Home My WebLink AboutORD 76-EIN AN ORDINANCE r1:1, 0: -F - Recognizing and designating as industrial sites the lands end premises outside of the present or future corporate limits of the City of Beaumont now owned and used emolusively for industrial and manufacturing purposes, as well as such lands and p: emises as may hereafter be acquired and so owned and used, defining the term industry; inviting new industries and manufacturing concerns to locate thereon; also inviting industries now situated thereon to remain and malte additions, expansions, enlargements and improvements to their plants and industries; agreeing not to extend the corporate limits of the City of Beaumont for a period of thirty-five (35) years from the date of the final passage of this ordinance, so as to include within the corporate limits of Beaumont the territory of such industrial sites for municipal purposes, or any of the industries or their plant or plants that may be hereafter or now situated without the present or future corporate limits of the City of Beaumont; inviting new industries and manufacturing c one erns to locate and build pl ent s and factories; also inviting the industries thereon situated to maintain and keep their plants on said sites, and 'tD make additions thereto; authorizing the Chamber of Commerce of the City of Beaumont and others to advertise the terms of this ordinance and invite and locate industries and manufacturing concerns within said industrial sites; all upon the faith and consideration of this ordinance not being repealed or amended by the governing authorities of the City of Beaumont, present or future, for said period of thirty-five years. BE IT ORDAINED BY TRE CITY 001MISSION OF THE CITY OF BEAMMIT T: Sect ion 1. That to encourage the building and location of industries and manufacturing pleats near and adjacent to the City of Beaumont, and in recognition of those industries and manufacturing plaits not so located without the corporate limits of the City of Beaumont but adjacent therdto, to make additions, expansions, enlargements, and improvements to their plants and industries, the City of Beaumont, acting by and through its governing authorities, and by this ordinance, does here, now, designate and recognize as industrial sites the lands and premises outside of the present or future corporate limits of the City of Beaumont now owned and used exclusively for industrial and manufacturing purposes as well as such lands and premises as may hereafter be acquired and so owned and used. Section 2. The term "industry" shall be construed to mean those concerns employing much labor and capital in the general category of a manufao- turing business, as well as railroad yards and shops, but shall not include merchandising stores of any description and this ordinance shall not apply to any concern which establishes or operates a mer- chandising establishment outside the present or future limits of the City of Beaumont in connection with its other business or permits one to be so operated. Section 3, The City of Beaumont invites and requests persons. firms_ and Beaumont not extending its corporate limits for a period of thtrty--five years, so as to include such industrial sites, industries and manufacturing concerns hereafter located thereon, or now thereon located, in its corporate limits for municipal purposes. Section 4. In consideration of the recognition of said Industrial Sites and the invitation for new industries and manufacturing concerns to locate thereon, and in recognition of the industries and manufac- turing plants now located thereon, the City of Beaumont now ordains and by this ordinance binds _.tself and its successors, for a period of thirty-five years from the date of the final passage of this ordinance, • not to change its corporate limits so as to include within the • corporate limits of said Sity for municipal purposes any CE the • territory included in said industrial Sites, nor any of the industries or manufacturing plants now located thereon, or that may hereafter be located thereon, or any additions made to said plants now located, or that may be made to plants hereAfter located; and as an inducement to retain the location of the plants thereon now situated. and to secure new and additional industries and manufacturing plants to locate and establish new industries and factories thereon, and additions thereto, the City of Beaumont agrees with said industries novv thereon situ,�Aed and those that may hereafter locate thereon, that • this Ordinance will not be repealed or annulled for a period of thirty- -five years from the $ nal passage thereof, and that during said period -the corporate limits of the City of Beaumont will not be changed so as • to include within the corporate limits for municipal purposes said Industrial Sites or any industties or manufacturing conce-rns now thereon located, or any new industries or manufacturing concerns that may hereafter locate thereon. section 5. The Chamber of Commerce and the press of the City of Beaumont and all other organizations and persons in the City are hereby re- quested and authorized to advertise at large on any and every occasion the stipulations and agreements of this ordinance and the establish- ment of said Industrial Sites and to secure location of industries and manufacturing plants on said sites on the faith and representations of this ordinance.
