STAFF REPORT
The Hope Women's Resource Clinic requests to expand their nonprofit organization by adding a
20'x 80' 3,200 square foot accessory structure in the rear yard of their property located at 3740
Laurel Street.
The new structure will have room for classrooms, general storage and storage of their company
bus. The bus will be used to provide free services to women with unexpected pregnancies or in
crisis to rural areas of Jefferson County and surrounding areas.
Planning staff recommends approval of the request with the following conditions:
1. Water Utilities requires that an RPZ backflow preventer must be installed at the customer's
water meter.
Please note that final occupancy approval is subject to review and acceptance of submitted plans
and field inspections to verify compliance with applicable codes.

We are a non-profit 501c3 tax exempt organization. It was established by concerned individuals seeking
to provide confidential counseling to women in a crisis or unplanned pregnancy, and to educate the
public on all available options. We offer free pregnancy tests, free ultrasounds, free sexually
transmitted infection testing and treatment, confidential counseling, and a Blessings Boutique to
provide necessities for the baby's entire first year. We also offer a variety of classes such as birthing,
breastfeeding, relationships, parenting and life skills.
We will provide the adequate utilities, access roads, drainage and other necessary supporting facilities.
We feel the design, location and arrangement of driveways and parking spaces provides for safe and
convenient movement of vehicular and pedestrian traffic without adversely affecting the general public
or adjacent development. Measures will be taken to prevent and control offensive odors, fumes, dust,
noise and vibration, and our lighting will be provided so as not to disturb or adversely affect neighboring

and boutique trailer along meeting rooms for our expansion of counseling and classes for men, a bathroom and
storage. The mobile medical unit and trailer will be used to provide free pregnancy testing, ultrasounds, and
Sexually Transmitted Infection testing and treatment along with distributing clothes, formula and diapers
throughout Jefferson County and surrounding areas.
We are a non-profit 501c3 tax exempt organization. It was established by concerned individuals seeking to
provide confidential counseling to women in a crisis or unplanned pregnancy, and to educate the public on all
available options. We offer free pregnancy testing, free ultrasounds, free sexually transmitted infection testing
and treatment, confidential counseling, and a Blessings Boutique to provide necessities forthe baby's entire first
year. We also offer a variety of classes such as birthing, breastfeeding, relationships, parenting and life skills.
The following eight conditions will be met as listed:
1. The building will add value to the surrounding properties since at this time it is a vacant lot behind our
property.
2. There is no vacant property surrounding our property and therefore there will be no impediment to
development.
3. We intend to grade the back lot to sheet drain to the west and then a swell will be cut to take the water
south to Laurel. Power will be an underground feed from the service on the main building. Phone and data
will be underground fed from main building. Water and sewer to be tied into the main building utilities.
4. There will be no additional parking or driveways therefore it will not adversely affect the general public or
adjacent development
5. Due to the nature of the building (storage, garage, and classrooms) We do not expect any offensive odor,
fumes, dust, noise, or vibrations
6. The directional lighting will replace security lighting already installed and will be attached to the building
itself and therefore will not disturb or adversely affect neighboring properties
7. We intend to keep as many of the trees already on the site that is possible to insure harmony and
compatibility with adjacent property
8. , The proposed use is an extension of the services we already offer and therefore are in accordance with the
comprehensive plan
