AUTHORIZING THE VACATING AND CLOSING OF SECOND STREET
FROM LAUREL AVENUE TO THE TEXAS AND NEW ORLEANS RAILROAD RIGHT-
OF-WAYS IN THE CITY (F BEAUMONT* EXCEPT INHERE SECOND STREET
INTERSECTS SOUTH STREET, WHICH INTERSECTION IS TO BE LEFT OPEN:
Whereas, a petition duly signed by Beaumont Rice Mills,
acting by and through its President, J. E. Broussard, and
Boykin Machinery & Supply Company, acting by and throu7gh its
Secretary and Treasurer, E. L. Boykin, owners of all the property
abutting on Second Street between Laurel Avenue and the Texas &
New Orleans Railroad right of way in the City of Beaumont, has
been presented to the City Commission of the City'of Beaumont,
requesting that such street be closed and vacated;
NOMI, THEREFORE, BE IT ORDAINED BY THE CITY COLUJISSION
OF THE CITY (IF BEAUMONT:

That Second Street, from Laurel Avenue to the Texas & New
Orleans �Lailroad right of way in the City of Beaumont, be and
the same is hereby authorized to be vacated and closed, except
where said Second Street intersects South Street, which intersection
is to be left open, and that the title to such street shall revert
to and become the property of the respective owners of the land
bordering on Second Street from Laurel Avenue to the Texas & New
Orleans Raj.lroad right of way in the City of Beaumont, as provided
by law; provided, however, that the closing of said portion of
said street shall in no way affect the rights of the City as
to placing and maintaining therein of any sewer or water lines,
or any other service or utility of the City, all of which rights
are hereby reserved;

Beaumont, Texas.
Gentlemen # -
We hereby petition you to close Second Street between
Laurel Avenue and South Street, in the City of Beaumont,
Texas, subject to the rights of the Texas and New Orleans
Railroad Company as per franchise dated June 6, 1911.
We own all the property abutting on each side of this
part of Second Street and on which our plant is located.
It is contemplated to make certain enlargements to our plant.
Our plan for such enlargements provide for the joining of
such improvements on these two different pieces of property,
and it will be a convenience and aid to us in having this
street closed.
While there appears to be a public street at the place
designated, still same is not now, nor has it ever been used
to any great extent by the public. It has been more in the
nature of a private street maintained by us, and the public
will suffer no inconvenience in the closing of same.
Attached hereto is a sketch showing the location of that
portion of the street in color desired to be close4p

The undersigned, owning all the property in the two blocks
abutting Second Street immediately South of the street asked to
be closed by the above petition, offer no objection to the closing
of that part of Second Street as per the petition of the Boykin
Machinery & Supply Company, provided that Second Street is also
closed between South Street and T. & N. 0. right -of -say.

We. the undersigned, the owners of the property
abutting on each side of Second Street lying between
South Street, and the Texas and New Orleans Railroad
Companies Right of Wayq in the City of Beaumont, Texas,
hereby petition you to close said portion of Second Street
as a public Street.
The closing of said street to be made subject to
the rights of the Texas & New Orleans Railroad Company to
or any o the r railroad who may be given the rights to
maintain and operate its txacke in, along and upon said
street for the purpose of serving industries that may be
located along said Second Street or beyond same,

Dear Sir.
In regard& to the closing of Second street between Laurel Ave and
Pecos street will say.
It would present no serious menace unless we were confronted with
a large fire in the Rice Mill Bldgs,it would then be a serious handicap
to us and especially so if buildings were erected between the present
Rico Mill Structures,thero would be a possiblity of a truck getting
trapped and being unable to get out, it would also mean that we would
be unable to reach a firs but from South St,and the R.R.traoks in the
rear,this would apply pR'-`ticularly to the Mill building itself,thsre
would also be the possibility of a fire spreading from one building to
another due to the inaccessibility -f reaching it from the exposure side.
The same conditions would apply,ja a lesser extent hovever,in the
event that the Boykin Machine Works srected a building between the t10
now standing.
The possibilities as to what could happen are herewith outlined from
a Fire Dept standpoint.
