Jayme Broussard Toeppich has requested a Specific Use Permit to open an event center. The
proposed venue will be located at 434 Fannin Street with the neighboring property, 595 Park
Street, to be utilized for on-site parking for the event venue. The Central Business District zone
does not require any on-site parking.
The event center will host weddings, receptions and other events of that nature. Mrs. Toeppich
also intends for this space to be rented to clients for instructional or meeting space of various
professional groups or organizations.
All food will be prepared off site in a commercial kitchen and served by licensed caterers. No
alcohol will be sold by the venue.
Please note that final occupancy approval is subject to review and acceptance of submitted plans
and field inspections to verify compliance with applicable codes.

neighboring property, 595 Park Street, to be utilized for on-site.parking for the event venue. Both
properties are currently owned by E\n}USS8Pd'S Mortuary, Inc. and have been |e8S8d to 434

Development for the two story building located 8t434 F8DOiD Street has been divided into two
phases: first floor being phase one, and second floor, phase two. The first floor iGintended 8Sa
mixed use space (A-2 assembly) for special occasions and events. Based on the usable first floor

include repairs and renovations to the existing 2 -story building in order for the business to begin
operating out ofthe first floor. The second phase will involve renovations tothe second floor So

receptions, and -other similar events. The space may also rented by clients to serve as
instructional or meeting space for various professional groups or organizations.
The proposed renovationto the existing building --including the addition of large windows on the

aesthetic that fits perfectly into the bustling dOVVOtoVVO 8DvinoODl8Dt the City of BSsUDOoOt is
fostering. The proposed design will showcase the [D8iD building's [aVK early 20th century, UUDaO
f88|. The proposed improvements to the existing property are intended to enhance the
property's appearance and value aSwell aSthose Ofneighboring properties.
2. That the establishment of the specific use will not impede the normal and orderly
development and improvement ofsurrounding vacant property;
The surrounding V3CGDt property or its potential development will not be affected by the
establishment of the proposed specific Use. The establishment of this type of event center will
hopefully encourage the development of surrounding vacant properties as there will be a greater
need for businesses that cater to the types of events that will be held at this facility and at other
nearby venues such as The BH8UnDODt Club, Guga'a, and the Jefferson Thosdns.
3. That adequate utilities, access roads, drainage and other necessary supporting facilities
have been or will be provided;
The existing access roads and drainage are adequate. An additional storm drain line with inlets
(as DOCeasan) in proposed to be installed in the 10'-0" wide paved COUdvand between the two
existing buildings to improve the drainage inthat location. The drainage oD the existing paved
area which is proposed to be converted into 8 parking lot is sufficient and it should not be
negatively impacted by the proposed improvements as the iDlp8rV[0Ue area will be decreasing
due tothe addition oflandscape is|8Dda/peOinoU|oe.

The existing 2 -story building must be equipped throughout with @DNFPA13automatic sprinkler
system ositwill permit the existing combustible second floor structure (wood joists and decking)
to be exposed although the building is below the nOaXi0UrD area permitted under Table 506.2 of
the 2015 IBC for Occupancy Group Type A-2for DOD-GphO@eFed space. With the installation of
an aUtOnnGtio fire aUppF8SGiOO GystaDl. the [)VVOe[ can develop both floors of the building for
mixed use Ar2 8aae0b/y occupancy, subject tothe installation of two 72" openings for egress
on the ground floor /8SeUDliD0 potential oOOerg8OCy egnoSa from the second floor using the
existing open et8i[C8G'-,; however, on approved second [OeeDS of egress nlUSt be added to the
building. Apropoa8d new structure 0Uat be added to the property to provide asecoDd means
ofegress from the second floor bfthe main building.
A new electrical service is proposed to be installed OO the southwest xv@| of the OO8iO
building, closer to the VVaaƒeDl oo[Dar of the building. The electrical service is planned to be fed
by 8 proposed new underground line that will [UD the length of the COUrtvm[d between the two
existing buildings.
4. The design, location and arrangement of all driveways and parking spaces provides for
the safe and convenient movement mf vehicular and pedestrian traffic without adversely
affecting the general public or adjacent developments;
The location and arrangement of all existing driveways works well with the proposed parking lot�
layout. The addition nf37off-street parking spaces (including 2accessible spaces) dedicated
to the proposed event center, the FerODVal of the existing bank teller drive- hFU canopy, and the
addition of8marked driveway crossing and curb n80p(S) for @Daccessible route will provide for
the safe and convenient movement Ofvehicular and pedestrian traffic.
Adjacent developments will not be sffeuhyd by the design, location and arrangement of the
driveways as no ChGDg8S to them are proposed. The proposed parking lot will provide 8 safe
and convenient alternative to street parking for event tenants and guests.
5' That adequate nuisance prevention measures have been or will be taken to prevent or
control offensive odor, fumes, dust, noise and vibration;

dust, and vibration. The only foreseeable potential DUis8OC8 for this business VVOU|d be c9Uo8d
by OOU8ic being played inside the [D8iO building, such as during 8VVeddiDg n8naDtioD. The
Beaumont Club building (to the northeast) is the only neighboring property adjoining this
property that could baaffected byany potential noise issues.
The two facilities (The Beaumont Club and this proposed hospital both host
similar types ofevents. Ithas been discussed with Christina [)e}o8diU0Crawford, owner OfThe
Beaumont Club [TBC\.that TBC mainly hosts events during the hours of1O:OO 8.00.-0:0O p.m.
E0eD[n held at this proposed event center, VVhePa noise might be a CODca[n. will [nOsf|Y occur
after 6:00 p.m. It has also been decided that most events will be held at co0p|iDnGDt8[y times
and not 8tconflicting times.
Excessive sound transmission isaUoS from one building to the other will be addressed by the
bUikjiDQ owners if it bSCODleS @ DUiGaOQa; however, the party xVG|ks (on the property /in*)
separating the two buildings are [n000Ory construction, more than 1'-0" thick. and ohOU|d
provide a sound t[8DsDniSaioD ol8eo (STC) rating greater than 50. EX±8hO[ noise |eVe|e will be
kept to 85 dB(A) between the hDUcS Of 10:00 p.m. to 7:00 a.m.
