ORDINANCE NO.
AN ORDINANCE FOR THE PURPOSE OF FIXING THE RATES AND
CHARGES FOR ELECTRICAL ENERGY FURNISHED TO CERTAIN
CLASSES OF CUSTOMERS WITHIN THE CITY OF HEAUMONT,
TEXAS, BY THE GULF STATES UTILITIES COMPANY (HEREIN-
AFTER FOR BREVITY REFERRED TO AS THS; COMPANY); DE-
FINING THE CLASSES OF CONSUMERS AND THE CONDITIONS
UNDER WHICH SUCH RATES AND CHARGES SHALL APPLY; AND
REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN
CONFLICT HEREWITH. -
Be it ordained by the Commission of the City of
Beaumont, Texas.
SECTION I
The following rates and charges, except as herein
otherwise provided, shall apply to the classes of services and
the conditions hereafter set forth as follows:
COMBINED LIGHTING & POWER RATE
Availability:
This rate is available under the regular terms and
conditions of the Company for all uses of electricity by Commer-
cial customers having demands of 50 Kw. or more.
Rate:
A Demand Charge of
First 50 K.W. of demand V3.00 per K.W. per month
Excess " " v2.00
Plus an Energy Charge of
First 5,000 Kw -h. used per month -2 1/2je per Kw -h.
Excess " " " " -19
Fuel Clause:
Operating when cost of fuel to Company is less than
90,0 per barrel or greater than :+1.20 per barrel.
Minimum Charge:
The Demand Charge as shown above.
FULL USE RESIIE;NCE RATE
Availability:
This rate is available under the regular terms and
conditions of the Company for all domestic uses of electricity
in a home in which there is permanently installed and regularly
used, one or more of the following appliances:
(a) Electric range of not less than 4,000 watt capacity
(b) Electric water heater of not less than 12500 watt
capacity.
(c) Electric refrigerator—of-not less than 3 1/2 cubic
feet storage capacity.

This rate is subject to approval by the Company of
all equipment used.
This rate is not available for customers who supply
electricity to two or more tenants of duplex or apartment houses
through one meter.
Rate:
$1.25 per month for first four rooms or less

.04 " Kw -h. for the first 125 KSI -h.
.02 " " " all excess Kw -h.
Minimum Charge:
*2.50 per month.
LIMITED USE - RESIDENCE RATE
Availability:
This rate is available under the regular terms and
conditions of the Company for domestic lighting. It is also
available under the regular terms and conditions of the Company
for other domestic uses of electricity of customers not eligible
to the Electric Home Service Rate, or not desiring to make use
of the same.

COMMERCIAL LIGHTING - METERED
This rate is available under the regular terms and
conditions of the Company for lighting purposes other than domes-

of the Company for other uses of electricity which are not eligi-
ble to other rates of the Company.

9 1/2X per Kw -h.

Minimum charge:
for first 25 Kw -h.

SECTION II
The above rates and charges are optional to all present
consumers falling within the above designated classes, that is
to say, they may continue upon the same rates and charges now
obtaining; but all new consumers and new locations falling

within the above designated classifications will pay the rates
and charges for electrical energy as herein above set forth ap-
plying to the classes above designated and defined.
SECTION III.
The rates and charges for electrical energy for
all present users and locations not falling within one of the
above designated and described classifications shall be and re-
main the same as they now obtain.
SECTION IV.
All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTION V.
This ordinance shall be published once, after fin-
al passage, in the Beaumont !44 the same being a news-
paper published and having a general circulation in the said
City of Beaumont and shall be in force and effect thirty (30)
days after its adoption on its third and final reading and fil-
ing of acceptance.

Gentlemen:
Some time ago, Mayor Renfro, in a conference
with the writer, asked if it were possible to make a re-
duction in our lighting rates that would be helpful par-
ticularly to the small users. He was advised at that
time that, in accordance with this company's policy of
doing everything it can to enable our customers to enjoy
the maximum benefits of electric service at the lowest
cost, we were studying our rates with the idea of reduc-
ing them if possible. In addition, we also wished to do
all we could to cooperate with the general movement of
helping small Rage earners.
Believing that our customers who use a small
amount of our service desire to use more of it, and hoping
that they will do so if rates.are reduced, we, therefore,
have come to the conclusion that the most constructive
step we can take along the line of improvement and cooper-
ation with the move to help small wage earners is to re-
duce our 9J¢ rate to 8J¢.
We are glad to be able to advise you that ef-
fective with meter readings taken on and after November 1,
we will reduce RateLR-1 for residence service from 92¢
/ per Kw -h. for the first 25 Kw -h. used per month to 82¢ per
�( Kw -h. for the first 25 Kw -h. used per month. We will also
reduce Rate CL -1 for commercial lighting from 92¢ per Kw -h.
for the first 25 Kw -h. used per mon to 82¢ per Kw -h. for
the first 25 Kw -h. used per month.rTThese reductions amount
to 102 on the first 25 Kw -h. used per month. We are at-
taching hereto copies of the new rates.
We sincerely hope that our customers will res-
pond with the hoped for increase in the use of energy be-
cause in view of our present unsatisfactory earnings, we
cannot afford a loss of revenue. A loss of revenue would
be particularly harmful at this time because our costs are
steadily rising in accordance with the price trend of the
times.

