AN ORDINANCE
ENTITLED AN ORDINANCE ORDERING AN ELECTION TO BE HELD
IN THE CITY OF BEAUMONT TO DETERMINE WHETHER OR NOT SERIAL
BONDS OF SAID CITY SHALL BE ISSUED FOR THE PURPOSE OF IMPROV-
ING, EXTENDING AND REPAIRING THE STREETS AND HIGHWAYS OF THE
CITY OF BEAUMONT; FOR THE PURPOSE OF OPENING, IMPROVING AND
WIDENING THE STREETS AND HIGHWAYS OF THE CITY OF BEAUMONT;
FOR THE PURPOSE OF IIMPROVING, EXTENDING AND REPAIRING THE
SEWERAGE SYSTEM OF THE CITY OF BEAUMONT; FOR THE PURPOSE OF
IMP RAJ V ING, EXTENDING AND EQU IPP ING THE PUBLIC PARKS OF TIM
CITY OF BEAUMONT AND ACQUIRING NECESSARY SITES THEREFOR, EXCEPT
TYRRELL PUBLIC PARK AND PUBLIC FAIR PARK; FOR THE PURPOSE OF
IMPROVING AND EQUIPPING THE TYRRELL PUBLIC PARK OF THE CITY
OF BEAUMONT; FOR THE PURPOSE OF IMPROVING, EXTENDING AND
EQUIPPING THE PUBLIC ?AIR PARK OF THE CITY OF BEAUMONT; FOR
THE PURPOSE OF ACQUIRING A SITE FOR AN AIR PORT FOR THE CITY
OF BEAUMONT AND PROVIDING THE NECESSARY IMPROVEMENTS AND
EQUIPMENT THEREFOR; FOR THE PURPOSE OF BUILDING, IMPROVING,
REPAIRING AND EQUIPPING FIRE STATIONS AND ACQUIRING NECESSARY
SITES THEREFOR; FOR THE PURPOSE OF IMPROVING, REPAIRING AND
EQUIPPING THE PUBLIC BUILDINGS, THAT IS, THE CITY HALL AND
POLICE STATION OF THE CITY OF BEAUMONT; FOR THE PURPOSE OF
IMPROVING AND EXTENDING THE WATER WORKS SYSTEM AND FACILITIES
OF THE CITY OF BEAUMONT; FOR THE PURPOSE OF IMPROVING, EXTENDING,
REPAIRING AND EQUIPPING THE PRESENT WHARVES AND DOCKS OF THE
CITY OF HEATZIONT AND ACQUIRING ADDITIONAL SITES THEREFOR; FOR
THE PURPOSE OF ACQUIRING ADDITIONAL NECESSARY SITES FOR WHARVES
AND DOCKS FOR THE CITY OF BEAUMONT AND IMPROVING AND EQUIPPING
THE SAME; FOR THE PURPOSE OF REFUNDING PART OF THE OUTSTNNDING
INIEBTEDNESS OF THE CITY OF BEEATMONT REPRESENTED BY ONE HUNDRED
FIFTY WARRANTS OF ONE THOUSAND DOLLARS EACH, ISSUED BY THE
CITY C MWISS ION BY 0 RD MLNCE PASSED ON THE 6TH DAY OF NOVEMBER,
1928; SAID BONDS TO BEAR INTEREST AT THE RATE OF_ 4 % PER ANNUM,
INTEREST ON ALL BONDS PAYABLE ANNUALLY ON THE FIRST YEAR AND
SEMI-ANNUALLY ON EACH YEAR THEREAFTER, AND TO LEVY A TAX
SUFFICIENT TO PAY THE INTEREST ON ALL SAID BONDS AND CRATE
A SINKING FUND SUFFICIENT TO RETIRE THE SAME AT MATURITY;
NAMING THE TIME AND PLACE OF HOLDING SAID ELECTION AND APPOINT-
ING OFFICERS THEREOF AND PROVIDING FOR THE MANNER OF HOLDING
SAID ELECTION AND GIVING NOTICE THEREOF, AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COMISSION OF THE CITY
OF BEAUMONT:
Section I.
That an election be held in the City of Beaumont on the
4th day of May, 1929, at which election the following propositions
shall be submitted.
Section II.
Shall the City Com*ission of the City of Beaumont be
authorized to issue serial bonds of said City for the following
purposes and in the following amounts:
For the purpose of improving, extending and
repairing the streets and highways of the City
of Beaumont 41,0009000.

