HomeMy WebLinkAboutORD 29-EEAN ORDINANCE ENTITLED AN ORDINANCE ESTABLISHING A COMPENSATION PLAN FOR THE CITY .OF BEAUMONT; ESTABLISHING REGU- LATIONS FOR THE ADMINISTRATION OF SAID PLAN; PRO- VIDING FOR SEVERABILITY; AND REPEALING ALL ORDI- NANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. BE IT ORDAINED BY THE CITY OF BEAUMONT, TEXAS-. Section 1. Name. This Ordinance shall be called the "Compensation Plan Ordi- nancett of The City of Beaumont. Section 2. Not Applicable to Civil Service Employees. This ordinance and the Compensation -Plan incorporated here -- in shall not apply to classified employees under the Firements. and Policements Civil Service Act. Section 3. New Appointees. Generally, a new employee shall be paid the minimum rate of pay for his class. Exceptions may be granted upon the written prior -recommendation of the department subject to the approval of the City Manager in the following cases: (a) The minimum rate for each class is based upon the as- sumption that anew employee meets the minimum qualifications stated in the class specification. (b) If a new employee more than meets the minimum qualifi,- cations, and will not accept appointment at the minimum rate of the class, he may be appointed, in emergencies only, at the second step or in unusual cases at a higher step. Section 4. Promotions. When an employee is promoted to a position in a higher class, his salary may be increased to the minimum rate for the higher class. In the case of overlapping ranges, the promoted employee may be in- creased to the step immediately above his present salary. Promotion- al increases may be delayed for a period not to exceed 90 days pend- ing proven ability to perform the,job to which promoted. ri There shall be no immediate change in the salary rate of an employee who is transferred unless his salary is below the approved minimum of the new position. If an employee is transferred to a position in a class having a higher salary range than the class from which fie was transferred, such change may be deemed a promotion and the provisions governing promotions may apply. Section $. Demotions. When an employee is demoted to a lower class position, he shall be paid at a rate which is within the approved range for the lower class position. The rate of pay shall be set by the City Manager. Section 6. Re -allocations Downward. When an employeets position is re --allocated to a lower class position the employee shall be permitted to continue at his present rate of pay during period of incumbency (except in event of general service -wide reductions) but shall not be entitled to a salary in- crease, Section 7. Reinstated Employees. A reinstated employee shall be paid at a salary rate within the approved salary range for the position in which he is reinstated. Section 8. Part Time Employment. When employment is on a part time basis., only the -proportion- ate part of the rate for the time actually employed shall be paid. Section 9. Administrative Salary Adjustment. The salary of each employee shall be reviewed annually by his department head for the purpose of determining which employees may be considered for salary increases. All of the personnel records, tardi- ness, performance and length of service shall be considered in making recommendations with major emphasis placed on the evaluation of sere - ices rendered. After the above analysis by the department head, he shall submit an efficiency report on each employee to the City Manager® 2. Section 10. Responsibility for Administration. The City Manager shall be responsible for administering the compensation plan for all positions. He shall be responsible for working out arrangements which will insure the administration of the plan for all employees on an equitable basis. Section 11. Interpretation. The City Manager shall be responsible for interpreting the application of the plan,to pay problems which are not specifically covered by this Ordinance using the principles expressed herein as a policy guide. Section 12. Initial adjustment to the Compensation Plan. After the initial grade for a class of positions has been established, the provisions of Section 9 above shall apply for all subsequent increases. Section 13. Review and Amendment of Compensation Plan. (a) Prior to the annual submission of the budget to the City Council, the City Manager shall have completed a review of the compensation plan and submit his findings together with recommended amendments to the Council. (b) The rates of pay for each class of positions which.are prescribed in this Ordinance shall be changed by the City Council by amendment to Section 14 of this Ordinance. Section 14. .adoption of Compensation Plan. The compensation plan and salary grades for all classes of positions, as set forth in the "Salary Schedulett and "Salary Ranges By Classes of Positionstt included in the position classification plan on file in the office of the City Clerk are hereby adopted. Section 15. Severabilit . If any section, subsection, sentence, clause, or phrase -of this ordinance, or the application of same to a particular set of 3. persons or circumstances, should for any reason be invalid, such invalidity shall in no wise affect the remaining portions of this ordinance, and to such end various portions and provisions of this ordinance are delcared to be severable. Section 16. Conflicting Ordinances Repealed. All ordinances or parts of ordinances in conflict herewith are hereby repealed. PASSED by the. City Council this 19th day of June, A.D. 1962. - Mayor
