A RE SOLUTION
BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF BEAUMONT:
That the Highway and Heavy Construction Wage rates adopted
by the Associated General Contractors of.America, a copy of
which is attached hereto•, is hereby adopted for all street
and utility projects under the Capital Improvements Program;
and be it further resolved that the appropria.te.:City Officials
are.hereby authorized to issue an addendum to the specifica-
tions for the Corley -Madison Capital Improvements Program
Project 11 -ST -05; heretofore advertised for bids, incorporating
the Highway and Heavy.Construction Wage rates adopted by the
Associated General Contractors of America.
PASSED -by the City Council this the jam✓ day of

Work proposed under the C.I.P. proposed this morning
for authorization for approval o the specifications
so that we may advertise for the r ceipt of bids. The
signal-ficant thing about this particular project is that
this is the first project under streets, but, also, it
has a sign,&ficant difference because of the wage scale
that has been placed in the specifications. The wage
scale is approximately 20% less than that which is cur-
rently paid on similar type work that the City has
generally adopted. I might a`dd that the reason for this
change in the specifications is that a significant effort
has been made to talk to local unions and also the con-
tractors who do this type work for the City. They have
agreed voluntarily, the unions along with.the contractors,
to renegotiate their contracts to provide the City with a
20% less wage scale. There are other side benefits be-
tween the contractors and the labor unions - that is the
relaxation of the work rules which is probably as probably
as important as the reduction in the wage scale, thereby,
hopefully, the staff is proposing a wage scale to you to-
day that is going to provide some savings in the cost of
the Capital Improvements Program and heavy construction
work, but I might add that the people who have signifi-
cantly played a part in this have been the people with
the•operating engineers, the gentleman in the Cement
Masons-, the labor unions, v�hich is the Southern Texas
Labor District Council, and'Teamsters. All of these
gentlemen have agreed -voluntarily to enter into this re-
duction. I might add that the Operating Engineers have
.yet to ratify this, but it has generally been agreed that
this would be something that they could reasonably accept.
I guess the significance of this, gentlemen, is the fact
that we have finally gotten to the point of bidding this
project and we feel like we have gotten a favorable wage
scale that will get us in with the money allotted to the
project. It is recommended for your approval.
Mayor - Certainly you and your staff are to b•e commended for
initiating this negotiations with the respective unions
and it might be appropriate for this Council to possibly
send a letter to each one of the Business Agents of the
people involved here who have worked on this program
thanking them for their cooperation and interest in.public
spirited projects such as this and it will certainly put
