Entitled an Ordinance providing for the appointment of a
Library Commission for the City cd" Beaumont, filling vacancies therein,
defining the powers and duties of such Commission, direoting the manner
in which, and the purpose for which, the Public Library Funds of the
City of Beaumont shall be expended, repealing all Ordinances in oon-
flict therewith and d ec laring an emergency*
BE IT ORDAINED BY THE CITY 0DIM1S6ION OF THE CITY CP
BEAUMiONT:
Section 1.
That the City of Beaumont, through the nomination of its
Mayor and confirmation of its City Uommission shall appoint three
citizens of the City of Beaumont, one of whom shall be a woman, all
property tax payers and qualified voters of the City of Beaumont, two
of whom shall serve for two years and one for one year, who shall con-
stitute the Beaumont Library Commission, The City Commission may,
upon nomination of the I�.ayor, fill any vacancy in said Commission.
,'t intervals of two years thereafter, two members of said Commission
shall be appointed by the City Commission on nomination of the b:ayor
to fill the vacancies caused by expiration of terms of office of re-
tiring members. 51e Library Commission of the City oP Beaumont shall
serve without compensation. It shall be the duty of scid Commission to
visit the: quarters of the Tyrrell Public Library, at least once each
month and inspect the books thereof and the accounts of the Librarian
aid to report to the City Commission any failure on the part of those
in charge of said Library to properly a are for and keep open the same,
or any failure to provide suitable books therefor, or any misapplication
or misappropriation of any of its funds.
Section 2.
At least once each year the City kanager of the City of Beaumont
shall cause the books cf accounts kept by the Librarian to be audited,
and a report thereof filed in duplicate with the City Clerk, one copy
of vhieh shall be furnished to the Library Commission and one copy re-
ferred to the City Commission of the City of Beaumont.

The Library funds of the City of Beaumont shall be expended for
rental of suitable quarters for branch libraries, where necessary, in
the judgment of the Library Commission, the purchase of equipment, books,
maps, charts, periodicals, furniture and fixtures, salaries of the
Librarian and suth other employees as may, in the judgment of said
Library Commission, subject to the ratification of the City Commission
of the City of Beaimont, be considered advisable and not to exceed the
funds available from the special tax provided for Library purposes.
Section 4.
That all expenditures in behalf of the said Library shall be
on approval of said Library .Tommi ssion on warrants signed by the City
Manager and the City clerk.

Employees of The Tyrrell Public Library shall be nominated by
the. Library Commission and confirmed by the City Commission of the City
of Beaumont. The compensation of such employees shall be fixed by the
City Commission of the City of Beaumont upon recommendation of the
Library Commission.
Section 7.
The Tyrrell Public Library shall be kept open each day for the
use of the citizens of Beaumont, during such hours as may be fixed by
the Library uommi scion.
section 8,
The Librarian appointed under the provisions of this grdinance
shall have full authority to keep and maintain order in and about the
Library premises and to eject therefrom any person zho may be deemed
guilty of infraction of the rules of the Libraryg. Rules for the manage-
ment of the Library property may be made or altered from time t:) time
by the Librarian, subject to the approval of the Library Commission and
subject to any changes therein deemed advisable by the City Commission of
the City of Beaumont.
Seotion 9.
No charge shall be made for the use of any books, periodicals,
pamphlets, instrument and apparatus in the Library except as may be
prescribed by the Librarim on the approval of the Library Commission,
and which may be found to be necessary for- the protection and preserva-
tion of the same from loss or mutilation.
Sec t ion 10.
The Library Commission shall provide, with the approval of tha
City Lianager, and the: Librarian shall keep a set of books in which shall
be recorded a careful and accurate account of all receipts and disburse-
ments of the Library and also of all books, periodicals, manuscripts,
furniture, furnishings, instruments, apparatus or other property pur-
chased by or donated to it and a full account and history of the Library
Commission in the management and control of the Library property; and
all of said books and accounts shall be at all times open to the inspection
of the City Commission of the City of Beaumont and of any of its duly
authorized representatives. Said books of account and records shall be
kept in a fire proof safe to be provided under the direction of the
Library Commission and of the City Manager of the City of• Beaumont.

Branohes of The Tyrrell Public Library may be established on
recommendation of the Library Commission,, approved by the City Commission
of the city of Besumont.

All vrdinanoes in conflict with this Ordinance are hereby
repealed.
Section 13.
The fact that there has been donated to the City of Beaumont

credit of the City of Beaumont in its depository, finds lawfully
provided for the establishment and creation of a rublic Library, and
that a Librarian has been appointed in accordance with requirements
of the Charter of the City of Beaumont and its effective ordinance
and that the preservation of said Public Library and the proper
management thereof creates an emergency and an imperative public
necessity, necessitating the suspension of the rule requiring Ordinances
to be read on three several days before their passage, said rule is
therefore, hereby suspended and this Ordinance shall take effect and
be in full force and effect from and after its passage.
Passed by affirmative vote of all members of the Commission,

Section i.

permit, of carrying out the terms and donditions of the Deed of
donation by Wo C. Tyrrell to the City of Beaumont of the property
donated by said Tyrrell to the City of Beaumont for Library purposes,
and located in Block 13 of the Old Town of Beaumont.

Section 6.
Employees of the Tyrrell Public Library shall be nominated
by the Library Commission and confirmed by the City Commission of
the City of Beaumont, The compensation of such employees shall be
fixed by the City Commission of the City of Beaumont upon recommenda-

valuable property for the purpose of a Public Library, which requires
immediate supervision and proper control and that there is now to the
credit of the City of Bealunont in its depository, funds lawfully ppo-
vided for the establishment and creation of a Public Library, and
that a Librarian has been appointed in accordance with requirements
of the Charter of the City of Beaumont and its Affective Ordinance
and that the preservation of said Public Library and the proper
management thereof creates an emergency and an imperative public
necessity, necessitating the suspension of the rule requiring Ordi-
nances to be read on three several days before their passage, said
rule is therefore, hereby suspended and this Ordinance shall take
effect and be In full force and effect from and after its passage.