The said bonds, except the above mentioned refunding bonds,
to be payable in forty (40) annual installments follows:

Said refunding bonds to be payable in twenty (20) annual
installments as follows:

All of said bonds to bear interest at the rate of four
and one-half ( ) per cent per annum, interest on all bonds
payable annually on the first year and semi-annually on each
year thereafter, and to Levy a tax sufficient to pay the interest
on all said bonds and create a sinking fund sufficient to retire
the same at maturity.
Section III.
Said election shall be held at the following places,
to wit:
In the First Ward at the French High School
Building, and Central Fire Station.
In the Second Ward at the City Hall.
In the Third Ward at the Jefferson County Court
House, Sabine Pass Fire Station, and South Park
Elementary School Building on Highland Aveme.
Section IV.
The following named persons are appointed presiding judges
of their respective voting boxes, with the authority to select
and appoint their own clerks:
At the French High School Building, R. E. Woodham.
At the Central Fire Station, J. G. Fuqua.
At the City Hall, S. E. Bigham.
At the Sefferson County Court House, Paul Millard.
At the Sabine Pass Fire Station, 0. A. Ernest.
At the South Park Elementary School Building, T. A. Allen.
Section V.

The questions as to whether or not the City Commission
sh&ll be ea thorized to issue said bonds shall be submitted in
thirteen propositions, and there shall be printed on the ballot

' FIRST PROPOS IT ION
For the issuance of serial bonds of the City of
Beaumont in the sum of $1,000,000.00 for the
purpose of improving, extending and repairing
the streets and highways of the City of Beaumont.
Against the issuance of serial bonds of the City
of Beaumont in the sum of $1, 000, 000.00 for the
purpose of improving, extending an& repairing
the streets and highways of the City of Beaumont.

SECOND PROPOSIT mN
For the issuance of serial bonds of the City
of Beaumont in the sum of $350,000.00 for the
purpose of opening, improving and widening the
streets arta highways of the City of Beaumont.
Against the issuance of serial bonds of the
City of Beaumont in the sum of $.350,000.00 for
the purpose of opening, improving and widening
the streets and highways of the City of Beaumont.
THIRD PROPOSITION
For the issuance of serial bonds of the City
of Beaumont in the sum of $600,000.00 for the
purpose of improving, extending and repairing
the sewerage system of the City of Beaumont.
Against the issuance of serial bonds of the
City of Beaumont in the sum of $600,000.00 for
the purpose of improving, extending and repair-
ing the sewerage system of the City of Beaumont.
FOURTH PROPOSITION
For the issuance of serial bonds of the City
of Beaumont in the sum of $75,000.00 for the
purpose of improving, extending and equipping
the public parks of the City of Beaumont and
acquiring necessary sites therefor, except Tyrrell
Public Park and Public Fair Park.
Against the issuance of serial bonds of the City
of Beaumont in the sum of 475,000.00 for the
purpose of improving, extending and equipping
the public parks of the City of Beaumont and
acquiring necessary sites therefor, except Tyrrell
Public Park aryl Public Fair Park.
FIFTH PROPOS IT ION
For the issuame of serial bonds of the City
of Beaumont in the sum of $100,000.00 for the
purpose of improving and equipping the Tyrrell
Public Park of the City of Beaumont.
Against the issuance of serial bonds of the City
of Beaumont in the sum of $100,000.00 for the
purpose of improving and equipping the Tyrrell
Public Park of the City of Beaumont.
S IXTH PROPOS IT ION
For the issuance of serial bonds of the City
of Beaumont in the sum of $175,000.00 for the
purpose of improving, extending and equipping
the Public Fair Park of the City of Beaumont.
Against the issuance of serial bonds of the City
of Beaumont in the sum of $175,000.00 for the
purpose of improving, extending and equipping
the Public Fair Park of the City of Beaumont.

