AN ORDINANCE
ORDERING AN ELECTION TO -BE HELD IN TILE CITY OF BEAUMONT
TO DETERMINE Vfff-IE THER OR NOT SERIAL BONDS OF SAID CIO[ [ SHALL BE
ISSUED FOR THE PURPOSE OF IMPROVING., REPAIRING, EXTENDING AND
EQUIPPING THE PUBLIC FAIR PARK OF THE CITY OF BEAUMONT, AND
ACQUIRING ADDITIONAL SITES THEREFOR; SAID BONDS TO BEAR INTEREST
AT A RATE OF NOT TO EXCEED 5% PER. ANNUM$_ - INTEREST ON ALL 'BONDS
PAYABLE ANNUALLY ON THE FIRST YEAR AND SEMI-ANNUALLY ON EACH
YEAR THEREAFTER., AND. TO LEVY A TAX SUFFICIENT TO PAY THE INTEREST
ON ALL SAID BONDS -AND CREATE A' SINKING FUND SUFFICIENT TO RETIRE
'THE- SAME AT MATURITY; NAMING TIE TIME AND-- PLACE OF HOLDING SAID
ELECTION AND APPOINTING OFFICERS THEREOF AND PROVIDING FOR THE
MANNER OF HOLDING SAID ELECTION$- ANDGIVING NOTICE THEREOF, AND
DECLARING AN EMERGENCY*'
BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF BEAUMONT:
Section 10
That an election be held in tthe City of Beaumont on the
28th day of Marchi 1931$ at which election the following propo-
sition shall be submitted:
Section 2,;
Shall the City Commission of tYj. City of Beaumont be
authorized to issue serial bonds of said City for the following
purpose and in the following amount:
For -the purpose of _improving-- repairing, -
extending and equipping the Public Fair
Park of the - City of Beaumont' and acquiring
additional sites therefor . . . $loa- 000 00
The said bonds' )to be payable in forty (40) annual installments
as follows:
1;000,00 each! year for the first ten years:
2--000:00 each year for the second ten years,
3., 000; 00 each year for the third ten years,
4$000:00 each year for the fourth ten years®
All of said bonds to bear interest at a rate of not to exceed
five per cent (5%) ' per annum$ such rate to be fixed by the City Com-
mission, interest on all bonds payable annually on the first year
and semi-annually on each year thereafter; and to levy a tax suf-
ficient to pay the interest on all -said bonds and create a sinking
fund sufficient to retire the sans at maturity.
Section 30
Said election shall be held at the -following places, to wit:
In the First Ward at the Averill School Building and
Central Fire Station'.
In the Second Ward at the City Hall;
In the _Third _Ward at the Sabine Pass Fire Station and

Section 5'
The question as to whether or not the City Commission shall
be authorized to issue said bonds shall be submitted in one propo- .
sition, and there shall be printed on the hallot used in said election

"PROPOSITION:
For the issuance of serial bonds of tle City of
Beaumont in the sum of $100J.00 0,00 for the purpose
of improving, repairing, extending and equipping
the Public Fair Park of the City of Beaumont and
acquiring additional sites therefor:
Against the issuance of serial bonds of the City of
Beaumont in the sun of $100,000-.00 for the purpose
of improving, repairing, extending and equipping
the Public Fair Park of the City of Beaumont and
acquiring additional- -sites therefor;"
And all voters desiring to support the proposition to issue
said bonds- shall -run a -line -through cr- -across that- section 'of- said ----
proposition reading on the ballot beginning Lith Us words, "Against
.the issuance of serial bonds"; and all voters desiring to- vote against
the proposition to issue said bonds shall run a line through or across
that ''section of said proposition. printed on the ballot beginning with
the words, "For the issuance of serial bonds."
Section 6®
Said election shall be held under the provisions of the State
law governing elections and only qualified voters ,who pay taxes on
property in ti -B City of Beaumont as. defined by the Constitution and
Laws of the State of Texas, shall be allowed to vote at said election.
Section 7
A copy of this ordinance., signed by the Mayor of tI-B City of
Beaumont and attested by the City Clerk of tle City of , Beaumont shall
serve as proper and sufficient notice of said election, and the
Mayor is hereby directed to cafe one each of said notices to be
posted at each of the places des,igna.ted for holding said election
et least thirty (30) days prior to the date -of- holding- said election."_ - and the person posting -said notices shall make a return on the copy
thereof showing the time and -place of said posting, the return
shall be filed in the office of the City Clerk. and shall be con-
clusive evidence of the .posting of said notice.- and a copy of this
ordinance shall be published once each week. for a- peri od of . thirty
(30) days before the day of holding said election, in a newspaper -
of general circulation which has been continuously and regularly

The fact that the public parks of the City of Beaunont and
the equipment therein are -wholly inadequate to provide the proper
recreation; amusement and training of the children that frequent-

requentsuch parks; resulting in improper kind of recreation, amusement and
training for such children, and the fact that Public Fair Park is
badly -in need of repairs and improvements for the protection of the
health and welfare of the citizens of Beaumont who desire to use such
Park; creates an imperative public emergency necessitating the sus-
pension of the rule requiring ordinances to be read on three separate
days before their passage., and said rule is hereby suspended and this
ordinance -shall take effect from and after the date of its passage-;
Passed this the 17th day of Februarys A. D. 1931; by the
affirmative vote of all members of the City Commission:
