AN ORDINANCE
ENTITLED AN. ORDINANCE ESTABLISHING A POSITION
CLASSIFICATION PLAN FOR THE CITY OF BEAUMONT;
ESTABLISHING REGULATIONS FOR THE ADMINISTRATION
OF SAID PLAN; ADOPTING THE CLASSES SET FORTH IN
SAID PLAN; PROVIDING FOR SEVERABILITY; AND RE-
PEALING ALL ORDINANCES AND PARTS OF ORDINANCES"IN
CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY OF BEAUMONT, TEXAS:
Section 1. Name.
This Ordinance shall be called the ttClassification Ordi.-
nancett of The City of Beaumont.
Section 2. Definitions.
For the purpose of this .ordinance certain terms are herein
defined as follows:
(a) A position is a group of currently assigned duties and
responsibilities requiring the full or part --time employment of one
person. A position may be occupied or vacant.
(b) A class is a group of positions (or one position)
that: (1) Have similar duties and responsibilities,
(2) Require like qualifications, and
(3) Can be equitably compensated by the same salary
range.
(c) The class title is the official designation or name
of the class as stated in the class specification. It shall be used
on.all personnel records and actions. Working or office titled may
be used for purposes of internal administration.
Section 3. Not Applicable to Civil Service Employees.
This ordinance and the position classification plan incor-
porated herein shall not apply to classified employees under the
FiremenIs and Policemen's Civil Service Act.
Section 4. Responsibility for Administration.
The City Manager shall be responsible for administering the
classification plan. The City Manager may assign other offi-vials
or employees to assist him in this activity.
Section 5. Allocation of New Positions.
The department head shall complete a position description
covering the duties and responsibilities of each proposed position.
The City Manager shall allocate the position to one of the classes
in the classification plan. If a suitable class does not exist he
shall recommend the establishment of a new class and, after the
adoption of the new class by the City Council as provided in Section
10, shall allocate the position to it.
Section 6. Allocation ,[appeals.
If an employee has facts which indicate to him that his
position is improperly allocated,.he may request a review of the
allocation of his position. Such request shall be submitted in
writing through such employeefs department head to the Director -of
Personnel and shall contain a statement of justification. The Dir-
ector of Personnel, after study, shall submit the request together
with the Directorts recommendation to the City Manager for his de. -
vision on such_;request.a.._:The decision of the City Manager shall be
final.
Section 7. Maintenance of Plan.
(a) Each time a department or division is reorganized,
Position descriptions for all affected employees should be submitted
to the City Manager.
(b) The City Manager may require departments or employees
to. submit position descriptions on a periodic basis, or any time he
has reason to believe that there has been a change in the duties and
responsibilities of one or more positions.
(c) Each time a new class is established, a class specifi-
cation shall be written and incorporated in the existing plan. The
class title shall be added to the schematic list of titles. Like-
wise, an abolished class shall be deleted from the classification

plan by removing the class specification and eliminating the class
title from the schematic list of titles.
(d) Periodically after the adoption of this ordinance the
City Manager may -conduct a general review.of the,classification
plan.
Section 8. Interpretation of Class.Specifications.
The class specifications are descriptive and not restrictive.
They.are intended to indicate the kinds.of positions which_ shall be
allocated to the classes established. In a series of classes the
specifications for all classes should be reviewed as a unit.
Section 9. Official Copy of the Position Classification Plan.
The official copy of the position classification plan is on
file in the office of the City Clerk of .the City.
Section 10. Amendments to the Position Classification Plan.
Each time a new class of positions should be established or
a current class of positions abolished, the City Manager shall sub"
mit his findings and recommendations to the City Council. The Coun-
cil shall determine whether the establishment and/or the abolition
of a.class is in order. Such changes shall take the form of amend-
ments to Section 11 of this ordinance.
Section 11. Position Classification -Plan for the City Service.
The classes. set forth in the ttSchematic List of Classes"
and the "Class Specifications" included in the position classification
plan on file in the office of the City Clerk are hereby adopted.
Section 12. Severability.
If any section, subsection, sentence, clause, or phrase of
this ordinance, or the application of same to a particular set of
persons or circumstances, should for any reason be held invalid, such
invalidity shall in nowise affect the remaining portions.of this
ordinance, and to such end various portions and provisions of this

ordinance are declared to be severable.
Section 13. Conflicting Ordinances Repealed.
All ordinances or parts of ordinances in conflict herewith
are hereby repealed.