SEVENTH PROPOSITION
For the issuanee of serial bonds of the City
of Beaumont in the sum of $100,000.00 for the
purpose of acquiring a site for an air port for
the City of Beaumont and providing the necessary
improvements and equipment therefor.
Against the issuance of serial bonds of the City

EIGHTH PROPOSITION
For the issuance of serial bonds of the City
of Beaumont in the sum of $200,000.00 for the
purpose of building, improving, repairing and
equipping fire stations and acquiring necessary
sites therefor.
Against the issuance of serial bonds of the City
of Beaumont in the sum of $200,000.00 for the
purpose of building, improving, repairing and
equipping fire stations and acquiring necessary
sites therefor.
NINTH PROPOS IT ION
For the issuance of serial bonds of the City
of Beaumont in the sum of $40,000.00 for the
purpose of improving, repairing and equipping
the public buildings, that is, the City Hall
and Police Station of the City of Beaumont.
Against the issuance of serial bonds of the City
of Beaumont in the sum of $40,000.00 for the
purpose of improving, repairing and equipping
the public buildings, that is, the City Hall
and Police Station of the City cf Boa7.mont.
TENTH PROPOSITION
For the is nuance of serial bonds of the City
of Beaumont in the sum of $125,000.00 for the
purpose of improving and extending the Water
Works system and facilities of the City of
Beaumont.
Against the issuance of serial bonds of the City
of Beaumont in the sum of $125,000,00 for the
purpose of improving and ex*ending the Water
Works system and facilities of the City of
Beaumont.
ELEVENTH PROPOSITION
For the issuance of serial bonds of the City
of Beaumont in the sum of $400,000.00 for the
purpose of improving, extending, repairing and
equipping the present wharves and docks of the
City of Beaumont and acquiring additional sites
therefor.

TWELFTH PROPOSITION
For the issuance of serial bonds of the City

purpose of acquiring additional necessary sites
for wharves and docks for the City of Beaa.mont
and improving and equipping the same.
Against the issuance of serial bonds of the City
of Beaumont in the sum of $1,850,000.00 for the
), purpose of acquiring additional necessary sites
for wharves and docks for the City of Beaumont
f and improving and equipping the same.
THIRTEENTH PROPOS IT ION
For the issuance of serial bonds of the City
of Bearmont in the sum of $150,000.00 for the
purpose of refunding part of the outstanding
indebtedness of the City of Beaumont represented
by one hundred fifty warrants of one thousand
dollars each, issued by the City Commission by
ordinance passed on the 6th day of November, 1928.
Against the issuance of serial bonds of the City
of Beaumont in the sum of $150,000.00 for the
purpose of refunding part of the outstanding
indebtedness of the City of Beaumont represented
by one hundred fifty warrants of one thousand
dollars each, issued by the City Commission by
ordinance passed on the 6th day of November, 1928.
And all voters desiring to support the proposition to
issue said bonds, or azW of them, shall run a line through or
across that section of each proposition which he desires to
support reading on the ballot beginning with the words "Against
the issuance of serial bonds"; aril all voters desiring to vote
against the proposition to issue said bonds, or any of them,
shall rnn a line through or across that section of each pro-
position which he opposes printed on the ballot beginning with
