The display of ETeen lights :leans for pedestrians and vehicular crosswalks, etc. Fire Lane: That portion of a highway or sidewalk directly in front of the entrance of any theatre, hotel, railway or interurban depot, cross— walk, office building of three stories or more in height and elevator en— trance or exit of any building of four stories or more in height provided t_lat such portion of the sidewalk or highway shall be marked and set off by "RE SERVED" or "NO PARI.ING" signs, placed under the direction of the Chief of Police of the City of Beaumont; provided that such reserved portion or space as above described shall in no case be more than thrity (30) feet in length, except in caro of the City =call, Court louse, Post Office or other public buildings where the public congregates, assembles or meets for civic, religious or fraternal purposes in which instances such reserved ;portion or space may be of any length decided upon and designated b� thy. Pedestrians shall face and step toward front of streetcar when alighting. g. On alighting from street- car or other vehicle, pedestrian shall observe traffic before -moving, h. Pedestrians shall enter and leave car stop safety zones at cross- walk only. i. Pedestrians shall not stand in the middle of sidewalkf but to the side and out of the way of other persons. j. Pedestrians shall not loiter on a crosswalk or before a public en- trance. i' 11. ,Alhen sidewalks are narrow, pedestrians shall use the one on the right. 1. Pedestrians shall not walk more than two abreast on a crosswalk or congested sidewalk or more than three abreast on any part of a. highway. SECTION -3"-, Any person in charge of any vehicle or any pedestrian crossing a street at its intersection with another street in the City of Beaumont, shall cross the same at right angles to the curting of the street being crossed, or as directed by the traffic signal system or officer as the case may be. SECTION? it shall be unlawful for any driver or owner of any carriage or other vehicle to haul or take as passengers any common prostitute, bawd, or woman of notorious character about and through the streets of the "ity of Beaumont, provided that nothing in thissection shell prevent the carrying of such persons as passengers from and to depots and to courts to which they have been summoned to appear or to the _dace where they Lo to make complaint or to any other ;dace where they may `ave law— ful business SECTION 5. It shall be unlawful for any person in charge of any vehicle or domestic animal to park or permit the parking or standing thereof on the south side of Crockett Street bet�riienn the east line of Pearl Street and the :est line of Orleans Street or on tho south side of Laurel Avenue from Orleans to Alamo Street. e. On all other highways in the City of Beaumont, public or private, Which includes alleys, except as herein otherwise "provided, automobiles and all other vehicles shall park only on a parallel line with the front and rear right wheels of the vehicle not more than twelve (12) inches from tAo' curb or curb line, excdpt -where special permission to park otherwise is granted by the Chief of Police. h. Said markers„ shall not be placed more than thirty (3C) feet apart and closer if the Chief of Police shall so direct. SECTION J--., it shall be unlawful for any y6rson to enter into, or meddle with or in any way handle any automobile, motor vehicle or other vehiclo left on the highways of the City of Beaumont without permission of the owner or person in charge thereof. It shall be unlawful for any person to catch or hang on any vehicle without the permission of the owner or person in change thereof. SECTION ' It shall be unlawful for any person under the age of sixteen (lo) `years to operate or drive any motor vehicle on the highways of the City of Beaumont. SECTION it shall be the duty of any person driving, using or having the control of any vohicic or animal upon the public streets or highways of the Cit . y of Beaumont to obey the order of any police officer regulsting the speed, direction and operation of any such vehicle or animal. The Chief of Police shall designate and establish all loading and unloading zones upon all highways in the City of Beaumont for the purpose of receiving and discharg- ing passengers and freight, said zones to be marked six feet from the curb and for a distance not to exceed one hundred feet in any block of any zone so designated, and it shall be unlawful for any person to use said zones for any other ptupose than that specified. SECTION 6. Any person-waho sha -1 violate any of the provisions of any section, other than section 1, .of-. U'lis ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine in any sum not less than One and no/100 Dollars ($1.00) , nor more than One Hundred and no/100 Dollars ($100.00). SECTION 7. The right and privilege to the use of such portion of any street upon which signal lights are -required by this ordinance tc be installed and maintained as may be necessary for the proper installa- tion and effective operation thereof, is hereby granted to any railway company operating railway tracks over such streets between said limits, provided that the necessity for the use of such portion of such street or streets for such purpose shall be Massed upon and determined by the City Engineer of the City of Beaumont, Texas, acting in conjunction with the Chief Engineer of such railway company, and if such engineer cannot agree as to such a necessity, the matter shall then, be placed before the City Commission for determination; provided that in no event shall any such railway company be required to install any light required by sectio 1 hereof, if, in order to the proper installation and effective opera- tion of such light, it cannot be installed on property ovvned by such railway company or upon the public street where_such_1i_ght-is--r-equ-red==-- SECTION 8. Nothing in Section One (1) of this ordinance shall be construed so as to allow the driver or operator of any vehicle upon the public streets of the City of Beaumont to make a left hand turn with said vehicle at street intersections where a red traffic light is being displayed, or to proceed directly across such streets, and it is further provided herein: that the said right hand turn as set out in Section One (1) of this ordinance shall be inoperative at such times when amber lights are being displayed for the purpose of a warning of approaching ambulances, fire wagons, police cars or are hereby expressly repealed in so -far as they conflict with the provisions of this ordinance. It shall be unlawful for any person tb fail or refuse to go slow or stop as in- dicated by said markers. Section 3. Any person violating any provision of.said Sections or Sub -sections as amended shall be'deemed guilty of a misdemeanor and upon conviction thereof in the Cor- poration. Court of the City of Beaumont shall be fined in any sum not to exceed One Hundred ($100.00) Dollars. Section 4. The fact that the traffic on the highways of the City of Beaumont is congested, and the fact that the traffic has become greatly congested on the North side of Tevis Street from Main Street to Pine Street, which is included in this Ordinance by this amendment, and which congestion causes great public inconvenience and danger, and that said portion of Tevis Street is -not now regula- ted by ordinance covering the traffic thereon, creates an imperative public emergency and necessity requiring the sus pension of the rules for all ordinances to be read on three several days before their passage, said rule is therefore hereby suspended and this Ordinance shall be passed and adopted as an emergency ordinance and shall be in full force and effect from and after its final passage. The Chief of Police shall designate and establish all loading and unloading zones upon all highways in the City of Beaumont for the purpose of receiving and discharg- ing passengers and freight, said zones to be marked six feet from the curb and for a distance not to exceed one hundred fee any block of any zone so designated, and it shall e unlawful,for any person to use said zones for any other P urpose than that specified. Said z mes shall be known as loading and 4loading zones and sha U be established at such times and places as may be -deemed advisable in the - judgment of the Chief of Police. b. It shall be unlawful for any person other than the Chief of Police to designate or mark in any manner any space as a loading and unloading zone, or in any manner by sign or otherwise to designate any space upon any highway in the City of Beaumont as a non -parking or limited parking zone. Section 3, That -Section Mirty-seven (37) be amended to read -as follows; a. It shall be unlawful for any vehicle other than police cars, vehicles of the fire department, or ambul- ances to be equipped with a bell or siren, and pedestrians and vehicular traffic shall yield the right-of-way to any vehicle sounding a.bell or what is known as a siren whether the traffic signal gives them the right-of-way or not. I three hundred feet of -any building on fire, without permission of the police officer on duty, or fire - department officers in charge of operations at said fire. d. It shall be unlawful for any person to park any vehicle in front of the doors of any fire station or in any space allotted to the'f ire department's use, and said space shall be plainly marked, "DO NOT PARK. FINE DEPARTMENT". e. It shall be un -lawful for any person to ride on the fenders, running board, or any other place on the outside of any motor vehicle on the highways of the City of Beaumont. f. It shall be unlawful for any person riding a bicycle to hang on or be towed by any vehicle: . g' It shall be unlawful for" any•person to hop on or off of, or to get into or alight from, any motor vehicle when the'same is moving along any highway in the City of Beaumont, Section .4. Section Thirty-five (35) shall be amended to read as follows: All pedestrians and operators, or persons in charge of all vehicles, shall observe the following traffic signals when in operation whether the same be displayed by the traffic signal system of the City of Beaumont or by any railroad company placing traffic signal lights at their crossings when said traffic signal lights are placed on said crossings in conformity with the orders of an# under the direction of the City of Beaumont:` When red-light is displayed all vehicular and pedestrian traffic must stop. When green light is displayed all vehicular and pedestrian traffic must move forward. When amber light is displayed it is to denote a change of direction and all pedestrian and ve- hicular traffic shall be at attention and prepared to move when green light is displayed, or to stop when red light is displayed. When both red and amber lights are steadily displayed all traffic must stop to give right-of-way to the Fire Department or Ambulances. - All streets allowing left hand turns where traffic signals are located will be marked, "LEFT HAND TURN PERMITTED ON GREEN SIGNAL", or similar sign. On streets having no such sign left hand turns will not be permitted. All turns, left or right, shall be made only when green light is displayed. Pedestrians shall leave sidowalk only when green At certain street intersections,. for the safety of pedestrians and to -prevent accidents and expediate traffic., stationary markers boaring,the words, "SLOW" or "STOPit are placed.
