AN ORDINANCE
ENTITLED AN ORDINANCE REPEALING THOSE PORTIONS OF THE
HEREINAFTER REFERRED ORDINAtNCES, RESOLUTIONS AND PRO-
CEEDINGS SO FAR AS THE SAME AFFECT THE PROCEEDING,BY
THE CITY OF BEAUMONT TAKEN TO CAUSE THE PAVING OF ROYAL
STREET FROM THE WEST SIDE OF PENNSYLVANIA AVENUE TO THE
EAST SIDE OF AVENUE F, AND DECLARING AN EMERGENCY.
WHEREAS, it appears that the proceedings heretofore taken
to (ffect the paving of the above named Street and to assess a lien
upon the abutting property owners has been made inoperative and im-
practicable as to that--p-ort-i-on-of-Royal Stre-et-b-etwe-en-the-west -side
of Pennsylvania Avenue -and the east side of Avenue F by reason of
the fact that- a sufficient number of the property owners owning
property abutting upon.that portion of the Street would not sign
separate paving liens, contracts with the Uvalde.Rock Asphalt Com-
pany and thereby causing a large number of unsightly gaps in the
paving, and it is deemed advisable by the City Commission of the
City of Beaumont to pave other!.,streets badly needing paving which
are signed up, and it is necessary to institute proceedings for
fixing the liens against the abutting property owners on. othar
Streets for the paving of same.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF BEAUMONT
SECTION I.
That those portions of an ordinance .pass -ed on the 23rd
day of August_, 1927, assessing the cost of paving -against the abutting
property owners on Royal Street from the west side of Pennsylvania
Avenue to the east side of Avenue F be and the same are hereby re-
pealed, but this ordinance shall not affect the remaining portions
of said ordinance.
SECTION 2. -
That all resolutions,and proceedings heretofore enacted or
passed with reference to the paving of the above named street be and
the same -are hereby repealed but this ordinance shall not, affect the
resolutions or proceedings inacted or passed with reference to any
Streets not mentioned herein.
SECTION 3« _
Whereas, the abutting property owners on the above mention-
ed Street have failed to sign. up for the paving thereof in :§ufficient
numbers, and owners on other Streets badly in.need of -paving have

new proceedings for assessing costs of paving other Streets
against the abutting property owners thereon, and it is necessary
to pave other streets to facilitate the heavy traffic thereon,,
therefore, an imperative public necessity exists creating an
emergency requiring the suspension of the rule requiring or—
dinances to be read on Three (3) several days before their pass—
age; said -rule is hereby suspended and this Ordinance shall take
effect from and after its passage and publication.