I. APPLICABILITY
Schedule 202
This rate is applicable under the regular terms and conditions of the Company for all domestic purposes in
single family residences or individual apartments.
II. ENERGY CHARGE

III. MOTOR LOAD CHARGE
For customers with motor loads, there will be a charge for the excess over three horsepower. The charge
will be $1.00 per month per horsepower for the first three horsepower of such excess and $ .50 per month per
horsepower for each additional horsepower of the maximum motor load connected during the twelve months
period ending with the current month. The motor load will be the total of the name plate ratings of all motors
connected except that no motors of less than one horsepower will be counted.
IV. MINIMUM CHARGE
$1.00 per month plus the motor load charge specified in Section III.

METERED RATE FOR TIME -CONTROLLED
WATER HEATING
I. AVAILABILITY
This rate is applicable under the regular terms and conditions of the Company for Off -Peak storage water beating
only, subject to the following regulations:
1. The supply of electricity shall be limited to the hours during which the equipment utilized by Company's
peak load has been released and during which the use of electricity is at a minimum. The Company will
establish these hours from time to time, and will have sole control of the timing equipment. The customer
is guaranteed that the hours of operation permitted will be sufficient for at least one complete charging
period every 24 hours.
2. The application of this rate is subject to the approval by the Company of all equipment used

I. APPLICABILITY

This rate is applicable under the regular terms and conditions of the Company to the total lighting and
power service of any Commercial customer if taken through a single meter or metering equipment in accord-
ance with the Company's rules and regulations and if the power factor of the total load is 0.85 or higher during
all months of the year.
II. RATE

If both single phase and three phase service are taken customers' wiring must terminate at a common
metering point in order that service will be measured by a single meter or metering equipment as required in

For customers with connected loads up to, and including, 5 kilowatts, the minimum charge per month
will be $1.00 per kilowatt of connected load, but not less than $1.00 per month.
For customers with connected loads in excess of 5 kilowatts the minimum charge will be $1.00 per
kilowatt of measured load. The load upon which the minimum charge is based will be not less than 25% of
the greatest load determined in accordance with Section III created during the 12 months ending with the

horse -power or more of electric service for general power or who use commercial electric refrigerators of any
size. For Customers with total measured loads of not less than 15 kilowatts, incidental lighting is eligible to
this rate if taken through the same meter and if the total lighting load of the Customer does not exceed ten
per cent (1001o) of the total load.

phase service at a nominal voltage of 120/240 volts. A discount of 2010 will be allowed from these rates if service
is metered at a nominal voltage of not less than 2400 volts available at the point of service and if the Company
is required to transform all or part of the service to a lower voltage. This discount will be increased to a total
of 6010 if service is taken at a nominal voltage of not less than 2400 volts and the Company is not required to
transform any of the service to a lower voltage.
VI. USE OF SERVICE
Electric service furnished under this rate shall not be used by the Customer as an auxiliary or supple-
mentary service to engines or other prime movers, or to any other source of power. Customers shall not sub-
meter any electric service used by tenants, or sub -meter and resell any energy purchased under this rate.

The power factor of loads up to 100 kw shall be 0.80 or higher.
Whenever the measured load of a customer is 100 kilowatts or more, the following power factor adjustments will
be made. Power factor measurement will be trade on the basis of average monthly power factor.
For Customers with power factors of less than 0.80, the measured load will be adjusted by dividing by the
actual power factor, then multiplying by 0.80.
For Customers with power factors of more than 0.90, lagging, the treasured load will be adjusted by dividing
by the actual power factor, then multiplying by 0.90.
For Customers with power factors between 0.80 and 1.00 leading, the measured load will be adjusted by
multiplying by 0.90.
VI. MINIMUM REQUIREMENTS
The load for billing purposes will be not less than 15 kilowatts nor less than 255/o of the contract power.
The minimum charge under this rate will be the maximum load charge.

any thirty (30) minute interval of the current month subject to power factor adjustment and minimum requirements

The bill will be increased or decreased at the rate of 0.016c per kwh for each lc variation in the cost of fuel
above 7.5c or below 7.0c per million BTU during the preceding month. Such charge or credit will be applied only to the
percentage of kwh generated by the Company. Computations of the average cost of fuel and the percentage of kwh to
which the charge or credit applies will be determined on the basis of units generating electric energy only, excluding the
generation to furnish the requirements of the steam -electric customers.
