HISTORIC LANDMARK COMMISSION

A Regular Meeting of the Historic Landmark Commission was held on May 13, 2019 and called
to order at 3:34 p.m. with the following members present:

APPROVAL OF MINUTES
Vice-Chairman LaBiche made a motion to approve the minutes of the Regular Meeting held on
April 8, 2019. Commissioner Makin seconded the motion. Motion to approve carried 8:0.
REGULAR MEETING
1) CA-3031: Request for a Certificate of Appropriateness to remove the decorative wall above
the porte -cochere.
Applicant: HRC Construction
Location: 2497 Liberty Avenue
Mrs. Josey presented the staff report. HRC Construction would like to remove the decorative
arched openings in the parapet above the porte-cochere at 2497 Liberty Avenue. This parapet
contains a row of upside down, scalloped perforations. In addition, the home owner would

like to remove the decorative eve surrounding the porte-cochere. HRC states that this flat eve
retains water, causing rot.
Staff recommended approval of removing the eve. However, staff recommended retaining
the arched openings that could be partially enclosed, leaving a recessed detail and therefore
retaining the architectural element.
The house is not listed in the SPARE survey.
Slides of the subject property were shown. The applicant was present. Margorie Schultz,
2497 Liberty Street, addressed the Commission. Mrs. Schultz expressed to the Commission
what she wanted to have done to her home. Discussion followed between Mrs. Schultz and
the Commission. Mrs. Schultz stated she had issues with her previous contractor and that she
preferred to have her home repaired the way it was. Vice-Chairman Blazek recommended
denying the request. Commissioner Templeton made a motion to deny the request for a
Certificate of Appropriateness to remove the decorative wall above the porte-cochere as
requested for CA-3031. Commissioner Sigee seconded the motion. Motion to deny carried
8:0.
2) CA-3035: Request for a Certificate of Appropriateness to expand front porch and replace
front windows.
Applicant: Saeed Daniali
Location: 2574 McFaddin
Mrs. Josey presented the staff report. Saeed Daniali removed the brick planters and wrought
iron columns from his porch and began to construct a wooden deck in front of his house
located at 2574 McFaddin Avenue. No Certificate of Appropriateness or permit was
requested prior to construction. In addition, the one over one double window on the front
porch was replaced with two (2) nine over nine windows.
The proposed deck porch is not typical of ranch style houses as demonstrated in A Field
Guide to American Houses (Virginia & Lee McAlester, 1984) pages 479-480.
Staff recommended denial of the request for the deck and railings and approval of the
windows and columns.
The house is not listed in the SPARE survey. Slides of the subject property were shown.
The applicant had no permits or permission when he began the project. Mrs. Josey passed
around a photo of the original structure. Discussion followed between Mrs. Josey and the

Commission. The applicant was present. Saeed Daniali, 7821 175 Street SW, Edmonds,
Washington addressed the Commission. Discussion followed between Mr. Daniali and the
Commission. Commissioner Blazek made the motion to approve the deck to existing porch,
approve the railings and columns as depicted in Vice-Chairman LaBiche’s suggestions,
replace the 1/1 windows with 9/9 windows and the framing for the windows will match the
framing on the home as requested for CA-3035. Vice-Chairman LaBiche seconded the

motion. Motion to approve carried 8:0.
3) CA-3048: Request for a Certificate of Appropriateness to restructure existing garage into
carport and obtain a waiver to eliminate sidewalks.
Applicant: Travis Berg
Location: 2098 McFaddin
Mrs. Josey presented the staff report. Travis Berg, property owner, is asking permission to
restructure an existing garage into an open air carport by demolishing the three exterior walls
th
visible from 5 Street. This property is located at 2098 McFaddin Street. Demo began
without a Certificate of Appropriateness or permit and a stop work order was issued. Plans
are attached of Mr. Berg’s concept for the carport.
Additionally, Mr. Berg wishes to obtain a sidewalk waiver. This waiver will excuse him from
th
having to reinstall the sidewalks that he removed along McFaddin Street and 5 Street. This
demolition was performed without permits or permission from the City.
Staff recommended approval of the request.
This house is in the 1990 SPARE Beaumont Survey. SPARE states the house was built c.
1904. The property was listed as a fine example of upper middle class housing built in
Beaumont after the first Spindletop boom.
Slides of the subject property were shown. The applicant was present. Travis Berg, 2098
McFaddin Street addressed the Commission. Discussion followed between Mr. Berg and the
Commission regarding removal of the sidewalk and restructuring his existing garage into a
carport. Inspector Luckey stated that she is receiving phone calls regarding the removal of
the sidewalk. Commissioner Sigee made a motion to approve the sidewalk waiver to
eliminate the sidewalk and approve the Certificate of Appropriateness to restructure the
existing garage into a carport as requested for file CA-3048. Commissioner Makin seconded
the motion. Chairman LaBiche wanted to further discuss the waiver to eliminate sidewalks.
Discussion followed. Vice-Chairman LaBiche wanted the sidewalk waiver to be presented to
City Council. Chris Boone stated that this was the first request for a sidewalk waiver the
Historic Commission. Further discussion followed. Chairman Blazek stated that a motion
had already been made and seconded. Motion to approve carried 7:1 (LaBiche).
4) CA-3031: Request for a Certificate of Appropriateness to replace six (6) windows and close
seven (7) windows.
Applicant: Ernesto Torres
Location: 2293 Hazel
Ernesto Torres, property owner, is asking permission to replace six (6) windows and
eliminate seven (7) windows for the house located at 2293 Hazel Street. Mr. Torres replaced
six windows with windows that do not match. The original windows varied in size and were
of a one over one profile. The new windows are close to the original size but all are six over
six. Replacement and enclosure of windows began without a Certificate of Appropriateness.

In addition, Mr. Torres removed original trim from all thirteen (13) windows.
Staff recommended denial of the request.
This house is in the 1990 SPARE Beaumont Survey. SPARE states the house was built c.
1925. The property was listed as a fine example of middle class housing built in Beaumont
after the second Spindletop boom.
Slides of the subject property were shown. Discussion followed. The applicant was present.
Ernesto Torres, 2293 Hazel, addressed the Commission. Discussion followed regarding
replacing the windows on the home. Commissioner Sigee asked the applicant if he was aware
that he needed a permit. The applicant replied he was not aware. No further discussion. Vice-
Chairman LaBiche made a motion to deny the request for a Certificate of Appropriateness to
replace six (6) windows and close seven (7) windows as request for file CA-3053.
Commissioner Sigee seconded the motion. Motion to deny carried 8:0. Chairman Blazek
stated to Mr. Torres that he needed to replace the windows that he eliminated and the
windows that have already been replaced need to be 1/1 windows.
5) Historic District Code Enforcement Report
Mrs. Luckey presented the Historic District Code Enforcement report. Discussion followed

regarding the Trash-off that will be held on Saturday, May 18, 2019 from 8a.m. to 12p.m.
OTHER BUSINESS
Mrs. Josey reminded the Commission to submit their resumes to her regarding their
designated positions.
