AN ORDINANCE
Amending an Ordinance passed by the City Commission of the
City of Beaumont on the 4th day of August, 1920, entitled "An Ordinance
regulating the passage in, along and upon the streets and vlays of the
City of Beaumont, and regulating the use of such streets and grays by
persons riding or :talking, and regulating the transportation of
persons by street cars and all -,-other vehicles, and providing
penalties for the violation thereof. repealing all laws and ordinances
in conflict herewith, and declaring an emergency", so as to add to
said ordinance a new section to be known as ;rection 51-a, and de-
olaring an emergency.
BE IT ORDAINED BY THE CITY C0LUAISSION OF THE CITY
OF BE AULION T:
Section 1.
That the ordinance passed by the City Commission of the
City of Beaumont on the 4th day of August, 1920 entitled
"An Ordinance regulating the passage in, along and upon
the streets and ways of the City of 3eaumont, and regulating
the use of such streets and sways by persons riding or walking,
and regulating the transportation of persons by street cars
and all- other vehicles, and providing penalties fc the
violatiouthereof, repealing all lovs and ordinances in
conflict herewith, and declaring an emergency"
so that there shall be added thereto Section 51-a reading as follows;
"SECTPON 51-a:
There shall not be imposed any court costs in connection
with the violation of any of the provisions of this ordinance, and
the defendant shall be released upon payment of the actual amount
of the fine imposed by the court."
Section 2.
The fact that it is deemed to the best interest of the
City of Beaumont to omit the assessment of costs against defendants
violating the provisions of the above mentioned ordinance, and the
fact that the costs in any one case amount td X5.20, which, taken
in.conneetion with the fine imposed by the court, creates an excessive
burden upon persons who inadvertently and sometimes uni[.i.ttingly violate
the provisions of said ordinance, causes a serious inconvenience to
the public and creates an emergency and an imperative public necessity,
requiring the rule that ordinances be read on three several days
before their passage be suspended and said rale is hereby suspended
