costs; Classroom Training (CT) for welders, auto mechanics, nurses'
aides, roughnecks and others, at $686,904, including $80,946 for TEC services,
and $89,483 for administrative costs; On -the -Job Training -(OJT), funded at
$309,107, including $49,500 for TEC services, and $39,000'for administrative
costs; and Work Experience Programs (WE), funded at $361,234, including $17,000
for TEC services, and $77,083 for administrative costs. The total Title I
grant calls for minimum funding in FY 1976 of $1,735,917. Total administrative
costs will be held to approximately 15%, compared to the 20% maximum allowed
by law.
Funds will be expended on an equitable basis within the four subareas
of Beaumont, Jefferson County Balance, Hardin County and Orange County, based
on a formula breakout designed by the Department of Labor. Beaumont Residents
will receive the benefit of training and services valued at"$787,370, including:
a PSE Program totaling $55,058; Classroom Training totaling $375,545; On -the -Job
Training totaling $168,995; and Work Experience Programs totaling $187,772.
Administration accounts for some $112,547 of Beaumont's total program.
Jefferson County Residents, outside Beaumont, will receive the benefit
of training. and services valued at $490,439, including: a PSE Program totaling
$144,765; Classroom Training totaling $177,269; On -the -Job Training totaling
$79,771; and Work Experience Programs totaling $88,634. Administration
accounts for some $73,021.
Hardin County Residents will receive the benefit of training and services
valued at $142,692, including: a PSE Program totaling $71,038; Classroom
Training totaling $27,625; On -the -Job Training totaling $12,432; and Work
Experience Programs totaling $31,597. Administration accounts for some $21,245.
Orange County Residents will receive the benefit of training and services
valued at $315,416, including: a PSE Program totaling $107,811; Classroom
Training totaling $106,465; On -the -Job Training totaling $47,909; and Work
Experience Programs totaling $53,231. Administration accounts for some $46,962.

RECOMMENDATIONS
For those subcontracts,with Title I PSE dollars projected
to be remaining on June 30:
A. If PSE participants currently on board are in slots used
less than 12 months, extend only those slots for up to 12
months, or until FY '75 funds are gone, and transition all
others. Contracts were written stating that all Title I
PSE positions would be transitioned on June 30.
B. Terminate the contract, as scheduled, and deobligate
those dollars remaining for reprogramming into the up-
coming grant.
C. Terminate the contract, as scheduled, and carry over
remaining dollars to fund new positions with the various
cities. New, FY 1976, dollars could also be combined
with these monies, as recommended by the MAPC.