the words "For the issuance of serial bonds".
Section VI.
Said election shall be held under the provisions of the
State law governing elections and only qualified voters who
pay taxes on property in the City of Beaumont as defined by
the Constitution and Taws of the State of Texas, shall be allowed
to vote at said election.
Section VII.
A copy of this ordinance, signed by the Mayor of the City
of Beaumont and attested by the City Clerk of the City of
Beaumont, shall serve as proper and sufficient notice of said
election, and the Mayor is be reby directed to cause one each of
said notices to be posted at each of the places designated
for holding said election at least thirty (30) days prior to
the date of holding said election, and the person posting said
notices shall make a return on the copy thereof showing the
time and place of said posting, the return shall be filed in
the office of the City Clerk and shall be conclusive evidence
of the posting of said notice, and a copy of this ordinance
shall be published once each week for a period of thirty (30)
days before the day of holding said election in a newspaper of
general circulation which has been continuously and regularly
published in the City of Beaumont for a period of one year
prior to the date of the passage of this ordinance.
Section VIII.
The fact that the streets and highways of the City of
Beaumont are badly in need of improvement, extending, repairing,
opening and widening, so as to facilitate the moving of traffic
in the City, which is congested on present improved streets to
such an -extent as to be dangerous to life and limb; and the
sewerage system of the City of Beaumont is now wholly inadequate
for the demands placed upon it, causing congestion of the sewer
mains and resultant stagnation which is injurious to the health
and lives of the people of the City of Beaumont; and it is
necessary to construct additional fire stations in order to
protect people of Beaumont from fire hazards, the present system
being wholly inadequate; and the public parks and the equipment
therein are mh olly inadequate to provide the proper recreation,
amusement and training of the children that frequent such parks,
resulting in improper kind of recreation, amusement and training
for such children; and the water works system of the City of
Beaumont is wholly inadequate to meet the needs of the inhabitants
of the City and many of the inhabitants of the City are without
water for domestic use, and many sections of the City are without
water mains and plugs sufficient to fight fires which may break
out in such sections and destroy the property of the citizens;
and the City of Beaumont is without an adequate air port, which
is imperatively needed to facilitate the transportation of
the mails and for adequate and efficient communication and
transportation by air for the City of Beaumont; and the present
wharves and docks of the City of Beaumont are vk olly inadequate
to meet the needs of the City, and are in a bad state of repair
to such an extend as to be dangerous to the lives of persons
working thereon, and additional_ wharves and docks are imperatively
needed to care for the shipping of the port of Beaumont; each
and all of vhieh conditions create an imperative public emergency,
necessitating the suspension of the rule requiring ordinances
to be read of three separate days before their passage, ani
said rule is hereby suspended and this ordinance shall take
effect from and after tY a date of its passage.

