ENTITLED AN ORDINANCE CALLING A SPECIAL ELECTION IN
THE CITY OF BEAUMONT, TEXAS, ON THE 11TH DAY OF
JUNE, 19603 PURSUANT TO SECTIONS 5 AND 16(a) OF THE
URBAN RENEWAL LAW OF TEXAS: NAMING THE PLACES WHERE
SAID ELECTION SHALL BE HELD; APPOINTING JUDGES TO
PRESIDE -OVER SAID ELECTIONS PROVIDING FOR THE FORM
OF NOTICE THEREOF; AND PROVIDING FOR THE FORM OF
BALLOT FOR USE IN SAID ELECTION; AND REPEALING AN
ORDINANCE PASSED BY THE CITY COUNCIL ON MARCH 29,
1960, ENTITLED, 'BAN ORDINANCE CALLING A SPECIAL ELEC-
TION IN THE CITY OF BEAUMONT, TEXAS, ON THE LOTH DAY
OF MAY, 1960, PURSUANT TO SECTIONS 5 AND 16(a) OF
THE URBAN RENEWAL LAW OF TEXASj NAMING THE PLACES
WHERE SAID ELECTION SHALL BE HELD; APPOINTING JUDGES
TO PRESIDE OVER SAID ELECTION; PROVIDING FOR THE FORM
OF NOTICE THEREOF: -,AND PROVIDING FOR THE FORM OF BAL-
LOT FOR USE IN SAID ELECTION."
WHEREAS, pursuant to a Resolution duly adopted on the 5th day
of January, A. D. 1960, and the notice duly published in the January
8, 1960 and the February 5, 1960 editions of the Beaumont Journal, in
The City of Beaumont, Jefferson County, Texas (the official newspaper
of The City of Beaumont), in accordance with said Resolution, the City
Council of The City of Beaumont, Texas, on the 22nd day of March, 1960
at 7:00 otclock p.m., CST, met at City Hall in Beaumont, Texas, and
held a public hearing on the question of whether or not said City
Council will order an election, as required by the Urban Renewal Law
of the State of Texas, to determine if the City Council should adopt
a certain Resolution under said Urban Renewal Law, substantially in
the form set forth in the Form of Notice contained in Section 6 here-
of; and,
WHEREAS, after due consideration of said question and of the
matters presented at said public hearing, the City Council.has deter-
mined to call said election;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF BEAUMONT,
TEXAS:
,Section 1.
That in accordance with the provisions of the Urban Renewal
Law of the State of Texas, including particularly Sections 5 and 16(a)
thereof, a special election within the corporate limits of The City

of Beaumont, Texas, is hereby ordered to be held on the 11th day of
June, 1960, to determine whether the City Council should adopt a
Resolution substantially in the form set forth in the Form of Notice
contained in Section 6 hereof.
Section 2.
Legally qualified voters residing within the corporate limits
of The City of Beaumont shall be entitled to vote at said election.
Section 3.
Except as otherwise provided herein, said election shall be
held and conducted during the hours and in the manner, and the ballots
cast shall be canvassed and the returns made and the results declared,
all substantially as required by the applicable provisions of the Con-
stitution and laws of the State of Texas and the..Charter of the City
of Beaumont, with respect generally to special elections in said City.
Section 4.
That said election shall be held in The.;City of Beaumont at the
following places, to wit:
Edwards School Building; French High School Building;
French -Elementary School Building; Longfellow School
Building; Averill School Building; Junker School Build-
ing; Millard School Building; County Court House Build-
ing; George Washington Carver School Building; Magnolia
School Building; Ogden School Building; David Crockett
Junior High School Building; Hebert School Building;
Giles School Building; L. R. Pietzsch School Building;
Voth-Rosedale School Building; Amelia School Building;
Tyrrell Park Recreation Building; and Sallie Curtis
School Building.
That all voters residing in County Voting Precinct No. 1 shall
vote at the Edwards School Building; that all voters residing in Coun-
ty Voting Precinct No. 2 shall vote at the French High School Building;
that all voters residing in County Voting Precinct No. 3 shall vote at
the French Elementary ;School Building; that all voters residing in
County Voting Precincts Nos. 4 and 5 shall vote at the Longfellow
School Building; that all voters residing in County Voting Precincts
Nos. 6 and 7 shall vote at the Averill School Building; that all voters
residing in County Voting Precinct No. 8 shall vote at the Junker

