Authorizing the. vacating and'elosing of the alley located
in Block Twenty-seven (27) of the Averill Second Addition to the
City of Beaumont, Texas.
WHEREAS, a petition duly signed by R. B. Doty, Mrs. Laura B.
196Dowell, Max Feigleson, N. H. Mulcaby,°and Mrs. Annie H. Johnson,
owners of Block `twenty-seven (27) of the Avorill Second Addition to
the City of Beaumont, has been presented to the City Commission of
the City of Beaumont requesting that such alley be closed and vacated.
_NOW, THEREFORE, BE IT DRDA INED - BY THE CITY COMMISSION
OF THE CITY ,OF BEAUMONT:
That the alley located in Block Twenty-seven (27) of the
Averill Second Addition to the City of Beaumont be, and the same is
here, authorized to be vacated and closed, and that the title to such
alley shall revert to and become the property of the respective owners
of.the land in'said block bordering on said alley, as provided by
law; provided, -however, that the closing of this alley shall in no
way affect the rights of the City as to placing and maintaining there-
in of any sewer or water lines, or any other service or,utility of
the City, or owners of property in said block, all'of.which rights are
hereby reserved.

and advisable at this time to issue a
portion of said bonds under and by virtue

ways of the City of Beaumont,
$300.000.00.
For the purpose of opening, improving
and widening the streets and highways
of the City of Beaumont, $350,000.00.
For the purpose of improving, repair-
ing and equipping the public buildings,
that is, the. City Hall and Police Station
of the City of Beaumont, $40,000.00. -
The fact that the streets and highways.
of the City of Beaumont are badly in need
of openir g, improving ,extending and
widening so as to facilitate the moving of
traffic in the City, which is congested on
Present improved streets to such an extent
as to be dangerous to life and limb: and
the public buildings of the City of Beau-
mont, that is, the City Halland Police
Station, are badly in need of improvement,
repair and equipment, each and all of
which conditions create an imperative
public necessity requiring this ordinance
to take effect Immediately as an emerg-
ency measure.
NOW, THEREFORE, BE IT ORDAINED BY
THE CITY COMMISSION OF THE CITY
OF BEAUMONT:
SECTION 1.
That the City of Beaumont shall issue
bonds as hereinafter described for and on
behalf of and upon the credit of the City
of Beaumont to borrow to the extent of
SIX HUNDRED NINETY THOUSAND
DOLLARS ($690,000.00), to be devoted to
and expended for the following purposes,
to wit:
Three Hundred Thousand Dollars
($300,000.00) for the purpose of improv-
ing, extending and, repairing the streets
and highways of the City of Beaumont.
Three Hundred Fifty Thousand Dollars
$350,000.00) for the purpose of opening,
improving and widening- the streets and
( highways of the City of Beaumont.
Forty Thousand Dollars ($40,000.00)
for the purpose of improving, repairing
' and equipping the, public buildings, that
is, the City Hall and Police Station of
the City of Beaumont.
The said bonds provided for herein shall
be and are issued under and by virtue of
the Constitution and laws of the State of
Texas and the Charter of the City of
Beaumont adopted the 30th day of Decem-
bar, 1919, and the power and authority
granted by Sections 18 and 71 of said City
Charter, and all other provisions in said
Charter pertaining to the issuance of
bonds, and by Chapter 147 of the General
Laws ofthe State of Texas passed by the
33rd Legislature at its regular session,
granting said powers to cities of more
4 than five thousand inhabitants, and by
Chapter 9 of the Acts of the Regular Ses-
sion of the 37th Legislature and all
amer to, said Acts,-and_a:ll- other

and authorizing the issuance of said
bonds.
'� SECTION 2.
The said bonds In the sum of Six
Hundred Ninety Thousand Dollars ($690,-
000.00) shall be divided into three (3)
series, and each series divided into forty
.� (40) installments, and said series of said
bonds shall be known and called each
respectively as "Street and Highway Bonds
1929 Series B,' 'Street Opening and Widen-
ing Bonds," and "Public Building Bonds,"

prepared and executed a set of bonds for
each of said purposes as follows:

Dollars ($300,000.00) Street and Highway

three hundred bonds of the denomination
of One Thousand Dollars ($1,000.00) each,
to be numbered from One (1) to Three
Hundred (300) inclusive, payable as fol-

and the proceeds of such sale shall be
deposited with the Director of Finance of

of said bonds shall be used for the purpose
of making permanent city improvements,

The fact that the streets and highways
of the City' bf Beaumont are badly in need
of opening, improving,: extending and.
widening so as to facilitate the moving of
traffic in the City,. which is congested on
present improved streets to such an extent
as to be dangerous to life and limb: and
the public buildings of the City of Beau-
mont, that is, the City Hall and Police
Station, are badly in need of improvement
repair and equipment, each and all of
which conditions create an, imperative
public emergency necessitating the sus-
pension of the rule requiring ordinances to
be read on three separate days before
their passage, and said rule is hereby sus-
pended and this ordinance shall take. ef-
fect from and after the date of its pas-
sage.