AN 0 RDINACL
Authorizing and directing the issuance of a portion of
the serial bonds of the City of Beaumont authorized at an election
held in said City on the 4th day of May, 19291, said portion there-
of hereby authorized and directed to be issued to be known and
designated as "Series A. 1929 Bonds" for the respective purposes
and in the respective amounts as follows, to wit: (1) For the
Dpurro ose of improving, extending and repairing a streets and
highways of the City of Beaumont in the sum of 020000000009
bearing interest at the rate of four and orae -half (4) per cent
per annum, interest on all bonds payable annually on the f it st
year and semi-annually on each year thereafter, providing for
the levying and collecting of the necessary taxes to pay the
interest and create a sinking fund for the redemption of said
bonds; (2) For the purpose of improving, extending and repairing
the sewerage system of the City of Beaumont in the sum of
$150,000.00, bearing interest at the rate of 4 per annum, inter-
est on all bonds payable annually on the first year and semi-annuany
on each year thereafter, providing for the levying and collecting
of the necessary taxes to.pay the interest and create a sinking
fund for the redemption of said bonds; (3) For the purpose
of improving, extending and a quipp irag the publ i e parks of the
City of Beaumont and acquiring necessary sit es - therefor, except
Tyrrell Public Park and Public Fair Park, in the sum of $25 9000.00 9
bearing interest at the rate of 4* per cent per annum, interest
on all bonds payable annually on the first year and semi-annually
on each year thereafter, providing for the levying; and collecting
of the necessary taxes to pay the interest and create a sinking
Rind for the redemption of said bonds; (4) For the purpose of
acquiring a site for an air port for the City of Beaumont and
providing the necessary improvements and equipment therefor, in
the sum of $100,000.00, bearing interest at the rate of 41fo per
annum,, -interest on all bonds payable annually on the first year
and semi-annually on each year thereafter, providing for the levy-
ing and collecting of the necessary taxes to pay the interest and
create a sinking fund for the redemption of said bonds; (5) For
the purpose of building, improving, repairing and equipping fire
stations and acquiring necessary sites therefor in the sum of
$100,000.00, bearing interest at the rate of Z24 per ann m,
interest on all bonds payable abemally On the first year and semi-
annually on each year thereafter, providing for the levying and
collecting of the necessary taxes to pay the interest and create
a sinking fund for the redemption of said bonds; (6) For the
purpose of improving and extending the Water Works system and
facilities of the City of Beaumont in the sum of $75,000.00
bearing interest at the rate of ig per annum, interest on all
bonds payable annually on the first year and semi-annually on each
year thereafter, providing for the levying and collecting of the
necessary taxes to pay the interest and create a sinking fund
for the redemption of said bonds; (7) For the purpose of improving ,
extending repairing and equipping the present wharves and docks
of the My of Beaumont and acquiring additional sites therefor,
in the sum of $200,000.00 bearing interest at the rate of 4*10
per annum, interest on all bonds payable annually on the first
year and semi-annually on each year thereafter, providing for the
levying and collecting of the necessary taxes to pay the interest
and create a sinking fund for the redemption of said bonds; (8 )
For the purpose of refunding part of the outstanding indebtedness
of the City of Beaumont represented by one hundred fifty warrants
of one thousand dollars each, issued by the City Commission by
ordinance passed on the 6th day of November, 19280 in the -sum. of
$150,000.00, bearing interest at the rate of 4-% per annum, interest
on all bonds payable annually on the first year and semi-annually
on each year thereafter, providirg for the levying and collecting
of the necessary taxes to pay the interest and create a sinking
fund for the redemption of said bonds; and providing that said
ordinance shall take effect on the date of its passage and lawful
publication, and declaring an emergency.
WHEMM, on the 2nd day of April, A.- D. 1929, an ordinance
wab-duly passed by the affirmative vote of all members of the City
Commission of the City of Beaumont, wbe reit' a bond election was order-
ed to be held in said City on the 4th day of May, A. D. 1929, and
WHEMS, in said election held in the City of Beaumont on
the 4th day of May, A. D. 19299 the voters of the City of Beaumont
qualified to vote at said election did authorise the City Commission
of the City of Beaumont to issue bomis of said City payable serially
in from one (1) to forty (40) years from date, except the above merr
tioned refunding bonds which are to be payable in twenty (20) annual
installments in from one (1) to twenty (20) years from date all
bonds to bear interest at the rate of four and ore -half (40) per
cent per annum *

