The fact that the City of Beaumont is greatly in need of additional hospital facilities to care for the sick and injured and the fact that the City desires to make efficient provision for the perpetuation of the purposes of the Temperance Hall Company and believes that the erection of a hospital which is badly needed in this City is the most appropriate way of perpetuating the pur— poses of said Temperance Hall Company and believes that the con—. struction of the hospital out of the properties of said Company will be approved by and satisfactory to the original members of said Company, all of which creates an emergency necessitating the suspension of the rule requiring ordinances to be read on three several days before their passage and said rule is hereby suspended and this ordinance shall be in full force and effect from and after its passage.
