STAFF REPORT
Arceneaux, Wilson & Cole has requested Preliminary Plat approval of Barrington
Heights, Phase XII. This item was approved in February. However, after gaining
approval, the owner decided they would like add an additional cul-de-sac. Therefore,
this item has been submitted for approval of the revised preliminary plat.
This development is located in the 6500 block of Claybourn Drive. The 11.7315 acre
development is a twenty-eight lot residential subdivision in an R -S (Residential
Single -Family Dwelling) District. 'Wexler Circle, Emory Circle and Trenton Lane will
have 50 ft. rights-of-way and 28' pavement widths. The extensions of Claybourn Drive
and Valmont Avenue will have 60' wide right-of-ways with 37' pavement widths.
Water and sewer will be provided by extension of City utilities.
The Planning staff recommends approval of the request.
This item was sent to all interested parties.

Transmitted herewith in regard to the above referenced project are the following:
1) Four (4) copies of the revised preliminary plat for Phase XII
2) $350.00 plat application and processing fee (check no. 1392)
3) Two (2) copies of the updated conceptual development plan
4) Reduced copies (8" X 11 ") of the preliminary plat and conceptual development plan
for your staff report
5) Three (3) copies of the revised project drainage plan and design computations
(Valmont system approved as a part of Phase VIII and updated for Phase 1X-
12/08/2010 -per revised City criteria)
6) Diskette containing .pdf images of the preliminary plat, conceptual development
plan, drainage plan/computations, and this transmittal letter.
Our original plat submittal of Phase XII consisted of 21 lots and was approved by the Planning
Commission at their February meeting. Added to the 21 lot plan, is the extension of Claybourn
Drive and the addition of 7 lots fronting Trenton Lane. All lots are proposed for new single family
residences and are in keeping with the attached conceptual development plan. As with all
previous phases of this development, sidewalks will be constructed on both sides of all streets as
construction of each home is completed per existing subdivision requirements and the recorded
restrictions. Handicap ramps and landings will be constructed at all intersections by the
owner/builder of each corner lot. The lots in Phase XII will utilize the existing mail kiosk located at
the intersection of Barrington Avenue and Claybourn Drive for mail service. Street identification
signage and stop signs will be placed where applicable by the developer in accordance with City
requirements. A 4 -way stop is planned for the intersection of Claybourn Drive and Valmont
Avenue.

All street, storm sewer, xvater, and sanitary sewer improvements will be constructed to City
specifications. Upon final iDsDediOO/@pproVa| of these i0pFUVe0eOt8 and in conjunction with
provisions for any required easements for access, the developer will request that future
maintenance of these improvements be accepted by the City. Primary and secondary electrical
service will be underground throughout the subdivision. A total of nine (9) cobra -head street lamps
will be placed at the locations BhoVVO OO the preliminary plat. Telephone, g8S. and cable TV
services will also be installed to serve this development. Refleutiva, temporary barricades will be
placed otthe ends ofpavement for the extension of[||ayboUrnDrive and south turnout for Trenton
Lane.

Avenue tOthe existing 8" main on Claybourn Drive and extending the, 10" main west with plans to
complete the loop/tie-in with the existing 10" main just east of the bridge as a part of the next
construction phase in 2020. 1^water service lines will be constructed to serve each lot. The
existing 12" sanitary sewer trunk line will be extended north on Valmont Avenue and west along
the south side Vfthe QmyboVrn extension toserve the remaining lot inthis development. All lateral
sewer lines will be 8" with single and dual 4" service lines constructed to serve each lot.
The Valmont Avenue trunk system ofunderground storm sewer was submitted and approved by
the City asGpart mfthe construction onPhase \4Uand Phase IXUnderground storm sewers will
be constructed on Valmont Avenue and the extension of Claybourn Drive outfalling to DD6 ditch
no. 123-D.Atemporary pilot channel will be constructed from the end cfpavement for Phase XII
and extend approximately 210 feet to a section of 42" otmnn sewer that will tie-in to the OD8
ch8DD8|` complete with concrete [ip[8p lining. The pilot channel will be maintained by the
developer until nap|mued with storm aevve[ per the attached drainage plan as a part of the next
phase iO2O2O./\Storm Water Pollution Prevention Plan (GVVP3)will b8prepared for Phase }{||.
Control measures will be implemented per State (TCEQ) and Federal (EPA) Regulations on this
project along with a supplemental Grading Permit as required by the City of Beaumont.
Phase X11 of Barrington Heights will embrace the same restrictive covenants imposed on the
previous eleven (11) development phases as recorded under County Clerk's File No. 96-9637003
of the Real Property Records of Jefferson County, Texas, making these |uto a part of the
established B8n'iOgtOO Heights Owners Association.

City departments and 0[}6, and approved on April 31 2019. BrvaterContracting will begin work