time to issue a portion of said bonds under and by virtue _of the
authority conferred by said election of date May 4, 1929, to be
known as "Series A 1929 Bonds" in the respective amounts and for

The fact that the streets arA highways of the City of Beaumont
are badly in need of improvement, extending and repairing so as to
facilitate the moving of traffic in the City, which is congested on
present improved streets to such an extent as to be dangerous to
life arta limb; and the sewerage system of the City of Beaumont is
now wholly inadequate for the demands placed upon it, causing con-
gestion of the sewer mains and resultant stagnation which is injur-
ious to the health aril lives of the people of the City of Beaumont;
and it is necessary to construct additional fire stations in order
to protect people of Beaumont from fire hazards, the present system
being wholly inadequate; and the public parks azA the equipment
therein are wholly inadequate to provide the proper recreation,
amusement and training of the children that frequent such parks,
resulting in improper kind of recreation, amus ement and training for
such children; and the water works system of the City of Beaumont is
wholly inadequate to meet the needs of the inhabitants of the City
and mashy a[. the inhabitants of the City are without water for domestic
use, and many sections of the City are without water -mains arta plugs
sufficient to fight fires which may break out in such recti ons. asst
destroy the property of the citizens; arts the City of Beaumont is

facilitate the transportation of the mails and for adequate anal
efficient communication and transportation by air for the City of
Beaumont; and the present wharves and docks of the City of Beaumont
are wholly inadequate to meet the needs of the. City, and are in a
bad state of repair to such an extent as to be dangerous to the
lives of persons working thereon; each and all of which conditions
create an imperative public necessity requiring this ordinance to
take effect immediately as an emergency measure'.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF BEAUMONT:
Section 1
That the City of Beaumont shall issue bonds as hereinafter
described for and on behalf of and upon the credit of the City of
Beaumont to borrow. to the extent of One Million ($1,000,000.00)
Dollars, to be devoted to and expended for the following purposes,
to wit:
Two Hundred Thousand Dollars ($200,000.00) for the
purpose of improving, extending and repairing the
streets and highways of the City of Beaumont.
One Hundred Fifty Thousand Dollars ($150,000.00) for
the purpose of improving, extending and repairing
the sewerage system ct the City of Bevamont.
Twenty-five Thousand Dollars ($25,000.00) for the
purpose of improving extending and egsippirg the
public parks of the 6ity of Beaumont and acquiring
necessary sites therefor, except Tyrrell Public Park
and Public Fair Park.
One Hundred Thousand. Dollars ($100,,000.00) for the
purpose of acquiring a site for an air port for the
City of Beaumont and providing the necessary improve-
ments and equipment therefor.
One Hundred Thousand Dollars ( 100,000.00) for the
purpose of building, improving, repairing and equip-
ping fire stations and acquiring necessary sites
therefor.
Seventy -five -Thousand Dollars ($75,000.00) for the
purpose of improving and extending the Water Works
system and facilities of the City of Beaumont.
Two Hundred Thousand Dollars ($Z00,000.00) for the
purpose of improving, extending, repairing and equip-
ping the present wharves and docks of the City of
Beaumont and acquiring additional sites therefor.
One Hi.ndred Fifty Thousand Dollars ($150,000.00) for
the purpose of refunding part of the outstanding in-
debtedness of the City of Beaumont represented by one
hundred fif ty warrants of one thousand dollars each;
issued by the City Commission by ordinance passed on
the 6th day of November, 1928.
That said bonds provided for herein shall be and are issued
under aril by virtue of the Constitution and laws of the State of
Texas and the Charter of the City of Beaumont adopted the 30th day
of December, 1919, and the power and authority granted by Sections
18 and 71 of said City Charter, and all other provisions. in said
Charter pertaining to the issuance of bowls, and by Chapter 147 of

the General Laws of the State of Texas passed by the 33rd Legis-
lature at its regular session, granting said powers to cities of
more than five thousand inhabitants, and by Chapter 9 of the Acts
of the Regular Session of the 37th Legislature and all amendments
to said Acts, and all other laws of the State of Texas pertaining
to and authorizing the issuance of said bonds.
Section 2.
That said bonds in the sum of One Million Dollars ($1,000,000.00)
shall be divided into eight (8) series, and each series divided into
forty (40) installments, except the above described Refunding Bonds
which shall be divided into twenty (20) installments, and said series
of said bonds shall be known and called each respectively as "Street
and Highway Bonds 1929 Series All, "Sewerage Bonds 1929 Series -A",
"Park Bonds 1929 Series All, "Airport Bonds", "Fire Department Bonds
--1929 Series A"',"Water Works Bonds 1929 Series A", "Wharf ani Dock
Improvement Bonds 1929 Series A", and "Refunding Bonds% and the
Mayor of the City of Beaumont is hereby authorized and directed to
have prepared and executed a set of bonds for each of said purposes

Said bonds to be payable in lawful money of the United States
of America and each dated the first day of July, 1929, each bond to
bear interest at the rate of four and one-half per cent (4-21%) per
annum, interest for the first year payable annually on the first day
Of July, 1930, and for all years thereafter payable semi-annually on

