AN ORDINANCE
ENTITLED AN ORDINANCE REPEALING THOSE PORTIONS OF THE
HEREINAFTER REFERRED TO RESOLUTIONS AND PROCEEDINGS IN SO FAR
AS THE SAME AFFECT THE PROCEEDINGS BY THE CITY OF BEAUMONT
TAKEN TO CAUSE THE PAVING OF BOLIVAR STREET FROM WEST SIDE CF
PARK STREET TO EAST SIDE (F AVENUE C. AND DECLARING AN EMERGENCY.
WHEREAS, it appears that the proceedings heretofore
taken to effect the paving of the above named street and to assess
a lien upon the abutting property owners has been made inoperative
and impracticable as to that portion of Bolivar Street from west
side of Park Street to east side of Avenue C by reason of the
fact that a portion of said street has not been dedicated for
street purposes and opened, and it is deemed advisable by the
City Commission of the City of Beaumont to advertise for bids and
to relet contracts with reference to the paving of said street
between the west side of Park Street and the east side of Avenue
Aand it is necessary to institute proceedings for fixing the
liens against the abutting property owners on said street for
the paving of same;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF BEAUMONT:
Sect1on 1.
That all resolutions and proceedings heretofore enacted
or passed with reference to the paving of Bolivar Street from
west side of Park Street to east side of Avenue C be and the same
are hereby repealed insofar as the same affect the paving of
said street, but this Ordinance shall not affect the resolutions
or proceedings enacted or passed with reference to any streets
not mentioned herein;
Section 2;
Whereas, Bolivar Street from west side of Park Street to
east side of Avenue A is in bad condition and is badly in need
of paving in order to facilitate the heavy traffic over the same,
and whereas it is necessary to institute new proceedings for
assessing costs of paving said street against the abutting pro-
perty owners thereon, therefore an imperative public necessity
exists creating an emergency requiring the suspension of the rule
requiring ordinances to be read on three (3) several days before
their g, s s age said rule is hereby suspended and this ordinance
shall take effect from and after its passage and publication:

affirmative vote of all members of the City Commission;
