SECTION 4.. The fact that no apportionment has been made of the assess- me4ts levied to provide for the interest and -sinking fund for the bonded indebtedness of the City of Beaumont, creates. an imperative public emergency necessitating the suspension of the rule requiring ordinances to be read at three separate meetings before their pass- age wherefore, said rule is suspended and this ordinance shall take effect and be in force from and after its passage and signature of the Mayor..
