STAFF REPORT
David Yermian has requested a certificate of appropriateness to allow the demolition of a
residential duplex. This property is located at 2141 Rusk Street, suites A & B.
The City has orange tagged this home for property maintenance. The property has a number of
maintenance issues that must be addressed in order for this home to be leased again. The changes
needing to be made are, but not limited to, electrical wiring, deteriorated roof, broken windows,
foundation beams rotted and termite damaged, holes in ceiling, floors need leveling and are soft
in several places and more. The full list of maintenance needing to be addressed is attached.
Staff recommends approval of this request.

I COULD RED TAG IT IF THERE WAS NO ONE LIVING IN THERE.
IT IS A DUPLEX. THE COMPLAINANT LIVES IN APT B. WHAT SHE SAID IS TRUE, THE WALL BETWEEN THE TWO APARTMENTS IS ACTUALLY
COLLAPSING. THE TERMITE DAMAGE IS VERY, VERY SEVERE IN THAT WALL AND THERE IS LOTS OF EVIDENCE IN SEVERAL OTHER WALLS ALSO
THAT THE TERMITE DAMAGE ISALLTHROUGH OUTTHE HOUSE.

EXTERIOR:
- THE ELECTRICAL PANEL HAS BLANK SPOTS IN IT
-THE ELECTRICAL WIRE GOING TO THE WATER HEATER IS NOT PROTECTED.
-THE FOUNDATION FLOOR BEAMS ARE DETERIORATED/ROTTED AND TERMITE DAMAGED
-THE FLOOR JOISTS ARE DETERIORATED/ ROTTED AND TERMITE DAMAGED
-EXTERIOR DOORS NEED REPLACED
-ROOF DETERIORATED
-FRONT/ BACK PORCH DETERIORATED
-NEW SHINGLES NEEDED
-BROKEN WINDOWS
-DAMAGED AND/OR ROTTEN WINDOWS, WINDOW SILLS, FASCIA/RAFTERS
INTERIOR:
-THE WALL BETWEEN THE TWO APARTMENTS IN THE DUPLEX IS LITTERALLY COLLAPSING AND IS VERY, VERY SEVERELY TERMITE DAMAGED.
-THERE IS TERMITE DAMAGE THROUGH OUTTHE WHOLE DUPLEX.
-THE CEILING IS FALLING DOWN IN BOTH APARTMENTS "A" AND "B"
- FLOOR NEEDS LEVELING AND IS SOFT IN SEVERAL PLACES. IT SINKS WHEN I STEP ON IT.
-HOLES IN THE CEILING, WALLS THAT NEED REPAIR
-TERMITE DAMAGE IN FLOOR, FLOOR JOISTS AND WALLS
-WATER DAMAGE ON CEILING DUE TO EXTERIOR ROOF LEAK

THE ROOFING ON THE FRONT PORCH COVER IS VERY INCORRECT AND IT ALLOWING WATER TO GET DOWN IN THERE. THAT IS PROBABLY WHY
THE TERMITE DAMGE IS SO BAD THERE ALSO.

One story frame structure. Gable front roof with exposed rafters. Louvered vent in gable end. Two one -over -one
sash. Two wood and glass panel doors. Pedimented portico supported by two timbered brackets. Cement steps.
11. Present Condition Fair. The house appears to be structurally sound.
12. Significance:
The house is an example of working class housing built in Beaumont after the turn -of -the -century.
