Section 1.
That an election be held in the City of Beaumont on the
lath day of July, 1931, at which election the following proposi-
tion shall be submitted:
Section 2.
Shall the City Commission of the City of Beaumont be
authorized to issue Serial Bonds of said City for the following
purposes and in the following amount;
For the purpose of opening, widening, extending..
altering, repairing, paving, and improving streets
and highvays in said City, including the construe -
tion of underpasses necessary and incidental to the
making of said irapro.veme?nts and the purchase or
acquisition of lands therefor in and for the City
of Beaumont.............................0'00,000.00
The said bonds to be payable i n forty (4 0) annual in-
stallments as follows:
5 9,000.00 each year for the first ten years.
18;000;.00 each year for the second ten years.
2'7,000.00 each year for the third ten years.
p 36,000.00 each year for the fourth ten years.
All of said bonds to bear interest at a. rate of not
to exceed five per cent (5%) per annum, such rate to be fixed
by the City Cornmi scion, interest on all bonds payable annually on
the first year and semi-annually on each year thereafter, and to
levy a tax sufficient to pay the interest on all said bonds and
create a, sinking fund sufficient to retire the same at maturity.
Section 3.

against the proposit ion to issue -said bonds shall run a line through
or across that section of said proposition printed on the ballot
beginning with the words,"For the issuance of serial bonds".
Section G:,
Said election shall be held under the provisions of the State
law governing. elections and only qualified voters who pay taxes on
property in the City of Beaumont as defined by the Constitution_ and
Laws of the State of .TeX as, shall be allowed to v-ote at. said
election'.
Section 7-'-
A copy of this ordinance, signed by the Tv�ayor of the City
of Beaumont and attested by the City Clerk of the City of Beaumont
shall serve as proper -and sufficient notice of said election, and
the Mayor is hereby directed to -cause one each of said notices

year prior to the date of the passage of this ordinance;
Section 8.
The fact that the streets and highways of the 'City of
Beaumont, are badly in need of opening, widening, extending,
altering, repairing,. paving and improving, so as to facilitate
the moving of traffic in the City, which is congested on
present improved -streets to such an extent as to be dangerous
to life and limb, -'creates an imperative public emergency necessi-
tating the suspension of the rule requiring ordinances to be read
on three separate days before their passage, and said rule is
hereby suspended and this ordinance shall -take effect from and
after the date of its passage:

affirmative vote of all members of the City Commission.

REPAIRING, PAVING, AND IMPROVING STREETS AND HIGHWAYS IN SAID CITY,
INCLUDING THE CONSTRUCTION OF UNDERPASSES NECESSARY AND INCIDENTAL
TO THE MAKING OF S ACD IMPROVEMENTS AND THE PURCHASE OR ACQUISITION
OF LANDS THEREFOR IN AND FOR THE CITY OF BEAUMONT; SAID BONDS TO
BEAR INTEREST AT A RATE OF NOT TO EXCEED 5% PER ANNUM, INTEREST ON
ALL BONDS PAYABLE ANNUALLY ON THE FIRST YEAR AND SEMI-ANNUALLY ON
EACH YEAR THEREAFTER, AND TO LEVY A TAX SUFFICIENT TO PAY THE INTER

authorized to issue Serial Bonds of said City for the following pur-
poses and in the following amount:
For the purpose of opening, -widening, extending,
altering, repairing, paving, and improving streets
and highways in said City, including the construc-
tion of underpasses necessary and incidental to the
making of said improvements and the purchase or
acquisition of lands therefor in and for the -City
of Beaumont..............................$900,000.00
The said bonds to be payable in forty (40) annual in-
stallments as follows:

All of said bonds to bear- interest at a rate of not

The question as to whether or not the City Commission

Section 7:
A copy of this ordinance, signed by the Mayor of the
City of Beaumont and attested by the City Clerk of the City of
Beaumont shall serve as proper and sufficient notice of said
election, and the Mayor is hereby directed to cause one 4g9 each of
said notic-es to be posted at each of the places designated for hold-
ing said elec-tion at least thirty (30) days prior to the date of
holding said election, and the person posting said notices shall
make a return on the copy thereof showing the time and place of said
posting, the return shall be filed in the office of the City Clerk
and shall be conclusive evidence of the posting of said notice, and
a copy of this ordinance shall be published once each week for a
period of thirty (30) days before the day of holding said election,
in a newspaper of general circulation which has been continuously
and regularly published in the City of Beaumont for a period of one
year prior to the date of the passage of this ordinance.
Section 8.
The fact that the streets and highways in the City of
Beaumont are badly in need of opening, widening, extending, altering,
repairing, paving and improving, so as to facilitate the moving of
traffic in the City, which is congested on present -improved streets to
such an extent as to be dangerous to life and limb, creates an im-
perative public emergency necessitating the suspension of the rule
requiring ordinances to be read on three separate days before their
passage, and said .rule is hereby suspended and this ordinance shall
take effect from and after the date of its passage.

affirmative vote of all members of the City Commission_,
