STAFF REPORT
Christopher Scott Reeves is requesting a Specific Use Permit to allow a Brewpub at 2140 Calder
Avenue. The proposed brewery will be open 1 p.m. till 10 p.m., Monday thru Saturday, and 12
p.m. till 6 p.m. Sundays. Plans are to provide seating inside for 40-50 customers with additional
seating available in an outdoor patio area. Craft beer will be produced onsite at a rate of
approximately 250 barrels per calendar year. All necessary utilities are available.
Staff recommends approval with the following condition:
1. Construction plans must meet all requirements by Water Utilities for water and sanitary sewer
services, including the requirement of the City's pre-treatment program.
Please note that final occupancy approval is subject to review and acceptance of submitted plans
and field inspections to verify compliance with applicable codes.

Dear Members of the Zoning Board,
My name is Christopher Scott Reeves, and I am seeking approval by the Zoning Board of
Review of the Special Use Permit proposed for Struggle Street Brewing Company. The proposed
business will be a brewpub located at 2140 Calder, Beaumont, Texas, and is in accordance with
the Comprehensive Plan presented below.
The proposed brewpub will be a business where beer and wine will be sampled and
served on site over the counter. Craft beer will also be produced using a 3bbl brewhouse and
utilizing 3 x 3 bbl fermenters producing approximately 250 bbls per calendar year. The current
hours of operation are expected to be Wednesday — Saturday from 1 pm to 10 pm, and Sunday
12 pm to 6 pm. We anticipate employing approximately two to four local members of the
community that will aid in the daily operation of the family based pub.
There will be approximately forty to fifty seats inside using both tables and bar top
seating, in addition there will be an outdoor patio area with seating and games for patrons to
enjoy.
The servers, bartenders, and management will be responsible for checking identification
as per the current TABC guidelines to ensure that no one under the legal drinking age of twenty-
one will be served.
With Beaumont being the largest city in Texas without a brewery, I feel the community
here, including all of Southeast Texas, is ready for a place to enjoy time with friends, alongside a
consistent, desirable, quality craft beer that was brewed onsite by local friends.
The current buildings surrounding our location are all commercial in nature, including
two behind ours. One is/was the Green Beanery which is currently closed and has been vacant
for several years. The other is a Veterans center, which currently has a privacy fence between
their parking lot, and the twenty -foot alleyway separating us. The brewery will not be a
nuisance, nor impede any activity or development of the surrounding properties.
In accordance with Section 30-26.E of the Zoning Ordnance, the following requirements
have, and will be met:
1.) The specific use of the location is compatible with and not injurious to the use and
enjoyment of other property, nor will the location cause any diminish of values in
property within the immediate vicinity;
2.) The establishment will not impede the development and/or improvement of any
surrounding vacant property;
3.) The facility has adequate utilities, access roads, drainage, and all other necessary
supporting facilities regarding the establishment;
4.) . The location and design of driveways are safe, and parking is provided to allow
convenient vehicular and pedestrian movement without affecting the general public or
traffic flow;
5.) Nuisance prevention measures will be taken, beginning with a privacy fence to
control any noise. Ventilation will be installed as needed for dust and fume
management;
6.) No lighting will disturb adjacent properties;
7.) Screening via privacy fence will be in place to ensure harmony with any and all
adjacent property;
8.) The proposed use of 2140 Calder, Beaumont, Texas, is in accordance with the
Comprehensive Plan presented.
I am urging the Zoning Board to consider and approve the proposed special use permit, as
I strongly believe the establishment will be an exciting addition to the City of Beaumont.
We look forward to gaining your approval to open this location and start serving
Beaumont. Struggle Street Brewery will help to revitalize the Calder, Downtown, and
surrounding areas with new opportunities and business, while helping to make Beaumont a
destination spot.
