FILE: Preliminary Plat — Barrington Heights, Phase XII STAFF REPORT Arceneaux, Wilson & Cole has requested Preliminary Plat approval of Barrington Heights, Phase XII. This development is located in the 6500 block of Claybourn Drive. The 8.3876 acre development is a twenty-one lot residential subdivision in an R-S (Residential Single -Family Dwelling) District. Wexler and Emory Circles will have 50 ft. right-of-ways and 28' pavement widths. The extensions of Claybourn Drive and Valmont Avenue will have 60' wide right-of-ways with 37' pavement widths. Water and sewer will be provided by extension of City utilities. The Planning staff recommends approval of the request. This item was sent to all interested parties. Exhibits are attached. Phase XI of Barrington Heights will consist of 21 lots proposed for new single family residences and is in keeping with the attached conceptual development plan. As with all previous phases of this development, sidewalks will be constructed on both sides of all streets as construction of each home is completed per existing subdivision requirements and the recorded restrictions. Handicap ramps and landings will be constructed at all intersections for future sidewalk tie-in by the owner/builder of each corner lot. The lots in Phase XII will utilize the existing mail kiosk located at the intersection of Barrington Avenue and Claybourn Drive for mail service. Street identification signage and stop signs will be placed where applicable by the developer in accordance with City requirements. Upon final inspection/approval of these improvements and in conjunction with provisions for any required easements for access, the developer will request that future maintenance of these improvements be accepted by the City. Primary and secondary electrical service will be underground throughout the subdivision. A total of six (6) cobra -head street lamps will be placed at the locations shown on the preliminary plat. Telephone, gas, and cable TV services will also be installed to serve this development. Reflective, temporary barricades will be placed at the end of pavement for the extension of Claybourn Drive. The water system for this project will consist of cross -connection the existing 10" main on Valmont Avenue to the existing 8" main on Claybourn Drive and extending the 10" main west with plans to complete the loop/tie-in with the existing 10" main just east of the bridge as a part of the next construction phase in 2020. 1" water service lines will be constructed to serve each lot. The existing 12" sanitary sewer trunk line will be extended north on Valmont Avenue and west along the south side of the Claybourn extension to serve the remaining lot in this development. All lateral sewer lines will be 8" with single and dual 4" service lines constructed to serve each lot. The Valmont Avenue trunk system of underground storm sewer was submitted and approved by the City as a part of the construction on Phase VIII and Phase IX. Underground storm sewers will be constructed on Valmont Avenue and the extension of Claybourn Drive outfalling to DD6 ditch no. 123-D. A temporary pilot channel will be constructed from the end of pavement for Phase XII and extend approximately 500 feet to a section of 42" storm sewer that will tie-in to the DD6 channel, complete with concrete riprap lining. The pilot channel will be maintained by the developer until replaced with storm sewer per the attached drainage plan as a part of the next phase in 2020. A Storm Water Pollution Prevention Plan (SWP3) will be prepared for Phase XII. Control measures will be implemented per State (TCEQ) and Federal (EPA) Regulations on this project along with a supplemental Grading Permit as required by the City of Beaumont. Phase XII of Barrington Heights will embrace the same restrictive covenants imposed on the previous eleven (11) development phases as recorded under County Clerk's File No. 96-9637003 of the Real Property Records of Jefferson County, Texas, making these lots a part of the established Barrington Heights Owners Association. We trust that these development plans will meet with the Planning Commission's favorable approval at the upcoming meeting scheduled for Monday, February 18th 2019. We request that a copy of this submittal letter be attached with transmittals circulated to the various City departments, DD6, and utility companies.