The Mayor shall sign said bonds, and they shall be counter-

bonds pending their investigation by the Attorney General of the

installments of principal of said bonds, on .all ct the property in
the Citof Beaumont sub je at to taxation, an additional tag of Two
Cents (L02) on each One Hundred Dollars valuation of all taxable
property within the City of Beaumont, or so much thereof or such
other rate of tax as shall be necessary and the same shall be so
annually assessed, collected and applied, and said tax, or so mach
thereof or such other tax as may be necessary is he reby levied for
each year hereafter while said bonds or any number thereof are
outstanding, and the same shall be annually assessed, oollected and
applied to the purpose named.
111 ordinances and parts of ordinances and all resolutions
and parts of resolutions inconsistent with the provisions of this
Ordinance are hereby rescinded and repealed, provided, however, that
only a portion of the bonds authorized to be issued by the said elec-
tion of May 4, 1929 are hereby issued, and this ordinance shall in
no wise effect the right and authority ct the City of Beaumont to
issue the remainder of said bonds as and when deemed expedient, and
provided fort er that if any portion of this ordinance should be
declared invalid said invalidity shall in no way effect the remaining
valid portions hereof.
Section 6.
The fact that the streets and highways of the City of Beau-
mont are badly in need of improvement, extending and repairing, so
as to facilitate the moving of traffic in the City, which is con-
gested on present improved streets to such an extent as to be dan-
gerous to life and limb; and the sewerage system of the City of
Beaumont is now wholly inadequate for the demands placed upon it,
cuas ing congestion of the sewer mains and real ltant stagnation which
Is injurious to the health and lives of the people of the laity of
Beaumont; and it is necessary to construct additional fire stations
in order to protect people of Beahmont from fire hazards, the present
system being wholly inadequate; and the public parks and the eh}uip-
ment therein are wholly inadequate to provide the proper recreation,
amusement and training of the children that frequent such parks,
resulting in improper kind of recreation, amusement and training for
such children ; and the water works system of the City of Beaumont
is wholly inadequate to meet the needs of the inhabitants of the
City and many of the inhabitants of the City are without water for
domestic use, and many sections of the City are without water mains
and plugs suff is ient t o f ight f ire s w hi d1_ may bre ak out in such
sections and destroy the property of the citizens; and the City of
Beaumont is without an adequate air port, Mich is imperatively needed
to facilitate the transportation of the mails and for adequate a&
efficient communication anti transportation by air for the City of
Beaumont; and the present wharves and docks of the City of Beaumont
are wholly inadequate to meet the needs of the City, and are in a
bad state of repair to such an extent as to be dangerous to the
lives of persons working thereon; each and all of which conditions
create an imperative public emergency necessitating the suspension
of the rule req,airing ordinances to to read on three separate days
before their passage,, and said rule id hereby suspended and this
ordinance shall take effect from and after the date of its passage.

election at least thirty (30) days prior

a return on the copy thereof showing the

are wholly inadequate to provide the

ing of the children that frequent such
parks, resulting in improper kind of rec-
reation, amusement and training for such
children; and the water works system o1
the City of Beaumont !s wholly inade-
quate to meet the needs of the inhabi-
tants of the City and many of the In-
habitants oI the City are without water
for domestic use, and many sections of
the City are without water mains and
Plugs sufficient to fight fires which may
break out In such sections and destroy the
property of the citizens; and the City of
Beaumont is without an adequate air
port, which Is imperatively needed to fa-
cilitate the transportation of the mails
and for adequate and efficient communi-
cation and transportation by air for the
City of Beaumont; and the present
wharves and docks of the City of Beau-
mont are wholly inadequate to meet the
needs of the City, and are in a bad
state of repair to such an extent as to
be dangerous to the lives of per
working thereon; each and all of which
conditions create an imperative public
necessity requiring this ordinance to take
effect immediately as an emergency meas-
ure.
NOW, THEREFORE, BE IT ORDAINED
BY THE CITY COMMISSION OF THE

That the City of Beaumont shall issue
bonds as hereinafter described forand
on behalf of and upon the credit of the
City of Beaumont to borrow to the ex-
tent of One Million ($1,000,000.00) Dol-
lars, to be devoted to and expended for
the following purposes, to wit:
Two Hundred Thousand Dollars ($200,-
000.00) for the purpose of Improving, ex-
tending and repairing the streets and
highways of the City of Beaumont.

The fact that the streets and highways
of the City of Beaumont are badly in
need of improvement, extending and re-
pairing so as to facilitate the moving of
traffic in the City, which is congested
on present improved streets to such an
extent as to be dangerous to life and
limb; and the sewerage system of the
City of Beaumont is now wholly inade-
quate for the demands placed upon it,
causing congestion of the sewer mains
and resultant stagnation which is in-
jurious to the health and lives of the
people of the City of Beaumont; and It
Is necessary to construct additional fire
stations in order to protect people of
Beaumont from fire hazards, the present
system being wholly inadequate; and the
public parks and the equipment therein
