AN ORDINJAN.CE
Authorizing and directing the issuance of serial bonds
of the City of Beaumont, bearing interest at the rate of- five per
cent (50) per annum, interest payable: semi-annually, in the W -m
of One Hundred Fifty Thousand Dollars ($150,000.00) to be issued
for the purpose of improving and extending the streets, and high-
ways of the City of Beaumont, providing for the levying and
collecting of the necessary taxes to pay the interest and create
a sinking fund: for the redemption of said bonds, and further
authorizing and directing the issuance of serial bonds of the
Cit of Beaumont, bearing interest at the rate of five .por cent
5 0) per armum, interest payable semi-annually, in the sum of
Two -Hundred Twenty-five Thousand Dollars ($225,000.00), to be
issued for .the purpose of improving and extending they .municipal
wharf and dock facilities, including wharf terminals, docks,
warehouses, elevators, loading and unloading devices, terminal
railways incident to said wha'-rves and docks and general improvement
and extension of said municipal water frontage facilities, providing
for the levying and collecting off' tIM necessary taxes to pay the
interest and create a sinking fund for the redemption of said
bonds, and providing that said ordinance shall take effect on
the date of its passage and lawful publication, a-nd declaring an
emergency: _
WHEREAS, on the 27th day of Jmn ary, L.. D. 19 25 ; an
ordinance was duly passed by the affirmative vote..of all members
of the City Commission of the City of Be6umont, -whereby a bond
election was ordered to be held in said City on the 28th day of
February, A. D; 1925, and
- WHEREAS, due notice of said election was given in the
manner and for the length of time required by law, and
VIIIEREAS, in said election held in the City of Beaumont
on the 28th day of February, A. D. 19;25, the voters of the City
of Beax.mont qualified to vote at.,said election did authorize the
City Commission of the City of Beaumont to issue bonds of said
City payable serially in from one (1) to forty, (40) years from date,
to bear interest at the rate of five -.per cent (5 o) -.pe-r annum,
interest payable semi-annually, said bonds to be.. in the folloti;Ting
amount and the money to be derived therefrom to be- used for the
following purposes to wit:
For the purpose of improving and extending streets
and highways of the City of Beaumont $1502000.00
For the purpose of improving and extending the
municipal wharf and dock facilities, including
Tkharf terminals, docks, warehouses, elevators,-.
loading and unloading devices, terminal railways
incident tq said titiarves and docks and the gen-
eral imrprovement and extension_ of said municipal

AND V'iHERFUS, it is deemed expedient and advisable at this
time to issue bonds 'in the amount and forthe purposes above set
forth under and by virtue of the authority conferred by"said election
o f date r'ebru nry 28- 1925- and
WHEREAS, the streets and highways of the City of Beaumont
are badly in need of paving, improving 'and ext ending so as to
facilitate the movement of traffic within the City, and
WHEREAS, the wharves and docks of the City of' Bea-maont
are greatly in need of warehouse space, and one unit of said
iharves has fallen into the -river, and it is necessary to imme-
diately replAm and rebuild said unit of said wharf and to buil(d
additional warehouse space to take care of the increasing volume
of freight and traffic handled over said wharves and docks, creates
an imperative public necessity requiring this ordinance to take
effect immediately as an emergency measure.
ITOW, THEREFORE, BE IT ORDAINED BY THE CITY COLLMISSION
OF THE CITY OF BEATMONT:
Section 1,
That the City of Beaumont shall issue bonds as hereinafter
described for and on behalf of and upon the credit of the City
of Beaumont to borrow
to the extent of Three
Hundred
Seventy-five
Thousand Dollars (3'75.000.00)
to be devoted
to and
exp -ended for
the following purposes, to wit;
One Hundred Fifty Thousand Dollars (15090000-00) for
the purpose of improving and extending the streets and
highways of the City of Beaumont.
TrjW- Hundred Twenty-five Thousand Dollars (0225,000:00)
for-- the purpose of improving and extending.the municipal
wharf and dock facilities, including wharf terminals,
docks, warehouses, elevators, loading and unloading
devices, terminal railways incident to said wharves and
docks, and the general improvement and extension of
said municipal grater frontage facilities.
That said bonds provided for herein shall be and .are
issued under and by virtue of the Constitution and laws of the
State of Texas and the Charter of the City of Beaumont adopted
the 30th day of December,
1919,
and
the power and
authority
granted by SectionS 18 and
71 of
said
City Charter,
and all
other provisions in said charter pertaining to the, issuance of
bonds, and by Chapter 147 of the General laws of the State of:
Texas passed by the 33rd Legislature at its -regular session,
granting said powers to cities of more than five thousand

all other laws of the State of Texas pertaining to and authorizing
the issuance of said bonds,.
Section 2;
That said bonds in said sum of Three Hundred Seventy-five
Thousand Dollars (375,000.00) shall be divided into two series
and each series divided into forty (40) equal installments and
said series of said bonds shall be known and called each respect-
ively as"street and Highway Bonds"and"Wharf and Dock Bonds'; and
the Mayor of the City of Beaumont is hereby authorized and
directed to have _pr+epa-red and executed a set of -bond's for each
of said prarposes, as follows:
STREET AND: HIGHKAY BONDS, One Hundred Fifty Thousand
Dollars (0150,000,00) Street and Highway bonds to be divided
into one hundred fifty (150) bonds of the denomination of
One Thousand Dollars (01,000.00) each and numbered .from one.,

is hereby directed to take and have charge of. the above described
bonds pending their investigation by the xIttorney General of the
State of Texas, and upon their approval and registration he shall
proceed to sell the same at no less than their lace value and

interest on said Street and Highway Bonds, as well as the various
installments: of principal as the same shall respectively mat-wce;
there is hereby levied for the year 1925, and for each year there-
after, so long as the same may be necessary to provide the interest
and annual installments. of principal of said bonds, on. all of the
property in the City of Beaumont subject to' taxation, an additional
tax of Four Cents ( 004) on _ each One Hundred Dollars valuation of
all taxable property within the City .of Beaumont, or so much thereof

Section 6.
The fact that the streets and highways of the City of
Beaumont are badly in need of paving, improving and extending so
as to facilitate the, movement of traffic within the city, and
the wharves and docks of the City of Beaumont are greatly in need
of warehouse space,, and one unit of said wharves has fallen into the
river, and it is necessary to immediately replace and rebuild said
unit of said wharf and to build additional warehouse space to take
care of the increasing volume of freight and traffic handled over
said wharves and docks, creates an imperative public emergency
requiring the suspension of the rule requiring ordinances to be
-read on three separate days before their passage, and said rule
is hereby suspended and this ordinance. shall take effect from and
after the date of its passage and lawful publication.

City of Beaumont.
