A RE SOLUTION
WHEREAS, the 1970 census showed a substantial decline
in population in the City of Beaumont, Texas; and,
WHEREAS, a sample house-to-house canvass of a partic-
ular area in the City, which canvass revealed a substantial
variance when compared with the 1970 census figures for the
same area, as well as other information available from current
public records and elsewhere, indicates the strong probability
that the 1970 census of Beaumont is erroneous, and that in-
stead of a decline in population, there most probably was an
increase in population; and,
WHEREAS, the City Council of Beaumont, duly represent-
ing the people of Beaumont, is gravely concerned and does
believe that the erroneous census will adversely affect the
City of Beaumont by discouraging the influx of people and
industry; by contradicting the growing reputation of the City
of Beaumont as a center of progression and business activity;
by discouraging its inhabitants, who have, because of their
initiative and energetic efforts, projected an image of pro-
gression, only to be told by the Federal Census that they have,
indeed, regressed; by jeopardizing the position of the City of
Beaumont under -State Statutes, many of which are drafted so
as to differentiate cities based on population ranges; and by
various and sundry other means adversely affect the City of
Beaumont in its relations with neighboring cities.and people;
and,
WHEREAS, the City Council desires to submit its
evidence of an erroneous census, and to request reconsider-
ation of what it believes to be an erroneous census of the
City of Beaumont;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF BEAUMONT, TEXAS:
That the Mayor, Ken Ritter, be, and he is hereby, authorized
to submit the accumulated evidence indicative of error in
taking the 1970 census, and he is further authorized to take
all steps necessary to effectuate reconsideration, recount
and modification of the 1970 census of the City of Beaumont,
Texas.
