Entitled an ordinance ordering an election to be
held in the Beaumont Independent School District, that is to
say; aZl of the City of Beaumont, and -in-addition thereto the
following described territory:
Beginning at a point: on:the division line between the Beaumont
City School District ani. the. French School District,. where said
line intersects the North line'of the Averill .additioh.- to. the
City of Beaumont, Texas:
Thence) in a west and southwestern direction with the .no rth. line.
of said Averill addition to its northwest corner; thence due
west to the division line between the French School District..
and the Amelia, School District; thence south with said' west `line
of said French School District to its southwest corner; - thence
east with the south line of the said French School District to.
the division line between said District and the Beaumont City
School District; thence north with said division, line to the
place of beginning;
and except the: territory ba longing to the South Park 'Ind ep end ent
School District and Common School District No. 5, commonly known
as the French School, as now existing, excepting the territory
above described; embraced within the boundaries of the City
of Beaumont.; including the above territory described by metes
and bounds,. to determine whether or, not bonds of said City shall
be issued .for the purpose of constructingei#e�
public free school buildings, arrT the purchasing or otherwise
acquiring the necessary grounds therefor, and. `t,o determine

maintenance of public free schools anal the erection and equipment

resen ed by the property values of that portion of'. said District

of Beaumont for school purposes bye. ordinance of the. City- of
:Beaumont passed November 27 1923, as compared with the. total
property values of said Common School District No'. 5, shall
be assumed by said Beaumont independent School District as
extended, and for determining whether or not the outstanding
bonded indebtedness of the Beaumont Independent School District
as it existed prior to November 27 19'23 shall be assmmesd by
..the said district as so extended, naming, the time and place of
holding said election, and -appointing officers thereof, providing
for tYn manner of holding said election and the giving of -notice

Section 1.
That an election shall be held in the Beaumont

of Beaumont, and in addition thereto the following described
territory:
Beginning. at a point on the division line between the Bekamont
City School District dzl,. the French School District, where said
line intersects the North line of the, Aver ill- Addition to the
Cityr of Beaumont, Texas;
thence in a west and southwestern direction with the north line
of said Averill Addition to it -s northwest corner; thence due
west to. the division ling between the, French School District
and the Amelia School Di stri et; thence south with said west line
of said French School District -to its southwest corner; thence
east. with the south line of the said French School District to
the division line between said .District and- the Beaumont; City
School District; thence nw.th with said division- line to the
place of beginning.;
and except the territory ,belonging to the: South Park Indep4ndeht
Sohool Riptriot and Common School District Na; 5, commonly known
as the French School, as nolt existing, excepting the territory
above described, embraced within the boundaries of: the City
of Beaumont; including the above territory desdribed by metes
and bounds, as embraced within the boundaries of the City of
Beaumont for school purposes, on the/th day of August, 1924,
at which election the following pznppetticns :Ball ba. submitted;
I: Shall. the City Commission of the City of Beaumont
be authorized to issue serial bonds of said City for the following
pur-po ses, and in the following amounts:'!-,
For the purpose of canstruo ting
public free school buildings, and the purchasing or otherwise
acquiring the necessary grounds therefor, Fifty Thousand
Dollars ($50000.00), the said bonds to be in denominations of
One Thousand Dollars ($1.1,000400) each, and payable in forty (40)
annual installments approximately as follows: Tiro , Thousand
Dollars (2;'000.00) per year for the first ten,.years, ' anal One

property values of that portion of said French, School District
taken into the- City of Beaumont for school p-arpo ses by ordinance
of the City of Beaumont passed November 2% 1923j as compared
with the total property valne*p of said Common School District

III: The question of whether or not the City of Beaumont
shall assume the pro rata part of the outstanding bonded indeb-
tedness for school purposes of that portion of the French School
District taken into the City by ordinanceas abov® described,
shall be submitted in the following- form; and there shall be
printed on the ballot used in said election the following:
"For assuming the pro rata part of the out
standing .bonded indebtedness of the French, School
District, known as Common. School District No. 5 of
Jefferson County, Texas, represented by the property
values of that portion of said District telten into.
the City of Beaumont, for school purposes, by ordinance
passed November 27, 1923, as compared with the total
property values of said Common School District No:, 5."

District, known as Common School District No: 5 of
Jefferson County, Texas, represented ,by the property
values of that per,tion of said .District taken into
the City of Beaumont for school purposes, by ordinance
passed November 27, 1923, as compared with the total
property values of said Common School District No. 51f.

• The said election shall be held under the provisions
of the State Law governing elections, and only- qualified voters
who pay taxes on property within the boundaries of the Beaumont
Independent

That a copy of this Ordinance, signed -by the Mayor
of the City of Beaumont and attested by the City Clerk of.the
City of Beaumont, shall serve as proper and sufficient notice,
of said election, and . the: Mayor is hereby directed to cause one
of each of said notices to be posted at each of the xom$al
places designated for holding said election, at least thirtLy--
(30) days prior to the date of holding of said election, ani,
the person posting said notices shall make a return on the copy
thereof, showing the time and place of said posting, which
return shall be filed in the
office
of the
City Clerk, and
shall beconclusive evidence
of the
posting
of said notice,
and a copy of this Ordinance shall be published once each week
for a period of three (31 weeks before the, date &," holding
said election, in a newspaper of general circulation. which
has been pant.inuously and regularly published in the City of
Beaumont for a period of one year prior to this date.

The fact that there is an urgent need for; the
repair of certain school buildings of the City of Beaumont
public free schools, and that' there is a lackfx funds to maketa

said repairs, the fact ,that .the present schoo.lArate of Sixty
Cents (60g) on the One Hundred Dollars worth of property
is insufficient for the maintenance of public free schools and
thea erection and equipment of school. buildings in the City
of Beaumont, creates an imperative public emergency, necessitating
the, suspension of the rule requiring ordinances to be read at
three separate, meetings b efore ' their passage; whereby said
rale; is hereby suspended, and. this ordinance shall go into
force and take effect from and after its passage:
Passed by -'the affiramtive vote of all members of
the Commission; this the 8th day of July, A. D. 1924.
