ENTITLED AN ORDINANCE ESTABLISHING A CIVIL SERVICE
,.SYSTEM FOR FIREIEN AND POLICEMEN IN THE CITY OF-
BEAUMONT, TEXAS'; ESTABLISHING A FIREMENTS AND POLICE--
MEN,4S CIVIL SERVICE COMMISSION.; ESTABLISHING THE
OFFICE.OF DIRECTOR OF FIREMEN4S AND POLICEMEN4S CIVIL
SERVICE;,PROVIDING FOR THE CLASSIFICATION OF•ALL
POLICEMEN AND FIREMEN, AND ESTABLISHING POSITIONS IN
AND BASE PAY OF EACH CLASSIFICATION; REPEALING ALL
CONFLICTING ORDINANCES; AND PROVIDING FOR SEVERABIA,
BE IT ORDAINED BY THE, CITY OF BEAUMONT,, TEXAS s
Section 1.
In accordance with the provisions of the Firemen4s and
Policemen4s-Civil. Service Act, being.Article 1269m of the Revised
Civil Statutes of Texas, which was adopted by the.qualified voters'
of this city, there is hereby established a civil service system
for firemen and policemen in The City of Beaumont.
There is hereby established a Firemen4s and Policemen4s
Civil Service Commission consisting of three (3) members -who shall
be appointed in.accordance,with the provisions of the Firemen4s
and PolicemenTs Civil Service Act and shall serve without compen-
sation. Any member -of the Commission may be removed.by the City
Councilfor just cause.
Section.3.
There is hereby established the office of Director of Fire.-
men4s and Policemen4s.Civil Service, which shall be filled by the
appointment of the Commission in accordance with the provisions of
the Firemen4s and Poli,cemen?s Civil°Seivice Act. Said Director may
be either a member' of the Commission, another employee of the City,
or some other person. The City Council shall determine what salary,
if any, shall be paid to such Director. Said Director shall at all
times be subject to removal by the.Commission. He shall serve as
Secretary of the Commission, and shall perform all such.work inci•.
dental to the Firemen's ::and Policemen4s Civil Service as may be re,_
quired of him by" the Commission.'
Section 4.
All positions in the Police Department of The City of Beau-
mont, Texas, are hereby classified into -the follocring grades, each
grade having duties of substantially similar authority, importance,
and responsibility:
(1) Grade I. There shall be eighty --five (85) positions in
Grade I. said positions to include Patrolmen and Tech.-
nicians in Identification Bureau. The base pay of all
officers in this grade shall be Three Hundred and Seventy
($370.00) Dollars per month; however, the base pay of all
probationary officers who have not served -their six (6)
months? probationary period as a member of the Police
Department shall be ..:Two: Hundred and Thirty ( $2 30.00 )
Dollars per month.
(2) Grade II. There shall be thirty-five .(35) positions in
Grade II, said positions to include Sergeants, Detectives,
Dispatchers, and Assistant Superintendent of Identifica-
tion Bureau. The base pay of all officers in this grade
shall be Four Hundred and Fifteen ($415.00) Dollars per
month.
(3) Grade III. There shall be three (3) positions in Grade
III, said positions to include Lieutenant, Juvenile Of-
ficer, and Superintendent of Identification Bureau. The
.base pay of all officers in this grade shall be. Four
Hundred and Forty ($440.00) Dollars per month.
(tL) Grade IV. There shall be five .(5) positions in Grade
IV, said positions to include Captains. The rase pay of
all officers in this grade shall be Four Hundred and
Eighty --five ($485.00) Dollars per month.
_(5) Grade V. There shall be two (2) positions in Grade V,
said positions to include Inspectors. The base pay of
all officers in this grade shall be Six Hundred ($600.00)
Dollars per month.

(6) Grade VI. There shall be one (1) position in Grade VI,,
-said positip n being Assistant Chief of Police. The base
pay of the officer in this grade shall be Six Hundred
and Ten .($610.00) Dollars per month.
Section 5.
All positions'Jn the,Fire-Department of .The City of Beaumont,.
Texas,, are hereby classified into the following g.rades-,.,,ea.ch grade
having duties of substantially similar authority,, importance., and re-
spohsibility:
(1) Grade I. There shall be.sixty-six (66) positions in
Grade I, said positions to.include Pipemen and -Ladder -
men. The base pay of all firemen in this grade shall be
Three Hundred and Fifty-five ($355.00) Dollars per month;
however firemen who

(2) Grade II. There shall be forty-nine (49) positions in.
Grade II. -said positions to include Drivers and Assistant
to,Fire Marshal. The base pay of all firemen in this
grade shall be Three Hundred and Seventy (W0.00) Dollars
per month.
(3) Grade III. There shall be thirty-one (31) Positions in
Grade III., said positions to include Captains., Fire Mar-
shal.,Dispatchers, and Mechanics. The base pay of all
firemen in'th-118.grade shall be Three Hundred and Ninety
($390.00) Dollars per month.
(4) Grade IV. There shall be seven (7) positions in Grade
IV, said positions to include Battalion Chiefs and Chief
Fire. Alarm . Dispatcher, - The base pay of all firemen in
this grade shall be Four Hundred and Ten ($410.00) Dollars
per me).ith.
.(5) Grade V.' There shall be three (3) positions in Grade V.,
said positions to.include District Chiefs. The base pay
of. all firemen in this grade shall be Four -:Hundred and
Fifty-five ($455.00)_Dollars per month.
(6). 'Grad-e VI. There'shall be one (1) position in Grade VI,
said position being Drillmaster. The base pay,of the
fireman in thisgr'ade-shall be Five Hundred and Thirty-
five ($53-5-00) Dollars per month.
(7) Grade'VII. There shall be one- (1) 'position in Grade-VII,
saidpositionbeing Assistant Chief. The base pay of the
fireman in this,grade shall be FiVe.Hundred apd Seventy-.
five (W5'.-00) Dollars.'per month.
�Section 6.
All ordinances or parts of ordinances in conflict with the
provision-s of this ordinance or.wi-th the provisions oftheFiremen's
and Policements Civil Service Act are hereby repealed to the extent of
such -conflict.
Section, 7.
The provisions of this ordinance are declared,to be severable.,
and if any section

shall for any reason be held invalid -or unconstitut ional., such decision
shall not -affect the validity of the remaining section, clause., phrase,
word, or sentence of this ordinance, but, they, shall remain in effect.,
it being the legislative.in-te.nt that this ordinance shall stand notwith-
-standing. the, invalidity- of any part'.