School Building; that all voters residing in County Voting Precincts
Nos. 9 and 10 shall vote at the Millard School Building; that all
voters residing in County Voting Precinct No. 11 shall vote at the
County Court House Building; that all voters residing in County Voting
Precinct No. 12 shall vote at the George Washington Carver School
Building; that all voters residing in County Voting Precinct No. 13
shall vote at the Magnolia School Building; that all voters residing
in County Voting Precinct No. 14 shall vote at the Ogden School Build-
ing; that all voters residing in County Voting Precincts Nos. 153 16
and 17 shall vote at the David Crockett Junior High School Building;
that all voters residing in County Voting Precinct No.18 shall vote
at the Hebert School Building; that all voters residing in County Vot--
ing.Preci.nct No. 19 shall vote at the Giles School Building; that all
voters residing in County Voting Precincts Nos. 20 and 21 shall vote
at the L. R. Pletzsch School Building; that all voters residing in
County Voting Precincts Nos. 22 and 23 shall vote at the Voth-Rosedale
School Building; that all voters residing in County Voting Precincts
Nos. 26 and 27 shall vote at the Amelia School Building; that all vot-
ers residing in County Voting Precinct No. 28 shall vote at the
Tyrrell Park Recreation Building; and that all voters residing in
County Voting Precinct No. 62 shall vote at the Sallie Curtis School
Building.
Section 5.
The following named persons are appointed presiding judges
for their respective voting boxes,, with the authority to select and
appoint their own clerks:

Section 6.
The City Council of The City of Beaumont hereby orders that
at least thirty (30) days, notice of the special election herein
ordered shall be given in the manner required by the applicable pro-
visions of the laws of the State of Texas and the Charter of The City
of Beaumont, with respect generally to special elections in said City.
The notice to be given shall be as follows.:

TEXAS, TO'DETERMINE WHETHER THE CITY COUNCIL SHALL
ADOPT A RESOLUTION PERTAINING TO URBAN RENEWAL.'?
t?Pursuant to the applicable provisions of the laws of
the State of Texas, and the Charter of The City of
Beaumont, including particularly the Urban Renewal Law
of the State, notice is hereby given that a special
election will be held in the said City on the llth day
of June, 1960, from 7:00 a.m. to 7:00 p.m., to determine
whether the City Council of said City shall adopt a
resolution substantially as follows:
?A RESOLUTION MAKING CERTAIN FINDINGS, DETERMIN-
ATIONS, AND ELECTIONS UNDER AND PURSUANT TO THE
URBAN RENEWAL LAW OF TEXAS.
?BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF BEAUMONT) TEXAS:
,SECTION 1. That it is hereby found and determined
that one or more slum or blighted areas exist in
The City of Beaumont.
?SECTION 2. That it is hereby further found and
determined that the rehabilitation, conservation,
or slum clearance and redevelopment or a combina-
tion thereof, of such slum or blighted area or areas'
is necessary in the interest of public health, morals
or welfare of the residents of said City.
?SECTION 3. That it is hereby further determined
that the City of Beaumont shall exercise the powers
granted to the City by the Urban Renewal Law of the
State of Texas, except the Urban Renewal Project
Powers as defined in said Urban Renewal Law.

'SECTION 4. That it is hereby further determined
to be necessary and in the public interest that The
City of Beaumont elect' and, accordingly, the City
hereby elects to have said Urban Renewal Project
Powers exercised by the Urban Renewal Agency of The
City of Beaumont, which agency is created by said
Urban Renewal Law.
?SECTION 5. That the findings, determinations, and
elections herein made are made in accordance with
and the various terms used herein are used in the
same sense as used or defined in said Urban Renewal
Law.?
??Legally qualified voters residing within the corporate

The City Clerk is hereby directed to post a properly executed
copy of this Election Ordinance, together with the notice of election
herein prescribed, at the following places:

French Elementary School Building; Longfellow School
Building; A.verill School Building; Junker School
Building; Millard School Building; County Court House
Building; George Washington Carver School Building;
Magnolia School Building; Ogden School Building; David
Crockett Junior High School Building; Hebert School
Building; Giles School Building; L. R. Pietzsch School
Building; Voth-Rosedale School Building; Amelia School
Building; Tyrrell Park Recreation Building; and Sallie
Curtis School Building;
being the places where this special election will be held, said copies
of this ordinance, together with said notices of election, shall be
posted on or before May 10, 1960, and the officer posting the notices
shall make due return showing such posting, in accordance with this
Ordinance.
Section 7.
The form of ballot which shall be used in said special elec-
tion shall be substantially as follows:

URBAN RENEWAL LAW OF TEXAS
tBE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF BEAUMONT, TEXAS:

'SECTION 2. That it is hereby further found and
-determined that the rehabilitation, conservation,

tion thereof, of such slum or blighted area or

City.

Section 8.
The City Clerk is hereby authorized and directed to cause

polling places within said City an adequate supply of the official
ballot herein prescribed for use at said special election, substanti-
ally in accordance with the applicable provisions of the laws of
Texas and the City Charter with respect generally to special elections

Section 9.
The Ordinance passed by the City Council on the 29th day
of March,, A. D. 1960, and entitled:

CITY OF BEAUMONT, TEXAS, ON THE LOTH DAY OF MAY'
1960, PURSUANT TO SECTIONS 5 AND 16(a) OF THE
URBAN RENEWAL LAW OF TEXAS; NAMING THE PLACES
WHERE ;SAID ELECTION SHALL BE HELD; APPOINTING
JUDGES TO PRESIDE OVER SAID ELECTION; PROVIDING
FOR THE FORM OF NOTICE THEREOF? AND PROVIDING
FOR THE FORM OF BALLOT FOR USE IN SAID ELECTION,vt
is hereby repealed.
